Valdošā koalīcija, cenšoties panākt Ministru kabineta izstrādātā 2016.gada budžeta projekta pieņemšanu, uzvedas kā tirgotājs, kurš visiem iespējamiem līdzekļiem cenšas pārdot kaķi maisā. Es nebūšu tik atraktīva - es esmu atnākusi bez kaķa maisā -, bet mēģināšu jums to iztēloties. (Dep. K.Šadurskis: “Paldies!”) Kaķa īpašnieks publiski apgalvo, ka viņa dzīvnieks esot gatavais “veiksmes stāsts”: prasot aizvien mazāk pārtikas, jo pats ķeršot aizvien vairāk peļu, turklāt, jo kaķi mazāk barojot, jo vairāk uzlabojoties tā fiziskā forma. Taču vienlaikus stāstā iespraucas žēlabas, ka kaķim nācies augt ļoti grūtos ģeopolitiskos apstākļos un saimnieks ir bijis spiests nepārtraukti samazināt pārtikas devas. Protams, šādas pretrunas izteikumos pircējam rada vēlmi pašam labāk apskatīt to, kas ir maisā. Taču pārdevējs sāk aizbildināties, ka tas nemaz neesot iespējams, ka viņš nemaz neprot atraisīt maisu. Ar budžeta projektu ir tieši tāpat. No vienas puses, izskan apgalvojums, ka tas esot līdz šim neredzēts attīstības budžets, no otras - ka naudas nav nedz veselības aizsardzībai, nedz skolotāju algām, nedz reģionālajiem ceļiem, nedz kam citam. Tāpēc atkal jāveic optimizācija, bet nozarēm, kam līdzekļi vajadzīgi, - jāpaciešas, līdz nāks labāki jaunie laiki. Taču, kad deputāti vēlējās iegūt precīzāku priekšstatu par piedāvātajām izmaiņām budžetā, kas veiktas, salīdzinot ar 2015.gada budžetu, izrādās, ka to izdarīt praktiski nav iespējams. Jo informācija, kas atrodama 2016.gada budžeta projekta paskaidrojumos, ir formāla un nepietiekama. Lai tomēr budžeta skaitļi tiktu skaidroti un kļūtu saprotamāki, mēs, “No sirds Latvijai”, panācām, ka Budžeta un finanšu (nodokļu) komisijas sēdē piedalās arī nozaru ministriju pārstāvji. Diemžēl arī viņi nespēja līdz galam paskaidrot, kam paredzēta nauda. Komisijas sēdē liela daļa ministriju pārstāvju nespēja izskaidrot ne nozares mērķus, ne prioritātes, ne budžeta sasaisti ar Nacionālo attīstības plānu. Labākajā gadījumā ierēdņi solīja atbildēt rakstiski. Citi par prioritātēm teica - mēģināsim izdarīt to labāko. Ekonomikas ministrijas ierēdņi godprātīgi atzina - mēs jau sen neesam Ekonomikas ministrija, bet gan enerģētikas, būvniecības, un tūrisma ministrija, jo sen jau Ekonomikas ministrijai nav izšķiroša loma valsts uzņēmējdarbības politikas noteikšanā, tāpēc ka toni valsts attīstībā nosaka Finanšu ministrijas matemātika. Bet arī ar matemātiku Finanšu ministrijai tā īsti nevedas. Tā ir izveidojusi krāšņu stāstu, ka izdevumu optimizācija budžeta projektā tomēr esot notikusi un ministriju izdevumi samazināti 3 procentu apmērā, salīdzinot ar 2015.gadu. Valdošā koalīcija aplaudē par šādu optimizācijas pasaciņu, jo viņi paši tam tic. Tad jāatzīst, ka tik naivu un labticīgu Ministru kabinetu un valdošās koalīcijas deputātus līdz šim nav gadījies redzēt. (No zāles: “Tas ir labi!”) Un viens no klasiskajiem piemēriem ir Satiksmes ministrijas optimizācijas pasākums. Tas paredz par 1,8 miljoniem eiro samazināt izdevumus dotācijai - zaudējumu segšanai sabiedriskā transporta pakalpojumu sniedzējiem. Tajā pašā laikā šis pasākums atzīts par neatliekamu un tam piešķirti papildu 2 miljoni eiro. Un, kā godīgi pateica Satiksmes ministrijas pārstāvji, optimizācijas rezultātā mēs vinnējām 200 tūkstošus eiro. Acīmredzamais - neticamais! Šādas pseidooptimizācijas rezultātā pieejamo līdzekļu ministrijām kļūst pat vairāk. Līdzīgi ir ar Kultūras ministrijas optimizācijas pasākumiem. Par 40 tūkstošiem eiro tiek samazināti izdevumi Latvijas dalībai Londonas Grāmatu tirgū, bet tajā pašā laikā ir plānots palielināt šim pašam pasākumam izdevumus par 440 tūkstošiem eiro. Līdzīgs stāsts ir par mahinācijām ar Latvijas Nacionālā vēstures muzeja, Rakstniecības un mūzikas muzeja un Latvijas Nacionālā mākslas muzeja pārcelšanās izdevumiem. Ar vienu roku samazinām, ar otru - atliekam atpakaļ. Šādas optimizācijas piemērus var atrast daudz. Un kam ir nepieciešamas šādas bezjēdzīgas skaitļu pārvirzīšanas? Lai finanšu ministrs varētu maldināt sabiedrību, ka ir veikti optimizācijas pasākumi? Jautājumu uzdošana par izdevumu mērķiem šajā situācijā kļūst absurda, jo visas darbības ar budžeta izdevumiem ir notikušas matemātiski, neiedziļinoties izdevumu būtībā. To apliecina ierēdņu nespēja paskaidrot, piemēram, no kādiem pakalpojumiem optimizācijas pasākumu rezultātā ministrijas atteiksies un kā tas ietekmēs iestāžu darba rezultātus. Un visbeidzot. Uz samazinājumu un neskaidrību fona īstu ballīti nākamgad varēs rīkot Finanšu ministrijas darbinieki. Tās ministrijas darbinieki, kura ir galvenā atbildīgā par likumprojekta “Par valsts budžetu 2016.gadam” sagatavošanu un kurai ir visvairāk nepaskaidrotu un aizplīvurotu izdevumu. Izdevumi Finanšu ministrijas centrālā aparāta darbinieku atalgojumam optimizācijas, taupības un solidaritātes apstākļos palielināsies par 690 tūkstošiem eiro. Varbūt tāpēc ministrijas darbinieki saņem īpašo premjeres uzslavu. Visatļautību parāda ierēdņu sagatavotās atbildes, kurās labi apmaksātie Finanšu ministrijas ierēdņi demonstrē pilnīgu nekompetenci, nespējot pat iesniegt pieprasītos dokumentus. Nekompetence vai attieksme “kāda tiem deputātiem daļa”? Nav bijis diskusiju - un valdība arī neredz vajadzību pēc tādām - par nozaru politiku un mērķiem. Ko valdība vēlas sasniegt ar šo budžetu? Kādus izglītības vai sociālos pakalpojumus sabiedrība saņems vai nesaņems? Pa kādiem ceļiem mēs brauksim? Kāda vide būs mūsu uzņēmējiem? Mūsuprāt, pilnīgi nepieņemama ir iedibinātā prakse, ka pilns teksts valsts budžeta paskaidrojumiem tiek sagatavots divu mēnešu laikā pēc budžeta apstiprināšanas. Notiekošo gribētos salīdzināt ar mājas celtniecību. Vai mēs ar vieglu roku pārskaitītu visus celtniecībai plānotos līdzekļus, balstoties tikai uz skici, pasakot, ka par celtni interesēsimies tikai tad, kad tā būs uzbūvēta, un tad arī lemsim, vai gribam tajā vispār dzīvot? Līdz ar to šajā haotiskajā, izmisīgajā cīņā par ministriju budžetu saglabāšanu nevienam vairs nav daļas par Nacionālā