• 2015_11_19_331-seq282 spokenText "Paldies. Labdien, cienījamie radioklausītāji! Saeimā norit darbs pie valsts budžeta 2016.gadam un vidēja termiņa budžeta nākamajiem trim gadiem. Likumprojektam “Par valsts budžetu 2016.gadam” un to pavadošajiem likumprojektiem iesniegti simtiem priekšlikumu. Pavisam drīz parlamentam nāksies visus šos priekšlikumus vērtēt, jo valdība diemžēl neko sakarīgu nav izdarījusi un nav paredzējusi darīt, piemēram, jautājumā par pedagogu un medicīnas darbinieku algām, kā arī iedzīvotāju nevienlīdzības mazināšanā. Mums patiesi rūp, kā Latvijā palikušie cilvēki izdzīvos nākamgad, jo koalīcijas solījumi samazināt iedzīvotāju ienākuma nodokli ir pagaisuši. Turklāt ar pievienotās vērtības nodokli tiek aplikti māju pārvaldīšanas pakalpojumi un maksa par kultūras pasākumu apmeklēšanu. Tātad maksās tie, kuri dzīvo daudzdzīvokļu mājās, saņem mājas pārvaldīšanas pakalpojumus un jau tagad knapi var savilkt kopā galus, kā arī samazināsies iedzīvotāju iespējas apmeklēt kultūras pasākumus. Lai mazinātu Latvijas iedzīvotāju nevienlīdzību un domājot par pensionāru likteni, mūsu frakcija ir iesniegusi priekšlikumus ar mērķi palielināt ar iedzīvotāju ienākuma nodokli neapliekamo pensijas daļu. Tie ir grozījumi likumā “Par iedzīvotāju ienākuma nodokli”, kuri paredz neapliekamā minimuma palielināšanu pensionāriem no 235 eiro mēnesī līdz 300 eiro mēnesī. Lai kaut nedaudz mazinātu cilvēku izdevumus saistībā ar maksājumiem par mājokli, frakcija SASKAŅA rosina samazināt pievienotās vērtības nodokļa likmi apkurei no 12 procentiem uz 5 procentiem. Es vēlos atgādināt, ka 5 procentu PVN likme apkurei bija spēkā pirms 2009.gada krīzes, kad tika paaugstinātas vairākas nodokļu likmes un ieviesti jauni nodokļi. Rosinājums atgriezties pie samazinātas PVN likmes apkurei ir radies saistībā ar 2016.gada budžetā paredzēto PVN standarta likmes piemērošanu dzīvojamo māju pārvaldīšanas pakalpojumiem. Ja Finanšu ministrija apgalvo, ka Eiropas Padomes direktīva ir uzlikusi par pienākumu Latvijai ieviest šo likmi dzīvojamo māju pārvaldīšanas pakalpojumiem pilnā apmērā, joprojām paliek iespēja piemērot samazinātu PVN likmi citiem ar īpašumu uzturēšanu saistītiem pakalpojumiem. Valdība nav izskaidrojusi, kādā veidā šī PVN standarta likme tiks atspoguļota rēķinos un kādā veidā no kopējā pakalpojumu klāsta tiks izdalīts tieši pārvaldīšanas pakalpojums, un pastāv zināmas bažas, ka PVN piemērošana pārvaldīšanas izdevumiem fiziskām personām būtiski sadārdzinās iedzīvotāju rēķinus un iedzīs vēl lielākā nabadzībā mazāk aizsargāto sabiedrības daļu. Arī šogad mūsu deputāti uzklausīja savu vēlētāju un nevalstisko organizāciju pārstāvju vēlmes un iesniedza attiecīgus priekšlikumus gan par papildu finansējuma piešķiršanu dažādu sociālo jautājumu risināšanai, gan palīdzības sniegšanai vairākām pašvaldībām atsevišķu projektu īstenošanai, gan citiem iedzīvotājiem svarīgiem jautājumiem. Papildu līdzekļi no valsts budžeta pieprasīti pedagogu, medicīnas un kultūras darbinieku algām, atgādinot valdošajām partijām par aizmirstajiem solījumiem. Saeima par nākamā gada valsts budžetu galīgajā lasījumā lems 30.novembrī. Paldies par uzmanību!".
