Tāpēc, pirms pievēršos likumprojektiem, gribu teikt, ka man tiešām ir simpātijas pret visiem deputātiem, kuri čakli un profesionāli strādā, un Elksniņa kungs noteikti ir starp tiem. Un šie sagatavotie likumprojekti... ir tiešām liels darbs izdarīts. Bet tomēr nebūsim varbūt tik naivi un paskatīsimies uz darbiem, nevis klausīsimies tajos skaistajos vārdos! Un darbi ir tādi, ka vēl pirms pāris nedēļām, kad nodevām Satversmes grozījumus par administratīvās imunitātes atcelšanu, Elksniņa kunga pārstāvētā frakcija balsoja “pret”. Un arī Juridiskajā komisijā, kad gatavojām šo Satversmes grozījumu izskatīšanai Saeimas sēdē, arī tad Elksniņa kunga pārstāvētā frakcija balsoja “pret”. (Dep. A.Elksniņš: “Bija alternatīvais priekšlikums, Inese!”) Un šodien šie it kā alternatīvie priekšlikumi ir gluži vienam mērķim domāti - slīcināt Juridisko komisiju ļoti lielā dažādu imunitāšu un amatpersonu jautājumu jūklī. Un es piekrītu, ka tas ir jāizskata. Taču mēs arī saprotam, ka kaut ko var izdarīt tikai tad, ja strukturēti iet soli pa solim. Un Juridiskā komisija jau arī iepriekšējā sēdē teica, ka imunitātes jautājumu skatīs, bet tiesnešu, prokuroru un citu tiesu varas amatpersonu imunitāti mēs nevaram skatīt, ja neesam iesaistījuši Tieslietu padomi (tā ir tiesu vara!). Un mēs to darīsim - Tieslietu padomi mēs iesaistīsim. Ja deputāti šo jautājumu pēc savas iniciatīvas politiski cilātu, tas, manuprāt, nebūtu korekti pret tiesu varu. Līdz ar to es apbrīnoju Elksniņa kunga darba spējas. Un es ticu, ka viņš varētu uzrakstīt mums arī jaunu Satversmes projektu (Dep. A.Elksniņš: “Man jau gatavs!”), bez imunitātes, un teikt, ka tas ir pareizais ceļš, kas mums šodien ejams. Taču esmu arī reāliste. Katru Satversmes grozījumu varam pieņemt tikai tad, ja trijos lasījumos tam ir divu trešdaļu deputātu balsu atbalsts. Jautājumu par imunitāti - gan krimināltiesisko, gan administratīvo - esam cilājuši tiešām ne vienu reizi vien. Un tie, kuri bija arī iepriekšējā Saeimas sasaukumā, ļoti labi atceras, ka tieši šī kompleksā jautājuma apskatīšana bija tā, kas mums neļāva atteikties ne no kripatiņas imunitātes. Es ļoti ceru, ka mēs esam gatavi atteikties no administratīvās imunitātes, ka tā ir patiesā deputātu griba, kurai ir divu trešdaļu balsu vairākums. Un, ja mēs šodien Juridisko komisiju slīcināsim ar vēl desmit likumprojektiem, mēs, protams, pie šī lēmuma kaut kad nonāksim, tikai tas būs daudz, daudz ilgāk, smagāk, jo Juridiskā komisija strādā ļoti profesionāli. Mēs nevienu likumprojektu neizskatām tāpat vien, mēs uzaicinām ekspertus, un ekspertiem būs, ko teikt par visiem šiem likumprojektiem. Jautājums ir - vai mēs to gribam Juridiskajai komisijai uzdot par pienākumu šodien? Vai uzticēties un vispirms Satversmi grozīt jautājumā par administratīvo imunitāti deputātiem, rādīt priekšzīmi, sacīt tiesnešiem un visām pārējām valsts pārvaldes un tiesu varas amatpersonām, ka vēlamies arī viņu iesaisti imunitātes jautājuma risināšanā? Es ceru, ka tā mēs nonāksim pie ļoti laba risinājuma. Un, protams, Elksniņa kungs, es vēlreiz izsaku apbrīnu un pateicību par jūsu izdarīto darbu, un es domāju, ka šis pētījums noteikti noderēs Juridiskās komisijas darbā. Bet es aicinu šo un turpmākos likumprojektus šobrīd nenodot un neatbalstīt to nodošanu Juridiskajai komisijai. Paldies.".