attīstības plāna vai citu valsts attīstību nosakošo dokumentu ievērošanu. Atgādināšu, ka NAP noteiktās prioritātes, kuras valstij jāsasniedz līdz 2020.gadam, ir tautsaimniecības izaugsme, cilvēka drošumspēja un izaugsmi atbalstošas teritorijas. Budžeta veidošanas gaitā vispār netika skatītas jaunās politikas iniciatīvas, ar kuru palīdzību tika iecerēts piešķirt papildu finansējumu prioritāšu sasniegšanai svarīgajos sektoros. Piemēram, Satiksmes ministrijai, kas iesniedza sešas jaunās politikas iniciatīvas, Finanšu ministrija vienkārši norādīja, lai beidz māžoties un pat nemēģina cerēt uz finansējumu. Nevēloties izvērtēt nodokļu maksātāju naudas līdzšinējo izlietojumu, valdība iet pa sev komfortablāko ceļu - ģenerē arvien savdabīgākus priekšlikumus par jauniem nodokļiem vai esošo nodokļu palielināšanu. Arī ar nākamo gadu tiek ieviests jauns nodoklis - solidaritātes nodoklis. Ar pievienotās vērtības nodokli tiek aplikti dzīvojamās mājas pārvaldīšanas izdevumi, koncertu un teātru biļetes, tiek palielināts akcīzes nodoklis degvielai. Nepārtrauktā vēlme pasmelties nodokļu maksātāju kabatā jau ir izraisījusi vēl neredzētu konfliktu ar sociālajiem partneriem. Latvijas Darba devēju konfederācija, Latvijas Tirdzniecības un rūpniecības kamera, arodbiedrības, pat Latvijas Bankas prezidents asi norāda, ka šis budžets būs kārtējais solis uz valsts konkurētspējas zaudēšanu. Tas bremzēs tautsaimniecības attīstību, sabiedrības labklājības izaugsmi. Saņemot šādu brāķa projektu, būtu gluži likumsakarīgi, ka deputāti visiem spēkiem mēģina vērst par labu, ko vēl iespējams. Taču nākamā gada budžeta apspriešana atbildīgajā komisijā izcēlās ar vēl kādu īpašu savdabību - opozīcijas deputāti uzdeva jautājumus, analizēja, sniedza priekšlikumus, kamēr pozīcijas deputāti atklāti demonstrēja neieinteresētu attieksmi, vispār neuzdodami jautājumus. Tikai apspriežot nodokļus, pozīcijas deputāti bija rosīgāki, nāca ar priekšlikumiem, kā palielināt nodokļu slogu mūsu uzņēmējiem, kā piespiest tos, kuri maksā nodokļus, turpmāk maksāt vēl vairāk. Citām aktivitātēm (cīņa ar ēnu ekonomiku, valsts pārvaldes izdevumu samazināšana, sniegto pakalpojumu kvalitātes palielināšana) ir grūtāk sasniedzams rezultāts, un tās var ietekmēt attiecības koalīcijā. Pozīcijas deputāti izvairās no tik bīstamu jautājumu apspriešanas. Pieļauju, ka valdošā koalīcija galu galā par šo budžetu tomēr nobalsos, lai cik nožēlojams tas būtu, lai kā pret to protestētu sociālie partneri, skolotāji, ārsti un citas sociālās grupas. Tad šis projekts ieies vēsturē kā visneprofesionālākais un vissliktākais budžeta projekts, kāds tapis pēc Latvijas neatkarības atjaunošanas. Godātie deputāti! Atbildiet katrs pats sev, vai jūs zināt, kas slēpjas aiz šiem miljardiem (Dep. K.Šadurskis: “Jā!”), ko mēs ar šo budžetu sasniegsim, ko nepaveiksim un kā dzīvosim tālāk. Mēs, “No sirds Latvijai” deputāti, nevēlamies būt brāķdaru sarakstā un balsosim “pret” budžeta pieņemšanu pirmajā lasījumā. Pateicos par uzmanību! (Aplausi.)".
