Šodienas darba kārtībā deputātiem bija jālemj par daudziem likumprojektiem, un, protams, darbs pie šiem likumprojektiem nenorit tikai Sēžu zālē. Deputāti strādā komisijās, un vislielākais nopietnākais darbs ir šo likumprojektu sagatavošana izskatīšanai Saeimas sēdē. No šodien izskatītajiem jautājumiem man gribētos pievērst uzmanību pēc būtības diviem pēdējiem – pēdējam un priekšpēdējam jautājumam, kas saistīti ar parlamentārās izmeklēšanas komisijām. Viens bija galaziņojums, un viens bija lēmuma projekts. Attiecībā uz Zolitūdes traģēdijas izmeklēšanas galarezultātu es tiešām apsveicu kolēģus, kas strādāja šajā komisijā, un augstu novērtēju to rezultātu, kas ir sasniegts, analizējot ne tikai pašu notikumu, kāpēc tas tā varēja notikt, bet analizējot arī konkrēto amatpersonu darbību. Man šajā partijas viedoklī gribētos uzsvērt vienu lietu. Sēdē diskutējot, deputāti minēja to, ka šeit tiek pārkāpts nevainīguma prezumpcijas princips. Bet es vēlreiz gribētu uzsvērt – šajā gadījumā mēs runājam par amatpersonu politisko un morālo atbildību. Ja parlamentārās izmeklēšanas komisija noslīdētu tādā kompetences līmenī, ka sāktu izmeklēt pašu noziegumu, tad tiešām mēs pārvērstos par policejisku komisiju vai tiesu, kura, paziņojot vainīgos pirms tiesas, pārkāptu šo principu. Politiskā atbildība ir uzmanības pievēršana tam, kā amatpersonas balso par to vai citu lēmumu. Un tieši šeit ir svarīgi, lai mēs un arī ministri, balsojot par konkrēto jautājumu, domātu, kādas tam ir sekas, nevis vienkārši nobalsotu “par”, kad pacelta kāda zaļā kartīte, kas īstenībā nav nekāda likumā regulēta kārtība. Un otrs jautājums, par ko es gribētu vienkārši informēt klausītājus. Var rasties neliela neskaidrība, kāpēc parlamentārās izmeklēšanas komisija par bankas “Citadele” pārdošanas procesu nav pabeigusi savu darbu, bet vēlas to turpināt vēl pusotru mēnesi. Šeit ir jāatzīst, ka komisija ir sagatavojusi galaziņojuma projektu un komisijas deputāti lūdza šo termiņu pagarināt, lai galaziņojuma redakcija būtu apspriesta visās niansēs, bet pēdējā mēneša laikā un arī vēl novembrī vairāk nekā pusei komisijas deputātu ļoti nopietni ir jāstrādā Budžeta un finanšu (nodokļu) komisijā un tam vajag daudz laika, taču mēs gribētu, lai katrs deputāts varētu izpildīt savu funkciju kvalitatīvi un galarezultāts mums būtu nevis politisks lēmums, bet kvalitatīvs galaziņojums.
