Par 2016.gada budžeta projektu un to pavadošo likumprojektu paketi un par saturu, kāds šiem likumprojektiem ir. Faktiski jau šonedēļ katra Saeimas komisija, īpaši Budžeta un finanšu (nodokļu) komisija, sāka strādāt ar šo likumprojektu paketi. Un, manuprāt, termins “kauja” precīzi raksturo to, kas mūsu opozīcijas deputātus sagaida novembrī, kad notiks projekta izskatīšana Saeimā. Un tieši tāpēc tagad – jau tagad! – frakcijas “No sirds Latvijai” deputāti gan analizē budžeta projektu, gan izvērtē arī visus pavadošos likumprojektus, lai sniegtu pamatotus priekšlikumus budžeta paketes pilnveidošanai. Un kāds ir šis nākamā gada budžets? Es citēšu finanšu ministru Jāni Reiru, kurš saka, ka šis budžets ir pārdomāts un atbildīgs budžets; ka ir būtiski palielināts budžets valsts drošībai un visām pārējām nozarēm; ka mēs varēsim ieraudzīt, ka katrs iedzīvotājs to sajutīs savā maciņā, ka naudas paliek vairāk. Tātad viss attīstīsies, visi būs ļoti laimīgi. Bet to ir viegli teikt, jo jūs jau... neviens faktiski nevar pārbaudīt šī teiktā patiesumu. Bet vienlaikus mēs arī saprotam, ka realitāte ir daudz skaudrāka. Mediķi un skolotāji jau gatavojas streikiem, uzņēmēji protestē pret nodokļu izmaiņām, arī pensionāri lūdz valdību izprast viņu situāciju. Es domāju, ka beidzot finanšu ministram ir pienācis laiks iziet no sava kabineta un sākt runāt ar skolotājiem, mediķiem, pensionāriem, uzņēmējiem par to “lielo laimi”, kuru nu viņš sola nākošajā gadā. Bet jāatzīmē arī tas, ka turpinās tās tradīcijas, kuras mēs jau vērojām, strādājot ar iepriekšējā gada budžetu. Un valdība aizvien mazāk vēlas informēt deputātus par to, kā šis budžets ir sagatavots, un – tas vēl sliktāk! – faktiski ciniski ignorē to, ko paredz likums, – ka iesniegt budžetu – tas nenozīmē iesniegt tikai skaitļus. Likums prasa, ka līdz ar budžeta projektu ir jāiesniedz arī skaidrojumi par to, kā šī nauda nākošajā gadā tiks tērēta, – kas katrā budžeta programmā tiks izdarīts, kādi mērķi tiks sasniegti, ko mums konkrēti prasīt no ierēdņiem, par ko viņi atbildēs nākošā gada beigās, kad visa nauda būs iztērēta. Bet, tā kā mēs šo informāciju nesaņēmām, mēs uzdevām jautājumu finanšu ministram: “Kāpēc jūs nepildāt likumu? Iesniedziet, lūdzu, deputātiem to materiālu, to informāciju, ko likums paredz!” Uz to finanšu ministrs ciniski atbild, ka valdība ir nolēmusi, ka deputātiem tā laime ieraudzīt informāciju par to, kā budžets nākošajā gadā tiks tērēts, būs divus mēnešus pēc tam, kad budžets būs jau apstiprināts Saeimā. Nu tātad, ja ir nihilistiska attieksme gan pret uzņēmējiem, gan pret pedagogiem, gan būtībā pret sabiedrību kopumā, nu kāpēc lai būtu kaut kāda īpaša cieņa izradīta deputātiem? Un šādi, nepilnīgi, skaidrojot, tajā pašā laikā var pa kluso atlicināt arī kaut ko sev: neviens jau nepamanīs! Finanšu ministrija, kas pati ir pirmā atbildīgā un sastāda valsts budžetu, ir palielinājusi finansējumu atlīdzībai sev, savam centrālajam aparātam par 690 tūkstošiem eiro. Atbildot uz jautājumu, no kurienes šie resursi un kam tā atlīdzība tiks palielināta, skaidrojumu var saņemt tikai par vieniem 180 tūkstošiem. Un atkal finanšu ministrs uzskata: “Pietiek jums, deputāti, ar to, ka jūs zināt, kur 180 tūkstoši tiks tērēti. Pārējo? Pacietieties, prasiet vēl!” Varbūt mēs tā turpināsim... Un, protams, mēs turpināsim jautāt vēl un vēl, bet kāpēc atbilde ir jāvelk ārā ar stangām, ja tas ir vienkāršs pienākums – atbildēt par to, kā tu esi sastādījis budžetu?! Es uzskatu, ka šiem budžeta paskaidrojumiem ir jābūt pilnīgiem un izsmeļošiem, lai ikvienam būtu skaidrs, kuriem pasākumiem un kādā apmērā tiks palielināts vai samazināts finansējums un kāds būs sasniedzamais rezultāts. Frakcija “No sirds Latvijai” uzskata, ka jābūt godprātīgai attieksmei pret nodokļu maksātājiem un jānodrošina caurskatāms budžeta projekts, kas ļautu ikvienam Latvijas iedzīvotājam saprast, kur tiek izlietota nodokļu maksātāju nauda. Tikai tā mēs varēsim panākt, ka cilvēki patiešām ir ieinteresēti un iesaistās lēmumu pieņemšanā un ka tik ļoti nepieciešamā uzticība valdībai un valstij arī tiek rasta.
