Es vispirms nedaudz turpināšu iepriekšējā runātāja aplūkoto jautājumu par deputātu imunitāti un tālāk tad runāšu par, manuprāt, būtiskāko šodienas notikumu – par pēdējās barjeras pārvarēšanu attiecībā uz Zolitūdes traģēdijas parlamentārās izmeklēšanas komisijas galaziņojumu. Es domāju, ka tas ir apsveicams solis, ko jau sen, sen otrās neatkarības laikā dažādas frakcijas un dažādi politiķi ir mēģinājuši spert jautājumā par administratīvās imunitātes izbeigšanu attiecībā uz Saeimas deputātiem. Satversmes 30.pants saka, ka pret Saeimas locekli nevar uzsākt kriminālvajāšanu vai uzlikt viņam administratīvu sodu bez Saeimas piekrišanas. Un, protams, kā mēs jau redzam pēdējā laikā, tas ir pārvērties par farsu: kad deputāts vai nu atpakaļgaitā iebrauc kādā stabā, vai izraisa kaut kādu satiksmes negadījumu vai pārsniedz ātrumu, šie jautājumi tiek likti Saeimai priekšā un neauglīgās diskusijās, tautai par uzjautrinājumu, tiek aplūkoti. Es domāju, ka te nu beidzot ir iespēja Saeimai izšķirties un atbalstīt šo ļoti konstruktīvo Latvijas Reģionu apvienības priekšlikumu. Par SASKAŅAS ierosinājumiem vispār liegt dažādām amatpersonu grupām šo imunitāti. Es domāju, ka kolēģis no SASKAŅAS, kurš runās pēc manis, plašāk izklāstīs viņu motivāciju un šo ideju kā tādu, bet es gribu teikt, ka būtībā, ja mēs palūkojamies uz deputātu imunitātes institūtu, tad redzam, ka pamatideja nav vis deputātus eksponēt, padarīt viņus smieklīgus – teiksim, SASKAŅAI ir ideja veidot īpašu reģistru, kur tiktu uzskaitīti šie nodarījumi –, bet būtībā tā ideja ir pasargāt konkrētus politiķus. Imunitātes institūta sākotnējā ideja bija pasargāt no monarha dusmām, bet mūsdienās tas nozīmē pasargāt no pozīcijas partijas iespējamās kaut kāda veida... teiksim, no varas ļaunprātīgas izmantošanas, kad mēģina iespaidot politiķus un arī amatpersonas ar dažādiem sodiem. Manuprāt, šis jautājums līdz ar šo atklāto balsošanu ir visai aktuāls, un nākotnē, es domāju, šīs diskusijas būs, bet es nedomāju, ka pašreiz vajadzētu visām amatpersonām un arī deputātiem atņemt šo imunitāti kā tādu iespējamu aizsargmehānismu. Runājot par šo neticību kolēģiem deputātiem, man jārunā tālāk par Zolitūdes traģēdijas parlamentārās izmeklēšanas komisijas darbu, jo sekretārs Ints Dālderis pēkšņi, nu, cik nu pēkšņi, bet pēdējā brīdī, pirms nodot šo apstiprināto galaziņojumu, to, kuru mēs apstiprinājām, ir veicis vēl tādu darbību, ko nevar nosaukt citādāk kā par tiesisku nihilismu, prettiesisku rīcību, izmisīgu mēģinājumu slēpt atbildīgos šajā traģēdijā. Tātad ir veicis darbību, kuras rezultāts bija dažādas interpretācijas par to, kā iespējams tālāk virzīt šo galaziņojumu, lai gan nav šaubu, ka tas ir apstiprināts. Trūkstot komisijas sekretāra parakstam, radās dažādi juristu viedokļi par to, kas tad nu būtu jādara. Lai gan, manuprāt, varēja interpretēt Saeimas kārtības ruļļa attiecīgos pantus, kas dod iespējas komisijas priekšsēdētājam uzticēt šo darbu citam komisijas loceklim, mēs tomēr, lai novērstu jebkuras insinuācijas un, teiksim, iespējamos pārmetumus par kādu prettiesiskumu, sarīkojām komisijas ārkārtas sēdi šodien un šajā ārkārtas sēdē ievēlējām jaunu komisijas sekretāru. Viņš guva ne tikai absolūto balsu vairākumu, bet plus vēl vienu deputātu balsi. Tātad ar astoņām balsīm mums ir ievēlēts Kārlis Krēsliņš kā komisijas sekretārs, un šobrīd galaziņojums tiks nodots Saeimas Prezidijam, un tuvākajā laikā Saeimas Prezidijs, visticamāk, tas būs jau šo pirmdien, lems par konkrētas dienas, kad galaziņojums tiks nolasīts, nozīmēšanu. Runājot par šo situāciju un vispār par šo galaziņojumu, jāatzīmē, ka šis ir vēsturisks brīdis Latvijā. Es saprotu, ka tas varbūt ir subjektīvs viedoklis. Es esmu komisijas priekšsēdētājs un, protams, lepojos ar šo komisijas darbu, ko mēs gada laikā veicām, bet, manuprāt, es neliekuļošu, sacīdams, ka šāds galaziņojums vēl nav bijis ne tikai apjoma, dažādo priekšlikumu ziņā, bet arī tajā ziņā, ka beidzot Latvijas valstī parlamentārās izmeklēšanas komisija spēja identificēt atbildīgos politiķus, nosaucot veselu virkni atbildīgo politiķu, kuri nav darījuši pietiekami vai – tieši otrādi – ir pat veikuši darbības, kas izvērtās traģēdijā. Zolitūdes traģēdijas lietā, protams, teiksim, objektīvs secinājums par to, kurš konkrēti ir vainīgs pie Maxima jumta sabrukšanas, būs iespējams tikai un vienīgi pēc tam, kad būs beigušies kriminālprocesi un kad tiesa būs teikusi savu pēdējo vārdu ar notiesājošu spriedumu. Bet Latvijai visu laiku ir bijusi hroniska kaite – nespēja nosaukt atbildīgos par slikti veiktu darbu. Vienmēr princips “Vārna vārnai acī neknābj” jeb “Roka roku mazgā” ir bijis tā kā tāds vadmotīvs, tā kā tāds lozungs, tā kā tāds... gandrīz vai papildus deputāta zvērestam esoša otrā daba. Mēs spējām to pārvarēt! Es domāju, ka tā ir laba zīme, jo galu galā, tikai ieskatoties savos nedarbos, atzīstot savas kļūdas, mēs spēsim doties tālāk un varēsim veicināt gan labklājību, gan attīrīt šo politisko sistēmu. Tā ka man tiešām prieks. Es domāju, ka mēs varam runāt par to, šīs komisijas darbs ir piemērs. Gribu vēl īpaši atzīmēt šo atsevišķo deputātu izmisīgo cīņu ar savu sirdsapziņu, kas ir veiksmīgi beigusies, un izteikt nožēlu par atsevišķu, teiksim, politiķu vēlmi ar prettiesiskiem līdzekļiem aizsargāt savus partijas biedrus, bet... nu, tas ir cits stāsts, kas tuvākajā laikā tiks atrisināts Saeimas Mandātu, ētikas un iesniegumu komisijā, kur Dāldera kunga, teiksim, šī rīcība tiks aplūkota. Jo nevar ar šādu sliktu piemēru, ar šādu Saeimas komisijas sekretāra, amatpersonas, atteikšanos pildīt savus procedurālos lietvedības pienākumus visai valsts pārvaldei dot tādu kā mājienu, ka katrs var beidzot atteikties no pienākumu pildīšanas.
