Šis budžets pēc būtības plānots nevis atbilstoši sasniedzamajiem rezultātiem - valsts izaugsmei un tās iedzīvotāju labklājības paaugstināšanai, bet gan atbilstoši ministriju funkcijām. Tā vietā, lai sāktu domāt par naudas radīšanu, ieguldot izglītībā un zinātnē un atbalstot uzņēmējus, atkal tiek palielināts nodokļu slogs. Tas atgādina XIV-XV gadsimtu, kad karalim savajadzējās naudu un tas aizsūtīja to iekasēt no jau tā nabadzībā grimstošajiem pavalstniekiem. Nepareizi ir plānot budžetu, vadoties pēc tā, cik naudas ir pieejams, un to sadalot tā, lai neviens nemirtu badā, bet neviens arī nebūtu paēdis. Ja vēlamies izaugsmi, tad ir jāatrod līdzekļi, ko ieguldīt mērķtiecīgās un pārdomātās izglītības reformās un zinātnē, jo ilgtermiņā šie ieguldījumi nesīs peļņu. Neieguldot līdzekļus attīstībā, ar katru gadu ienākumi samazināsies. Un no kurienes tad radīsies gaišie prāti, kas spēs radīt darba vietas un inovatīvus produktus ar augstu pievienoto vērtību? Interešu izglītības piedāvājuma samazinājums, skolotāja prestižs slīd lejup, alga nav konkurētspējīga, un jaunie, talantīgie negrib doties uz skolu. Vecāki vairs nesaņems līdzfinansējumu, lai algotu sertificētu aukli, kamēr bērnam pienāk rinda bērnudārzā. No augstākās izglītības tiek prasīta kvalitāte, tajā pašā laikā piešķirot tikai daļu finansējuma, kas nepieciešams šīs kvalitātes nodrošināšanai. Zinātne jau gadiem tiek mērdēta badā, tajā pašā laikā pārmetot, ka tā nav konkurētspējīga un nerada inovācijas. Jau kuro gadu top jaunais pedagogu atalgojuma modelis, kas pēc būtības sarīdīs pedagogus vienu pret otru, jo atalgojums vieniem tiks atņemts, lai iedotu citiem, kā arī nav ievērots samērīguma princips starp pirmsskolas, skolas un augstskolas pedagogu atalgojumu. Turklāt pat tad, ja šoreiz modeli apstiprinās, nauda budžetā šim mērķim nemaz nav iezīmēta. Un tāpēc bija patīkami šodien klausīties, ka uz otro lasījumu tiks atrasti 9 miljoni. Budžetā, kurā naudas nav - mums ir budžets ar mīnusa zīmi -, tomēr atrast var! Visas koalīcijas partijas, to skaitā VIENOTĪBA, savos vienošanās protokolos ar LIZDA pirms Saeimas vēlēšanām piekrita, ka nepieciešams panākt, lai 12.Saeima un Ministru kabinets, pirmkārt, nodrošinātu valsts budžetā ikgadēju pieaugumu izglītības un zinātnes nozarei; otrkārt, saskaņotu ar sociālajiem partneriem pedagogu darba samaksas paaugstināšanas grafiku 2015.gadam un turpmākajiem gadiem; treškārt, ar 2016.gadu pakāpeniski uzsāktu finansēt no valsts budžeta pirmsskolas pedagogu darba samaksu par pirmsskolas izglītības programmu īstenošanu; ceturtkārt, nodrošinātu pakāpenisku augstākās izglītības un zinātnes finansējuma palielinājumu, lai tas atbilstu likumos noteiktajai kārtībai. Diemžēl nekas no šiem solījumiem nav redzams 2016.gada budžetā, turklāt daļai no šiem solījumiem tagad aktīvi pretojas. Apzināta melu politika kļuvusi par koalīcijā esošo partiju normālu politiskās kultūras tradīciju. Ilgtermiņā cienīsim taču mēs visi un arī ikviens Latvijas iedzīvotājus! Atgādināšu, ka pirms gada es teicu, ka mākslas augstskolām 2010.gadā tika samazināts finansējums un tika samazināti mācību plāni. Pirms gada! Šogad ir paredzēti 78 procenti no nepieciešamā finansējuma, lai varētu atjaunot mācību plānus. Visus šos gadus nekas netika darīts! Un maniem kolēģiem ir jāsamazina uz nākošo mācību gadu arī priekšmetus. Tad man ir jautājums - kādus speciālistus mēs sāksim gatavot ar 2016.gada mācību gadu? Augsti godātais finanšu ministra kungs! Jūs savā runā šeit, no tribīnes, nupat teicāt: Aizsardzības ministrijai ir piešķirts finansējums papildu 70 miljoni eiro, iekšlietu sistēmai - 30 miljoni, tad kāpēc jūs nepateicāt arī pārējiem? Kultūrkapitāla fondam? (Finanšu ministrs J.Reirs: “Es pateicu!”) Nē, jūs teicāt procentus - 14, 10, un klausītājs tā arī palika neinformēts, cik miljonu finansējums salīdzinājumā ar to 2016.gadā tiks dots. Ja mums ir pēc likuma katru gadu zinātnei jābūt 0,15 procentiem no iekšzemes kopprodukta, tad ļoti interesanti būtu zināt absolūtos skaitļos, cik liels ir tagad jūsu varējums šajos 10 procentos. Ja jūs minat... Es uzskatu, ja mēs norādām absolūtos skaitļus vienai nozarei, tad ir ļoti interesanti iedzīvotājiem zināt arī absolūtos skaitļus visās nozarēs. Paldies.
