Aicinu atbalstīt priekšlikumu, kurš paredz šo vēsturiskās pārmantojamības principu, jo es gribu atgādināt, ka Augstākā padome jau savā laikā atdeva īpašumus nevis kādai vienai atsevišķai organizācijai, bet visiem Latvijas ebrejiem, kas bija apvienojošies. Tajā laikā īpašumi tika atdoti Ebreju kultūras biedrībai. Pēc vienošanās ar tā laika Ebreju kultūras biedrības vadītājiem virkne īpašumu tika atdoti Rīgā, Liepājā, Daugavpilī, un šis jautājums tika pilnībā atrisināts. Pēkšņi parādās kaut kur pēc 15 gadiem... tiek izveidota jauna organizācija, ko dibina PSRS okupācijas laikā Latvijā iebraukuši cilvēki, kuri pieprasa kaut kādas privilēģijas, pieprasa, lai viņiem izņēmuma kārtā piešķir... noniecinot pārējās Latvijā dzīvojošās tautības, neizrādot cieņu latviešu tautai, kas 20.gadsimtā ir zaudējusi pusi savu iedzīvotāju. Ja mēs atbalstīsim šo priekšlikumu, netiks pārkāpts Satversmes noteikums, ka visi ir vienlīdzīgi likuma priekšā, jo īpašumi, kā jūs zināt, tika atdoti visi un visiem. Valsts īpašumi netiks atdoti reliģiskai biedrībai, lai nebūtu pretēji Latvijas Satversmei, jo baznīca ir atdalīta no valsts. Tiks nodrošināta kontrole un audits, jo šis priekšlikums ir jāskata kopā ar 6.priekšlikumu un 14.priekšlikumu, kas paredz, ka Ministru kabinets izstrādās speciālus noteikumus un kārtību, kādā tiks izveidots fonds (kā tas ir Lietuvā), kuru auditēs Finanšu ministrija, un šajā fondā varēs ieskaitīt arī dažādus ziedojumus. Šis fonds ir paredzēts tieši kultūras un izglītības vajadzībām. Līdz ar to Latvija nebūs piekāpusies kaut kādam kārtējam spiedienam, nebūs pilnīgi pret Satversmi piekāpusies tam, ka, lūk, kaut kāda viena izredzēta biedrība var uzspļaut esošajai likumdošanai un pieprasīt, ko vien vēlas, neuzskatot sevi par Latvijas pilsoņu daļu. Jo, jūs saprotat, ja mēs, piemēram, kādai skolai noņemam piebūvi, kuru izmanto visi Latvijas pilsoņi, bērni, ieskaitot arī ebrejus, un atdodam to vienai privileģētai grupai, tad tikpat labi latviešu tauta, kas ir ļoti cietusi, var pieprasīt Ķegumu piešķirt Latviešu biedrībai, jo tas kādreiz bija akciju sabiedrība. Vai atņem, teiksim... Jūs zināt, ka Latvijai netika atdoti akciju sabiedrību īpašumi. Piemēram, “Ķuze”. Pēdējā brīdī pirms okupācijas Ķuze savu ģimenes īpašumu pārvērta par akciju sabiedrības īpašumu un nedabūja neko. Vai tad šīs konfektes ēd tikai latviešu tautas pārstāvji vai ēd visi Latvijas iedzīvotāji? Nu tad arī “Ķuzi”... atņemam “Laimu” un “Staburadzi”, konfiscējam un ar Saeimas aktu atdodam Latviešu biedrībai. Turpmāk tikai latvieši ēdīs šīs konfektes. Līdz ar to, novēršot šos kuriozos priekšlikumus, kas te ir bijuši iestrādāti... Ja mēs neatbalstām šo priekšlikumu, līdz ar to mēs, loģiski, nevaram balsot ne par vienu no šiem punktiem. Mēs nevaram ņirgāties, piemēram, par to, ka bērniem skolai tiek atņemta piebūve, jo šī skola saņem ienākumus no šīs piebūves, kurā, kā es teicu, mācās visu, visu Latvijā dzīvojošo tautību bērni. Un arī pārējie priekšlikumi... Un vēlreiz uzsveru, ka kultūras un izglītības biedrība - tas ir pavisam kas cits. Un pēdējais. Mēs gribam atdot īpašumu biedrībai, kura ne kapeiku, ne santīmu nav ziedojusi ne Latvijas Holokausta muzejam, ne Rīgas Geto muzejam. Tā ir pavisam cita biedrība. Tad kāpēc no 34 biedrībām mēs tikai vienai... taisām privilēģiju kaut kādai vienai organizācijai? Aicinu atbalstīt šo priekšlikumu. Un aicinu atbalstīt arī 6. un 14.priekšlikumu.
