Izpildot savas starptautiskās saistības, šodien mēs beidzot skatām šo likumprojektu. Bez šaubām, nacionālais likums ir vajadzīgs, bet projekta autori diemžēl devuši tam īpašu, nacionālistisku, garšu. Likumprojekta 9.pantā Latvijas sabiedrība ir šķelta divās daļās: pamattautības - latvieši un lībieši - un visi pārējie. Mazākumtautības it kā var pretendēt uz nemateriālā kultūras mantojuma saglabāšanu, bet ar nopietniem ierobežojumiem. Mantojumam ir jābūt vēsturiski izveidotam un nostiprinātam mijiedarbībā ar vietējo kultūru Latvijas teritorijā, kā arī tam jābūt raksturīgam tikai Latvijas teritorijai. Tāds 9.panta formulējums automātiski būtiski samazina iespēju mazākumtautības kultūras mantojumu iekļaut Latvijas nemateriālā kultūras mantojuma sarakstos. Savukārt konvencijas 11.pants paredz saglabāt valsts teritorijā esošo nemateriālo kultūras mantojumu bez jebkādiem nosacījumiem. Viens piemērs. Ko darīt ar vecticībnieku garīgo dziedāšanu - ļoti senu tradīciju? Atgādināšu, ka vecticībnieki šeit dzīvo un izmanto unikālo dziedāšanu vairāk nekā 350 gadu. Protams, šī tradīcija neizveidojās Latvijas teritorijā un tai nav nekādas vietējās mijiedarbības. Bet tieši tas, manuprāt, piešķir mantojumam īpašu vērtību un atspoguļo Latvijas kultūras daudzveidību, par kuru rakstīts likuma uzdevumos 3.pantā. Šis konkrētais jautājums šī gada septembrī bija adresēts Kultūras ministrijai, bet atbilde tika saņemta no Latvijas Nacionālā kultūras centra. No atbildes ir skaidrs, ka vecticībnieku tradīcijas ir nozīmīgs kultūras mantojums, bet sapratnes par likuma panta praktisko piemērošanu pagaidām nav. Un galvenais - 9.pants neatbilst Latvijas Republikas Satversmē ietvertajam vienlīdzības principam un arī ANO konvencijas garam. Vakar no šīs tribīnes skanēja vārdi par sabiedrības integrāciju, saliedētību un tās svarīgumu valsts drošībai. Bet šodien praksē notiek pavisam cits. Nevar ar vienu roku šķelt sabiedrību un ar otru to saliedēt. Tas ir ačgārni. Šis likumprojekts ļoti labi to parāda. Ja jūs domājat, ka es aicināšu balsot “pret”, jūs kļūdāties. Likums ir vajadzīgs, starptautiskās saistības arī jāpilda. Šodien es piedāvāju likumprojektu atbalstīt, bet no frakcijas SASKAŅA puses tas ir sava veida avanss.
