Gribu izteikt pateicību arī šai komisijai, jo, atskatoties uz varbūt pēdējiem desmit gadiem un lasot dažādu izmeklēšanas komisiju ziņojumus, es domāju, šis ir viens no vislabākajiem, kurš atstās arī kaut kādas sekas un uzlabojumus tālākajā darbā. Jautājums te nav tik daudz par uzvārdiem, cik par to, vai bija iespējams novērst šos upurus. Un, manuprāt, divas lietas ko neizdarīja attiecīgās iestādes. Pirmā lieta - netika ieviesti Eiropas Savienības būvkodeksi, būvnormatīvi. Un es gribētu pateikt, ka jau deviņdesmito gadu sākumā Amerikas Savienotajās Valstīs un divtūkstošo gadu sākumā Eiropas Savienībā pievērsa uzmanību tam, ka dažādu dabas katastrofu vai lidmašīnu katastrofu gadījumos, neparedzētos gadījumos, sabrūk ļoti lielas platības. Lai cik ģeniāli būtu konstruktori vai celtnieki, mēs nevaram novērst, teiksim, kaut kādas milzīgas slodzes uzkrišanu uz attiecīgās ēkas jumta, tāpēc Eiropas Savienībā tika ieviests tāds jēdziens kā “progresīvais sabrukums”, kas atļauj būvēt tikai tā izprojektētas ēkas, ka milzīgas pārslodzes gadījumā sabrūk noteikts sektors. Teiksim, 10 reiz 10 metri jeb 100 kvadrātmetri. Un pārējā ēka tiek saglabāta. Skaidrs, ka šādu būvnormatīvu ieviešana Latvijas pasūtītājiem, celtniekiem prasītu diezgan lielus papildlīdzekļus un... tika doti ziedojumi ar ekonomikas ministru saistītām personām, lai šie Eiropas Savienības būvnoteikumi tiktu atlikti. Tātad bija paredzēts 2008.gadā tos ieviest Latvijā, bet pārcēla uz 2010.gadu un tālāk uz 2014.gadu. Tātad, ja šie būvnormatīvi Latvijā būtu iestrādāti dažādās celtniecības normās, kas ir mikslis no jauniem normatīviem un vecajiem Padomju Savienības tā saucamajiem snipiem (SNIP), kas nozīmē “Stroiteļnije normi i pravila” (“Celtniecības normas un noteikumi”- red.), rezultātā mēs būtu izvairījušiem no šiem upuriem. Tagad, runājot par šiem uzvārdiem. Varētu tos arī, protams, nesaukt. Un tā nav nekāda kriminālatbildība, nekāda liela nelaime nebūtu. Bet, cienījamie kolēģi, vai jūs zināt, ka šis ir trešais jumts, kas sabruka? Pirmie divi jumti tika veiksmīgi noklusēti. Tātad 2011.gadā Liepājas “Depo” veikalam no sniega slodzes sabruka jumts pārsimts kvadrātmetru platībā. Nu, komisijas izpētīja, nekāda liela trokšņa nebija. Līdz ar to šis jumts un veikals bija uzprojektēts pēc šiem vecajiem būvnormatīviem. Bet, saprotiet, ja sētnieks bija piedzēries tajā dienā, viņš šo sniegu nenotīrīja un, loģiski, veikals sabruka. Tātad arī šeit netika izdarīti secinājumi, ka nedrīkst sabrukt jumts 800 kvadrātmetru platībā un ar steigu jāievieš šie normatīvi. Tas netika izdarīts. Otrs, par izglītības kvalitāti. Nebija jau nelaime, ka padomju okupācijas rezultātā pirmām kārtām, visās skolās, teiksim, ģimnāzijās izmeta sengrieķu valodu un latīņu valodu, jo, kā jūs saprotat, tās ir pilnīgi nederīgas. To vietā ieviesa krievu valodu. Bet es domāju, ka daudz lielāka nelaime ir tā, ka daudzās skolās vairs nemācīja fiziku un pašreiz nemāca matemātisko analīzi kā tādu. Un ja savulaik, piemēram, būvinženieriem bija jāstudē pieci ar pusi gadi un arhitektiem seši gadi, tad tagad augstskolās bakalaurus “cep” trijos ar pusi gados. Viņi absolūti neko neprot izrēķināt, un viņu zināšanas absolūti neatbilst tam, lai varētu spēt uzprojektēt pareizas konstrukcijas. Tā ka, es domāju, šis ziņojums zināmā mērā ļaus izdarīt secinājumus arī mūsu izglītības sistēmai, ne tikai dažādām kontrolējošām iestādēm, un būs kaut kādi rezultāti. Līdz ar to nav liela nelaime, ja kaut kādi cilvēki no Ekonomikas ministrijas, kas bija atbildīgi par šo būvnormatīvu ieviešanas novilcināšanu, tiks darīti zināmi. Paldies par uzmanību! (Aplausi.)".
