Uzsākot šo uzrunu, vispirms vēlos teikt lielu paldies Latvijas sabiedrībai, saviem kolēģiem valdībā un arī Saeimā par izpratni un atbalstu, diskutējot ne tikai par nākamā gada budžetu valsts aizsardzībai, bet arī redzot to perspektīvā līdz pat 2018.gadam, kad saskaņā ar valdības lēmumu jāsasniedz 2 procenti no iekšzemes kopprodukta. Šie 2 procenti nav pašmērķis vai matemātiska dogma, bet gan pašu apņēmības un gribas apliecinājums, jo sabiedroto spēku klātbūtne Latvijā nav pašsaprotama lieta. Primāri mēs kā valsts esam atbildīgi par savu drošību. Mūsu valsts aizsardzība balstās uz trim galvenajiem nosacījumiem, kuri kopā veido tā saucamo atturēšanas politiku. Pirmkārt, tā ir valsts pašaizsardzības spēju nodrošināšana, attīstot savus bruņotos spēkus. Otrkārt, tā ir sabiedroto klātbūtnes un noteiktu uzņemošās valsts atbalsta spēju nodrošināšana. Treškārt, tā ir modernas agrās brīdināšanas un informācijas apmaiņas sistēmas nodrošināšana. Mana galvenā prioritāte šajā amatā ir NBS kaujas spēju celšana un nostiprināšana. Tikpat nozīmīga ir NATO spēku klātbūtne - ilglaicīga un redzama. Tāds ir mērķis, lai atturētu iespējamo agresoru un nepieļautu pat domu, ka iespējams iebrukt kādā no NATO dalībvalstīm. Jau kopš Ukrainas krīzes sākuma Latvijā pastāvīgi uzturas ASV spēku vienības pēc rotācijas principa. Līdz ar sabiedroto klātbūtni reģionā ir paaugstināta arī militāro mācību intensitāte, kas veicina sabiedroto un nacionālo spēku savstarpējo savietojamību. Lai nodrošinātu sabiedroto spēku ilgtspējīgu klātbūtni, ir veikta nepieciešamās infrastruktūras identificēšana un uzsākti projektēšanas darbi, kas sekmēs nepieciešamos apstākļus ārvalstu karavīru uzņemšanai Latvijā. Vienlaikus mūsu pilsoņu izvēli iestāties Zemessardzē nedrīkst novērtēt par zemu, tāpēc pakāpeniski tiek celta Zemessardzes kaujas gatavība un ieguldīti resursi ekipējuma iegādē, papildu personāla piesaistē un apmācībā. Apmeklējot Zemessardzes vienības visā Latvijā, esmu guvis pārliecību, ka cilvēkos ir patriotisms un gatavība aizstāvēt savu zemi, par ko liecina arī vēlēšanās stāties Zemessardzē un saistīt savu dzīvi ar militāro karjeru. Kaut arī ekonomiskās krīzes gados valsts aizsardzības finansējums tika saglabāts vien izdzīvošanas režīmā, šodien varam teikt paldies un patiesi apbrīnot zemessargus par to, ka viņu apņēmība kalpot savas valsts drošībai nav gājusi mazumā. Tāpat ir pieaugusi un iedvesmo arī citus, kuri šobrīd pievienojas zemessargu rindām. Lai celtu Zemessardzes kaujas gatavību tuvākajos gados (2014.-2018.), paredzēts ieguldīt līdz 70 miljoniem eiro ekipējumā, personāla un infrastruktūras vajadzībām. Būtiskākās ieguldījumu jomas ir nesen uzsāktie aizsardzības spēju attīstības projekti. Tā, piemēram, lielākajos projektos 2016.gadā plānots ieguldīt 104 miljonus eiro, tajā skaitā Zemessardzei piešķirt gandrīz 8,5 miljonus eiro, pretgaisa aizsardzībai un gaisa telpas novērošanai - vairāk nekā 13 miljonus eiro, mehanizācijas projektam - vairāk nekā 16 miljonus eiro. Nozīmīgākie jaunie projekti budžeta pieprasījumā 2016.gadam ir šādi: NBS personāla skaita palielinājums līdz 6 tūkstošiem cilvēku - tam nepieciešami gandrīz 16 miljoni eiro; uzņemošās valsts atbalsta nodrošināšanai nepieciešamās infrastruktūras celtniecība un mācības - gandrīz 9 miljoni eiro; nodrošinājums ar materiāli tehniskajiem līdzekļiem (ieskaitot pārapbruņošanu) - nedaudz vairāk par 9 miljoniem eiro. Tas ir parāds, kas mums ir jāatdod Nacionālajiem bruņotajiem spēkiem un savas valsts aizsardzībai. Tagad ir īstais brīdis, lai to izdarītu. Valsts aizsardzības budžetu nododot vērtēšanai Saeimā, vēlos apliecināt, ka stingri un ar visaugstāko atbildību sekošu tā izlietošanai. Sabiedrībai ir jāzina, kādiem mērķiem šo budžeta pieaugumu paredzēts tērēt. Paldies. (Aplausi.)".
