Sakarā ar to, ka šī ir joma, kuru es mazliet pārzinu, es gribu teikt, ka faktiski ar šiem Sporta likuma grozījumiem mēs gribam ieviest korekcijas likumā, lai “aizlāpītu” tos “caurumus”, kuri attiecas uz tehniskajiem sporta veidiem. Sporta sacensības, kā jau jebkurš sabiedrībai pieejams pasākums, ir jāorganizē tādā veidā, lai nodrošinātu pasākuma dalībnieku drošību. Īpaši bīstama situācija ir tehniskajos sporta veidos, kuros sacensības norisinās ar paaugstinātas bīstamības objektiem, - motosportā, autosportā un ūdens motosportā. Diemžēl pēdējo gadu statistika ir drūma - nepilna gada laikā trīs bojāgājušie motokrosa sacensībās. Drošība tehniskajos sporta veidos ir viena no lielākajām prioritātēm, it sevišķi bērnu... iesācēju un amatieru līmenī, kad bieži vien ātrums pārsniedz meistarību. Ar drošību tehniskajos sporta veidos, kā minimums, tiek saprastas drošas, sertificētas trases, apmācīts un licencēts organizatora personāls un tiesneši. Un organizatora pienākums ir to nodrošināt. Sporta likums federācijām šobrīd dod tiesības vadīt un koordinēt darbu attiecīgajā sporta veidā vai darbības jomā valstī. Tomēr esošais normatīvais regulējums vienlaikus nav pietiekoši efektīvs, lai atzītās sporta federācijas varētu nodrošināt sporta veidu vadīšanu un darbu koordinēšanu, kā tas noteikts Sporta likumā, un nodrošinātu starptautisko sporta federāciju prasību izpildi attiecībā uz drošības prasību ieviešanu. Ir nepieciešami tiesiski instrumenti, kuri būtu saistoši ne tikai attiecīgās sporta federācijas biedriem, bet jebkurai attiecīgajā tehniskajā sporta veidā iesaistītai personai. Sporta likumā ietvertais pašreizējais sacensību organizēšanas tiesiskais regulējums nenodrošina to drošības prasību ievērošanu, kuras nosaka atzītās sporta federācijas. Šobrīd jebkura fiziskā un juridiskā persona var rīkot sporta sacensības tehniskajos sporta veidos, neievērojot atzītās sporta federācijas noteikumus. Tādējādi sporta sacensības tiek rīkotas, neievērojot tehnisko sporta veidu specifiskās - drošības un cita veida - prasības. Turklāt šajās sporta sacensībās kāds gūst smagas traumas. Sporta sacensību organizatoriem neiestājas nekāda atbildība, jo sporta sacensības rīkotas atbilstoši normatīvo aktu prasībām. Tā ir absurda situācija! Izstrādātais likumprojekts nosaka, ka sporta sacensību organizators nodrošina sporta sacensību atbilstību Latvijā atzīto sporta federāciju apstiprinātajiem sporta sacensību norises noteikumiem. Likumprojekts paredz arī procedūru, kādā sporta federācijas izsniedz apliecinājumu par plānoto sporta sacensību atbilstību to apstiprinātajiem sporta sacensību norises noteikumiem.
