Pirmām kārtām šodien sēdē mūsu partijas deputāti bija iesnieguši priekšlikumu papildināt likumu “Par svētku, atceres un atzīmējamām dienām”. Mēs vēlējāmies, līdzīgi kā daudzviet pasaulē, lai tiek atzīmētas vairākas starptautisku organizāciju atzītas ar veselību un tās problēmām saistītas dienas un lai šīs dienas tiktu ierakstītas Latvijas kalendāros kā atzīmējamās dienas. Proti, atzīmēt Pasaules vēža dienu, Starptautisko asins donoru dienu, Pasaules hepatīta dienu, Pasaules sirds dienu, Pasaules diabēta dienu un Starptautisko invalīdu dienu. Šīs uzskaitītās dienas tiek piedāvātas iedzīvotājiem, lai tajās veidotu plašāku kampaņu sabiedrības informēšanai par slimību pirmajām pazīmēm, par riska faktoriem, komplikācijām, ārstēšanās iespējām, vairojot sabiedrības līdzcietību un vienlaikus arī veidojot izpratni par šīm problēmām, kādā veidā sabiedrība varētu iesaistīties un palīdzēt šo problēmu risinājumā. Diemžēl šodien Saeimas vairākums šo priekšlikumu neatbalstīja. Un turpmāk mēs arvien ar šiem jautājumiem saskarsimies no situācijas uz situāciju, nevis tā koncentrēti – vienā dienā. Un otrs jautājums, par kuru es noteikti gribētu jums pastāstīt, ir lēmuma projekts “Par Saeimas piekrišanu likumā “Par valsts budžetu 2015.gadam” noteiktās apropriācijas pārdalei”. Šajā jautājumā mūsu partijas “No sirds Latvijai” deputāti balsoja “pret”. Pēc būtības mēs neesam pret to, ka konkrētie jautājumi ar šo finansējumu tiek atrisināti. Mēs nedomājam, ka šo konkrēto jautājumu risināšana nebūtu nepieciešama. Protams, būtu risināma. Taču mūs neapmierina tas, ar kādām aplamībām mēs sastopamies Latvijas valsts finanšu plānošanā, cik absurdi notiek plānošana... Cik absurdi tiek plānotas finanses, ja gada beigās paliek neiztērēti vairāki miljoni, vairāk nekā 10 miljoni! Pagājušajā nedēļā mēs balsojām par vairākiem miljoniem, šodien atkal par 6 miljoniem, kas tiek pārdalīti no vienas ministrijas citām ministrijām. Mums šķiet, ka Latvijā finanšu plānošana nenotiek ilgtermiņā. Īstenībā ar šādu lēmuma projektu par apropriācijas pārdali slēptā veidā pastāv tā pati deputātu kvota. Proti, piešķirot nevajadzīgu finansējumu plānos, gada beigās šo finansējumu var pārdalīt tām ministrijām un tiem resoriem, kuriem valdošajām partijām, Finanšu ministrijai un Saeimas Budžeta un finanšu (nodokļu) komisijas vadībai ir izdevīgāk šo naudu nodot, tādējādi iegūstot vajadzīgo balsojumu, pēc būtības uzpērkot šādus balsojumus. Iedomāsimies kaut vai vienu no šiem skaitļiem! Pusmiljons, nepilns pusmiljons tiek piešķirts datortehnikas iegādei konkrētajā ministrijā. Rodas jautājums: kādā veidā ir iespējams līdz gada beigām atlikušajā laikā noorganizēt konkursu, lai šādu tehniku varētu iegādāties atbilstoši likumā noteiktai kārtībai? Tātad vai nu tas bija zināms, vai arī šajā gadījumā tiks pārkāpts likums. Mēs pievēršam uzmanību šīm aplamībām un aicinām arī Finanšu ministriju ieklausīties un plānot tā, lai finansējums būtu sadalīts godīgi. Paldies par uzmanību!".
