Joprojām nav novērsti augstākās izglītības novērtēšanas atklātie trūkumi, programmu dublēšanās, kas neļauj koncentrēt finanšu un cilvēku resursus, lai nodrošinātu kvalitāti un ekonomiski izlietotu ierobežotos finanšu līdzekļus. Zinātnes spēja radīt inovācijas un konkurēt Eiropā un Latvijā kalpo kā pamats ekonomikas izaugsmei. Ja zinātnei netiek nodrošināts pienācīgs finansējums, tad nav iespējams panākt tādas ekonomikas attīstību, kuras pamatā ir inovatīvu produktu ar augstu pievienoto vērtību radīšana un līdz ar to budžeta ieņēmumu palielināšana ilgtermiņā. Tikai veseli cilvēki var būt laimīgi un strādājot papildināt valsts budžetu ar nodokļiem, kas ļauj paaugstināt izglītības kvalitāti un nodrošināt sociālās garantijas. Likumdevējam beidzot jāuzņemas atbildība un jādod skaidri uzdevumi izpildvarai. Kolēģi, nebāzīsim kā strausi galvu smiltīs, noveļot vainu par visām nebūšanām uz ekonomisko situāciju valstī. Diemžēl jau gadiem redzam klaju izpildvaras ignoranci un visatļautību, nepildot Likumā par budžetu un finanšu vadību noteikto kārtību budžeta plānošanā. Taču tieši mēs esam atbildīgi par mums uzticēto mandātu pārstāvēt tautas intereses. Mēs, nevis ministri un ierēdņi, esam ievēlētie tautas interešu pārstāvji. Mēs esam tie, kas ieceļ izpildvaru un dod tai skaidrus un konkrētus uzdevumus. Kā teicis Einšteins, nav iespējams atrisināt problēmu ar tādu pašu domāšanu, kāda šo problēmu radījusi. Kolēģi, aicinu jūs padomāt par savu lēmumu šī budžeta pieņemšanas kontekstā un tā sekām, beidzot uzņemties atbildību un pieņemt tādus lēmumus, kas ir Latvijas tautas un mūsu vēlētāju interesēs, nevis ļaut izpildvarai diktēt noteikumus.
