Līdz ar to nav runa par to, ka varētu vispār neskatīt šo jautājumu; ir runa par to, ka skaidrības labad tas ir skatāms vispārējā kārtībā, nevis kā budžeta paketes likumprojekts. Punkts viens. Punkts divi. Es ļoti gribu atgādināt cienījamiem kolēģiem, ka tas nav nedz pirmais, nedz, es domāju, pēdējais Ministru kabineta mēģinājums pārlikt valsts funkciju pildīšanu uz pašvaldību pleciem. Šī problēma ir pārāk smaga un pārāk nopietna, lai ar vienu vieglu rokas kustību izslēgtu šo jautājumu un pateiktu: “Jā, mēs stāvam malā, un jūs dariet, ko gribat!” Es tomēr aicinu atbalstīt komisijas priekšlikumu - izslēgt šo likumprojektu no budžeta paketes, noteikt citu atbildīgo komisiju un skatīt to vispārējā, nevis steidzamības kārtībā.
