• 2015_11_30_333-seq160 spokenText "Labrīt, godātie kolēģi! “No sirds Latvijai” ir sagatavojusi priekšlikumus likumprojektam “Grozījumi Likumā par budžetu un finanšu vadību”, kuri pilnveidotu budžeta caurskatāmību, nodrošinātu to, ka gan mēs, deputāti, lemjot par budžetu, gan uzņēmēji un sabiedrība varētu saprast, kā konkrētie valsts budžeta izdevumi veicinās Nacionālajā attīstības plānā un citos plānošanas dokumentos noteikto mērķu sasniegšanu un kādi būs sasniegtie rezultāti. Es domāju, te vietā būtu pastāsts, līdzība par to, kā trīs draugi - aklais, kurlais un klibais - gāja pa ceļu. Kurlais saka: “Dzird runājam, ka būšot karš.” “Ka tik karā aci neizšauj!” saka aklais. “Tad gan būs noskriešanās!” saka klibais. Un tā trīs draugi gāja tālāk, runādami par karu. Nekas jau nenotiek, vienkārši mēs runājam. Šo līdzību var attiecināt uz 2016.gada budžeta projektu, to pavadošo likumprojektu izstrādes un apspriešanas procesu un pilnībā var piemērot pašreizējai koalīcijai, kura ne redz, ne dzird to, kas notiek apkārt. Tā nespēj pa īstam arī paiet uz priekšu (un šī gada budžeta projekts tam ir apliecinājums), lai gan visu laiku runā, cik labi valsts attīstās, cik labs ir budžets, cik labus nodokļus tā izdomājusi. Interesanti būtu zināt, cik no jums patlaban var atbildēt par atsevišķu valsts budžeta programmu finansējuma palielinājumu vai samazinājumu. Kāda ietekme būs no izdevumu samazināšanas, kādi būs ieguvumi valstij no izdevumu palielināšanas? Pieņemu, ka varbūt kāds ierēdnis to arī zina, bet ne lielākais vairākums no mums, jo budžeta projekta paskaidrojumos informācija, kuru tur var atrast, faktiski tikpat kā neko... tātad nav iespējams atrast informāciju par to, kam reāli tiek novirzīta budžeta nauda. Arī par apropriāciju pārdalēm, kā jūs to labi zināt, regulāri tiek lemts Saeimā, un tās tiek apstiprinātas, taču zināms par tām ir vienīgi tas, ka kādā budžeta programmā nauda ir palikusi pāri, tā netiks izmantota un to veikli var pārdalīt citiem pasākumiem. Bet vai šāda pārdale palīdzēs īstenot Nacionālā attīstības plāna mērķu sasniegšanu? Vai nodrošinās ekonomisko izrāvienu? Šis jautājums paliek neatbildēts. Uzskatu, ka beidzot ir laiks pielikt punktu šādai izpratnei par budžeta veidošanu un budžeta apstiprināšanu un sākt jaunu dzīvi. Un pirmais solis, lai nostātos uz šī pareizā ceļa, ir jau tagad noteikt, ka, veidojot 2017.gada budžetu, tas ir saskaņojams ar Nacionālo attīstības plānu. Un ne mazāk svarīgi ir nodrošināt, ka šodien, balsojot par 2016.gada budžetu, jau būtu zināms, lai mēs, Saeimas deputāti, no izstrādātā budžeta saņemtu ne tikai sausus skaitļus, kā tas faktiski ir šajā gadā, bet arī skaidrojumu, kādu politiku ir plānots īstenot. Ir svarīgi, lai ikviens no mums, ikviens uzņēmējs, iedzīvotājs, pabalstu un pensiju saņēmējs valstī zinātu, kam un kā tiek izlietoti nodokļu maksātāju līdzekļi un kāds beigās būs rezultāts no tā visa. Iespējams, jūs uzskatāt, ka to nav iespējams īstenot, ka tā ir kaut kāda neiespējama lieta. Es uzskatu, ka šodien jebkurš uzņēmējs, kurš veido savu biznesu, plāno savu biznesu, skaidri zina, kā viņš iztērēs naudu, kā viņš ar to rīkosies. Un tas ir pilnīgi pretstatā tam, kā šobrīd rīkojas valsts. Uzņēmējs, lemjot par saviem izdevumiem, manuprāt, vienmēr ilgi un rūpīgi pārdomā, vērtē, kam šo naudu izdos, ko par to iegūs, jo viņam taču nauda ir jānopelna. Savukārt valsts, kuras daļa esam arī mēs, izrādās, var atļauties tērēt, nedomājot par to, kas tiks sasniegts, jo šī nauda taču nav ierēdņu nopelnīta. To sarūpē uzņēmēji, strādājošie un, jāsaka, savā ziņā arī pensionāri. Tāpēc es aicinu jūs jau šodien atbalstīt “No sirds Latvijai” priekšlikumus pavērt ceļu šīm pārmaiņām un padarīt lēmējus redzošākus, dzirdīgākus un kustēties spējīgākus. Es nepateikšu neko jaunu (Dep. A.Latkovskis: “Taisnība!”), bet, jo ilgāk slimība tiek ielaista, jo grūtāk to ir ārstēt. Tāpēc neatlieciet uz nākamo gadu to, ko var paveikt jau tagad. Pateicos.".
