Un, ja jūs pacentīsieties iepazīties ar šo likumprojektu, tad jūs sapratīsiet, kāpēc tas ir vajadzīgs: lai varētu atkal realizēt “Citadeles” pārdošanai analoģisku shēmu - kādam “izgriezt” šo vērtīgāko aktīvu daļu un mēģināt pārdot uz īpašiem nosacījumiem, jau iepriekš sašaurinot - sašaurinot! - iespējamo pretendentu loku.
