K.Šadurskis: “Arī neatbalstīs!”) Es savā īsajā komentārā šodien neminēšu skaitļus, jo tos šodien ir saukuši dikti daudz, un, protams, katrs grib redzēt lielākus skaitļus ieņēmumos un labākus arī izdevumu daļā. Es šobrīd drīzāk runāšu par to attieksmi, ko es šodien novēroju zālē. Cienījamie kolēģi! Man liekas, ka dažu partiju deputātiem ir tāda kā nolemtības sajūta jeb daļēji nozombēta sajūta. Jūs paskatieties uz mūsu kolēģiem VIENOTĪBĀ! Vienīgi Šadurska kungs uzmanīgi klausās, jo es saprotu, ka Budžeta un finanšu (nodokļu) komisija ir viņa vadītā atbildīgā komisija, kurai rūp, lai budžeta likums būtu varbūt labākā redakcijā un lai tā pieņemšana notiktu atbilstoši valdības lemtajam. (Dep. K.Šadurskis pieceļas un paklanās. Aplausi.) Pārējiem ir pilnīgi vienalga, ko mēs šeit runājam, jo īstenībā deputātiem ir pārliecība, ka tas, ko valdība ir sagatavojusi, tiks pieņemts ar balsu vairākumu; pilnīgi vienalga, kādi tur tie skaitļi ir ierakstīti; vienalga, kāda ir attieksme pret ieņēmumiem; pats galvenais - lai būtu nodrošinātas tās jomas, ko īpaši gribētos atbalstīt. Proti, tiem ministriem vai tām pašvaldībām, kur ir mūsējie. Un, protams, dažiem ministriem, kuri īpaši nav mīlēti, teikt: “Pieklusini, pieklusini savu balsi! Tev naudiņa neatradīsies. Bet, ja būsi pieklājīgs, varbūt arī kaut ko dabūsi.” Iespējams, līdzīga attieksme ir arī pret dažām pašvaldībām. Man liekas, ka... Protams, es arī saprotu deputātu attieksmi pret šo budžeta projektu un visiem grozījumiem speciālajos likumos, jo īstenībā ne jau deputāti radīs papildu finansējumu. Skaidrs, ka šis jautājums ir jāpāradresē mūsu cienījamam Ministru kabinetam ar premjeres kundzi priekšgalā, jo īstenībā tā ir jūsu atbildība, lai valsts budžets būtu pieņemams Latvijas iedzīvotājiem. Un ne tikai uzraugiem vai kungiem kādā citā vietā. Valsts budžets tiek izstrādāts un pieņemts Latvijas iedzīvotāju interesēs. Tāpēc šī paļaušanās uz Ministru kabinetu, protams, ir pilnīgi pamatota. Bet tad, kad mēs šodien klausījāmies finanšu ministra uzrunu, cienījamie kolēģi, man likās, ka viņa konsultants, kas gatavoja šo uzrunu... Es domāju, ka konsultants vai nu dzīvo citā valstī, vai izmodelētā ideālā Saules pilsētā, kur saka, ziniet, mums ir ļoti laba sistēma, mums viss sanāk ļoti labi. Bet tad, kad paskatās, ko finanšu ministrs vai premjers, aicinot balsot par konkrēto budžetu, katru gadu runā šeit no tribīnes, tad man liekas, tā retorika ir ļoti līdzīga: tagad mēs izstrādāsim ļoti labu nodokļu politiku. Un katru gadu solām izstrādāt jau ļoti labu nākamo nodokļu politiku. Un tad, kad mēs skatāmies Nacionālajā attīstības plānā, ir runa par nodokļu politikas stabilitāti, ko premjeres kundzei mēs apmēram pirms mēneša arī pieminējām. Un tā nodokļu stabilitāte šajā budžeta projektu paketē ir īpaši skaidri redzama. Tad, kad mēs runājam par ieņēmumiem, un valsts budžets, protams, ir atkarīgs no ieņēmumiem - cik daudz mēs saņemsim budžetā -, es ļoti gribētu, lai vienmēr būtu vairāk. Bet tad man rodas asociācijas ar tiem laikiem, ko mūsdienās normāli attīstītas valstis parasti kritizē. Proti, es negribu piesaukt feodālismu, bet, ziniet, bija tādi laiki: kad cara tētiņam vajadzēja naudu, viņš teica, ka vajag izdomāt kādu jaunu nodokli. Es ļoti ceru, ka nākamajā gadā neizdomās kādu “ūsu” nodokli vai tamlīdzīgi, lai papildinātu valsts budžetu. Jo šajā gadījumā mēs dalām to naudu budžetā, ko mēs iegūstam... Jā, “slaucot” savus iedzīvotājus. Es ļoti gribētu cerēt, ka valdība nākamā gada laikā domās par to, lai valstī būtu izstrādāts budžets, kas ir valsts attīstības budžets, nevis Latvijas iedzīvotāju “slaukšanas” budžets. Lai ienākumi veidotos nevis, palielinot vai nesamazinot nodokļus, bet veicinot, lai ienākumi vairāk nāk no tautsaimniecības. Es ļoti ceru, ka valdība par to domās un nodokļu politika būs stabila, tiks atcelti tie nodokļi, kas, liekas, nav normāli. Un tad, kad mēs apspriedīsim budžeta likumprojektu un saistītos likumus uz otro lasījumu, mūsu partija noteikti piedāvās saprātīgajos likumprojektos konkrētas idejas, ko vajadzētu iestrādāt, bet mēs noteikti nevarēsim atbalstīt nesaprātīgus likumus, kas patiesībā ir vērsti uz vienu. Uz to, ko šobrīd ļoti labi propagandē: “Ziniet, cilvēki, ja jums ir grūti šeit dzīvot, - mums taču ir brīvas robežas, varat braukt uz citām valstīm! Tur gan sociālie pabalsti ir labāki, gan algas ir lielākas.” Vai tas ir šā budžeta mērķis - atņemt naudu tiem, kas maksā? Un savukārt uzlikt papildu slogu tiem, kas grib šeit attīstīties. Paldies. Es ceru, ka mūsu deputāti visi domā par to, ka Latvijas iedzīvotājiem ir tiesības dzīvot arī labāku dzīvi, nevis tikai maksāt nodokļus. Paldies. (Aplausi.)".
