Šī sēde, manuprāt, iezīmējās ar to, ka ļoti daudzi jautājumi bija veltīti jautājumam, kas šobrīd ir pats svarīgākais ne tikai Latvijā, bet arī pasaulē, tas ir, drošībai. Vispirms gribu atzīmēt, ka šodien tika pirmajā lasījumā atbalstīti trīs Valsts prezidenta iniciēti likumprojekti – “Grozījumi Nacionālās drošības likumā”, “Grozījums Nacionālo bruņoto spēku likumā” un “Grozījums Ministru kabineta iekārtas likumā”. Kā jau minēju, šos likumprojektus ir sagatavojis Valsts prezidents. Jau savā iepriekšējā amatā kā aizsardzības ministrs viņš konstatēja, ka nav mūsu likumdošanā precīzi izstrādātas procedūras, pēc kādām būtu jārīkojas atbildīgajām amatpersonām reālu apdraudējumu gadījumā. Tagad ar šiem likumu grozījumiem tiek mēģināts novērst arī šo trūkumu. Deputāti atbalstīja tos diezgan vienprātīgi, un, manuprāt, tas ir labs solis un apliecinājums tam, ka mēs izprotam šābrīža situāciju. Vēl svarīgāk ir tas, ka Saeima šodien apstiprināja Nacionālās drošības koncepciju, kas ir tāds virspusējs jeb jumta dokuments, konceptuāls dokuments, kurš nosaka visām pārējām valsts institūcijām vadlīnijas, kuras tām ir jāņem vērā, izstrādājot savus likumdošanas aktus un savus politikas plānošanas dokumentus. Un, kaut arī šis dokuments ir izstrādāts jau krietni iepriekš, vasaras laikā, tas arī tagad, pēc Parīzes notikumiem, savu aktualitāti nav zaudējis un ļaus ministrijām un politiķiem, un arī parlamentam skatīties uz šiem pietiekami aktuālajiem jautājumiem ar pietiekami lielu uzmanību. Tātad tas, kas ir minēts šajā Nacionālās drošības koncepcijā, – tur ir noteiktas prioritātes Latvijas nacionālās drošības apdraudējuma novēršanai. Un tās ir šādas: iekšējās drošības apdraudējuma novēršana, ārvalstu izlūkošana, drošības dienestu radītā apdraudējuma novēršana, militārā apdraudējuma novēršana, pilsoniskās sabiedrības vienotības apdraudējuma novēršana, Latvijas informatīvajai telpai radītā apdraudējuma novēršana, Latvijas ekonomikai radītā apdraudējuma novēršana, starptautiskā terorisma radītā apdraudējuma novēršana un kiberapdraudējuma novēršana. Tātad ikviens no šiem astoņiem punktiem ir aktuāls un ļoti vispārīgi šobrīd formulēts, bet zem katra no tiem apakšā ir jābūt konkrētiem dokumentiem, konkrētam rīcības plānam un galvenokārt konkrētai politiskai amatpersonai, kas saprot šābrīža riskus un apdraudējumus un spēj arī konsekventi šos procesus vadīt. Mani priecē, ka par šo jautājumu bija tiešām ļoti aktīvas debates. Deputāti norādīja uz to, ko viņi vēl vēlētos redzēt šajā koncepcijā, bet kopumā no klātesošajiem deputātiem Nacionālās drošības koncepcija guva ļoti vienprātīgu atbalstu. Es tiešām, vēlreiz runājot par mūsu drošību, vēlos atzīmēt, ka ikviens jautājums, kurš ir sabiedrībai aktuāls, ir skatāms arī no tā, kādā veidā mēs katrs jūtamies piederīgs savai valstij, ticam savai valstij un tad arī attiecīgi spējam to aizsargāt. Tā kā šis ir jumta dokuments, tālāk sekos konkrēti plāni un dokumenti, bet, lai mēs justos droši, lai mēs justos piederīgi Latvijai, tas ir atkarīgs no katra no mums, pirmām kārtām no politiķiem, kuri katru dienu ar saviem darbiem spēj demonstrēt to, vai viņi spēj attaisnot tautas doto uzticību un godam pārvaldīt savu valsti. Es ceru, ka šis parlaments un šis Ministru kabinets to spēj. Un, protams, jūs esat tie, kas norādīs mums uz to, vai mēs ko nespējam. Un, lūdzu, kritizējiet mūs un neļaujiet mums iemigt, jo situācija pasaulē ir ārkārtīgi saspringta un mūsu politiķiem ir jābūt gataviem novērst jebkurus Latvijas apdraudējumus un riskus un jāpārliecina sabiedrība par to, ka mēs zinām, kurp mēs ejam, ko mēs darām un kā mēs rīkosimies krīzes situācijās.
