• 2015_10_29_325-seq585 spokenText "Labdien, radioklausītāji! Iepriekš jau tika gari runāts par daudzām lietām. Iespējams, man izdosies nedaudz ietaupīt laiku, lai būtu arī nākamajiem ko teikt. Par piecām lietām gribu pateikt diezgan īsi (ceru, ka tas man izdosies). Vispirms par tām, ko virzīja Latvijas Reģionu apvienības frakcija, bet ko parlaments neatbalstīja. Pirmā lieta bija saistīta ar jauniem cilvēkiem, kuriem valsts šobrīd nodrošina pabalstus, ja viņi ir nokļuvuši tādās grūtās situācijās, ka viņiem vairs nav aizgādņu. Šiem cilvēkiem tad, ja viņi apprecas, valsts vairs nedod pabalstu. Mūsu priekšlikums bija tomēr arī laulību gadījumā šiem jaunajiem cilvēkiem saglabāt atbalstu. Ja viņiem nav vecāku, tad viņiem būtu šis pabalsts, tāpēc ka nav aizgādņa. Diemžēl parlaments šo ierosinājumu neatbalstīja, jo droši vien uzskatīja, ka tam būtu liela ietekme budžetā. Mūsuprāt, tas jautājums ir ne tik daudz par naudu, cik tieši par attieksmes maiņu. Redzēsim, kā tālāk šis jautājums attīstīsies vai neattīstīsies. Otra lieta, ko diemžēl parlaments neatbalstīja, bija saistīta ar mūsu priekšlikumu tieši ietaupīt valsts līdzekļus un līdz ar to valsts budžetā rast papildu līdzekļus kādām prioritārām lietām. Pirmkārt, mūsu frakcija uzskata, ka Valsts drošības iestāžu likumā būtu nepieciešams veikt grozījumus un tomēr neveidot Iekšējās drošības departamentu, kas šobrīd tiks veidots Iekšlietu ministrijas pakļautībā. Mūsuprāt, būtu vērtīgāk nevis veidot jaunu biroju, bet stiprināt, piemēram, pašreizējo Drošības policiju, dodot tai vairāk līdzekļu, un tādā veidā nodrošināt sistemātisku darbu pie tām lietām, kas varbūt nav izdarītas. Jo tas pašreizējais pārmetums ir tāds, ka atsevišķās lietās Eiropas tiesās mēs zaudējam, un zaudējumi kopumā, vidēji, ir 300 tūkstoši gadā. Domājam, ka šie zaudējumi nav samērojami ar 4 miljonu ieguldījumu šī biroja izveidošanā. Otrkārt, mēs uzskatām, ka būtu iespējams budžetā atrast līdzekļus, faktiski likvidējot Pārresoru koordinācijas centru, jo šā centra pašreizējā darbība, mūsuprāt, nav redzama. Ja šādu centru šobrīd likvidētu, tad, kā jau teica mans kolēģis Mārtiņš Bondars, droši vien neviens tā neesamību nepamanītu. Diemžēl Saeimas vairākums neatbalstīja šo ierosinājumu. Taču nobeigumā pastāstīšu par divām mūsu iniciatīvām, kuras tomēr parlaments atbalstīja. Vispirms par grozījumiem Civillikumā. Manas kolēģes Ingas Bites vadībā tika... Protams, šis priekšlikums bija ne tikai manas kolēģes Ingas Bites, bet arī citu politiķu, no citām partijām, priekšlikums, kas paredz, ka nevar piespiest adoptēt bērnu ar bāriņtiesas lēmumu, ja bērna vecāki nav pilngadīgi. Līdz šim pastāvēja tāda kārtība: ja vecāki nebija pilngadīgi, tad lēmumu par viņu bērnu adopciju varēja pieņemt bāriņtiesa. Mūsuprāt, tas nebija godīgi. Tomēr vecākiem pašiem ir jālemj par savu bērnu tālāko likteni. Un visbeidzot es, protams, gribu uzsvērt jautājumu par Saeimas deputātu imunitāti attiecībā uz administratīvajiem sodiem. Iepriekš kolēģi jau par to plaši runāja. Prieks, ka beidzot pēc daudzu gadu garumā ilgušām diskusijām attiecīgais likumprojekts tomēr ir apstiprināts jau pirmajā lasījumā. Un tikai pavisam īsi gribu komentēt frakcijas SASKAŅA rīcību šodien. Tas izskatījās pēc tāda – piedodiet! – farsa jeb mēģinājuma nostādīt frakciju SASKAŅA savā ziņā cietējas lomā, it kā tieši SASKAŅA būtu tā lielākā cīnītāja par šīs administratīvās imunitātes atcelšanu. Īstenībā tas tā nav. Mēs esam vairākkārt pārliecinājušies, ka tieši frakcija SASKAŅA ir bijusi “pret” šīs imunitātes atcelšanu. Un arī šodien balsojumā par konkrētā likumprojekta pieņemšanu pirmajā lasījumā viņi spilgti to parādīja, balsojot “pret”. Tā ka visas pārējās runas ir ap un par, bet nav par būtību.
