Es gribu pateikt to, ka Saeimā drīzumā, jau nākamajā nedēļā, tiks skatīts nākamā gada budžets. Noteikti daudzi no jums pasmaidīs, jo tas ir tikpat raksturīgi, kā pēc rudens seko ziema un lapas birst rudenī. Taču šajā budžetā... Uz Izglītības, kultūras un zinātnes komisiju atnāca gan kultūras ministre Dace Melbārde, gan izglītības un zinātnes ministre Mārīte Seile, lai pastāstītu par nākošā gada plāniem šā budžeta ietvaros. Un, runājot par Kultūras ministrijas darbinieku un ministres stāstīto, ar ko mēs iepazināmies, man jāteic, ka man ir patiešām patiess prieks, ka arī šajos apstākļos, kad budžeta ietvaros finansējums kultūrai īpaši nepieaug (lai gan šajā ziņā vajadzētu atcerēties Žana Marē teikto, ka bez naudas nebūs mākslas!), kultūras ministre ar savu komandu tomēr ir izveidojusi prioritātes, kas būtu atbalstāmas kultūras laukā, kā arī atradusi zināmā mērā, teiksim, pat iespēju palielināt kādai no mākslinieku grupām nākamajā gadā algu (es neskriešu vilcienam pa priekšu un neteikšu, kuriem tas ir paredzēts). Manuprāt, tas ir ļoti patīkami. Un vēl par prioritātēm. Šis gads mums visā Latvijā ir bijis Raiņa un Aspazijas gads. Es domāju, ka nākamais gads būs komponista Raimonda Paula jubilejas gads un tas, man liekas, būs svarīgi absolūti visiem cilvēkiem, kas dzīvo Latvijā, – neatkarīgi no tā, kādā valodā viņi domā. Un arī par šo jautājumu, cik mums bijusi iespēja iepazīties ar to, Kultūras ministrija domā. Un tas noteikti mani priecē. Es gribu sacīt vēl vienu lietu. Ņemot vērā, ka parasti likumos grozījumi ir tādēļ, lai tos uzlabotu, ir plānoti arī grozījumi Pievienotās vērtības nodokļa likumā, taču šajā sakarā man ir nelielas bažas, ka ir tāda vēlme palielināt biļešu cenas noteiktiem... nu, teiksim, noteiktiem koncertiem, kurus rīko komerciestādes, ja tā varētu sacīt. Šeit nav runa par pašvaldību un valsts iestādēm, kuras rīko koncertus, bērnu pasākumus, cirka izrādes, bet par noteiktiem komerckoncertiem. Taču, pievienojot biļetei PVN 21 procenta apmērā, šī biļete kļūs dārgāka, un es domāju, ka veselais saprāts varētu uzvarēt šajā jautājumā. Es, protams, piekrītu, ka Eiropas direktīvas, kuras atļauj kādām kultūras pasākumu grupām nepievienot PVN, agri vai vēlu noteikti nonāks pie tā, ka laikam tas ir jāmaksā visiem. Varbūt tas varētu stāties spēkā, teiksim, ar 2021.gadu vai tamlīdzīgi, bet pašreizējā brīdī... Iedomājieties, – ja biļešu cena... Ja biļete, teiksim, uz kādu ļoti kvalitatīvu koncertu maksās 100 vai 120 eiro (nu, es piemēra labad minu kādu no tiem pasākumiem, kuri ir dārgāki), tad, pievienojot PVN, būs jāmaksā vismaz 130 eiro, jo būs jāmaksā vairāk gan grāmatvežiem, kuriem tas būs jārēķina, gan arī reklāmai, lai, teiksim, pārliecinātu, ka šis koncerts ir tas labākais, kas cilvēkiem būtu jāapmeklē. Es domāju, ka to PVN varētu pievienot, bet pašlaik, pašreizējā brīdī, tas ir par ātru. Jūs jautāsiet, kāpēc es domāju, ka tas ir par ātru. Nu, redzot savus kolēģus šeit, Saeimā, jaunus cilvēkus, tādus, kuriem ir labas idejas un kuri ir apņēmības pilni, es ceru, ka tuvākajā laikā Latvijas valstī uzlabosies uzņēmējdarbība, cilvēki vairāk pelnīs un varēs samaksāt arī par mākslu tik, cik tā maksā.
