Es runāju par medicīnu. Vārds “medicīna” ir minēts šajā dokumentā tikai vienu reizi, turklāt nevis sadaļā par reaģēšanu, bet tur, kur tiek runāts par ēnu ekonomiku, - ka ēnu ekonomikas augstais līmenis negatīvi ietekmē uzņēmējdarbības iniciatīvas un neļauj nodrošināt sasaisti starp nomaksātajiem nodokļiem un valsts spēju ieguldīt līdzekļus aizsardzībā, robežas drošībā, infrastruktūrā, izglītībā, medicīnā, sociālajā jomā. Tā ir vienīgā reize, kad ir piesaukta šī lieta. Āboltiņas kundze ļoti precīzi pateica, ka tā ir vīzija par prioritātēm un to uzskaitījumiem. Bet šajā vīzijā nav ietverta medicīna, lai gan katastrofu medicīnas sistēma, piemēram, ir neatņemama Latvijas nacionālās drošības sistēmas un civilās aizsardzības sistēmas sastāvdaļa. Par medicīnu un attiecīgu finansējumu te nav nekas teikts, lai gan dzīvojam apstākļos, kad veselības aprūpei novirzāmais finansējums nacionālajā kopproduktā konsekventi krītas gadu no gada! Un perspektīva ir tāda, ka tas kritīsies vēl vairāk. Medicīna te vispār nav pieminēta! Protams, ja netiks rasta spēja veselības aprūpes iestādēm nodrošināt gatavību veselības aprūpes nodrošināšanai - to iespējams pat attiecināt uz aizsardzības budžetu! -, tad mēs būsim bedrē, jo pašreiz situācija ir traģiska. Nacionālais veselības dienests plāno samazināt reaģēšanas spēju un gatavību pat neatliekamās palīdzības slimnīcām. Par kādu gatavību mēs varam runāt (iepriekšējos likumprojektos runājām par karastāvokli un tā tālāk), ja par šo sagatavotību un gatavību vispār netiek runāts? Tad jau mums drīz būs jāsāk runāt par vēl sliktāku parādību, ka ugunsdzēsējiem sāksim maksāt pēc ugunsgrēku skaita, nevis par viņu gatavību! Tādēļ sadaļa par medicīnu un par šiem jautājumiem būtu obligāti iekļaujama Nacionālās drošības koncepcijā. Paldies jums par uzmanību.".
