Pirms ķerties pie Saeimas sēdē šodien skatītajiem jautājumiem, vēlos vērst uzmanību uz šonedēļ aktualizējušos jautājumu par latviešu ģimenēs esošo bērnu tiesību aizstāvēšanu ārvalstīs. Esošā situācija, kad Lielbritānijā no latviešu ģimenēm šī gada laikā vien ir izņemts 61 bērns, nav pieņemama, un tas ir rupjš starptautisko konvenciju pārkāpums. Nacionālā apvienība, no savas puses, šim jautājumam pievērsīs īpašu vērību un strādās pie jautājuma risināšanas. Latvijas valstij ir jācīnās par savas valsts pilsoņu tiesībām, vienalga kurā pasaules daļā viņi atrastos. Par šodien Saeimas sēdē skatīto. Vēlētos izcelt dažus jautājumus, kurus kā īpaši aktuālus izvirzījusi Nacionālā apvienība – Grozījumu likumā “Par pašvaldībām” un Grozījumu Latvijas Republikas Satversmē, kas paredz atcelt deputātu imunitāti administratīvās sodīšanas gadījumā. Šodien skatītais Grozījums likumā “Par pašvaldībām” paredz noteikt obligātu pienākumu pašvaldībai izveidot revīzijas komisiju, kura darbosies saskaņā ar domes apstiprinātu nolikumu un kurā ieceļams proporcionāls locekļu skaits no katras politiskās organizācijas vai vēlētāju apvienības ievēlēto deputātu skaita pašvaldībā. Nacionālā apvienība atbalstīja šo priekšlikumu, jo ir būtiski, lai pašvaldību revīzijas komisijās pēc iespējas būtu pārstāvēti visi politiskie spēki. Tas nodrošinātu iedzīvotāju interešu pārstāvību un ļautu katram politiskajam spēkam piekļūt informācijai, kas iegūta komisijas darbības laikā, tā veicinot godīgāku un caurredzamāku lēmumu pieņemšanas un darba organizēšanas procesu pašvaldībās. Šodien arī iniciēts Grozījums Latvijas Republikas Satversmē, paredzot noņemt deputātiem imunitāti attiecībā uz administratīvo sodīšanu. Administratīvās imunitātes privilēģija šobrīd ir pārāk plaša demokrātiskas sabiedrības funkcionēšanai, un, jo īpaši ņemot vērā iedzīvotāju zemo uzticības līmeni Latvijas valdībai un deputātiem, nepieciešams panākt līdzsvaru, nodrošinot esošās ilūzijas kliedēšanu par to, ka deputāti stāv pāri likumam. Atbalstījām iniciatīvu uzdot kā pienākumu Rīgas domes institūcijām divu nedēļu laikā pieņemt lēmumu par Padomju okupācijas upuru piemiņas memoriāla kompleksa būvniecības projekta īstenošanu. Šis ir valstiskas nozīmes projekts, un tā virzība nedrīkst iestrēgt virspusējos konfliktos un birokrātiskajos labirintos. Vēlos arī izcelt Nacionālās apvienības izstrādātās pamatnostādnes imigrācijas krīzes risināšanai. Sagatavoto dokumentu esam nodevuši mūsu koalīcijas partneriem, un, lai Latvija proaktīvi virzītos uz priekšu šīs patvēruma meklētāju krīzes risināšanā, sagaidām no saviem partneriem atzinumu par to, kurus no 22 piedāvātajiem rīcības punktiem viņi atbalsta un piekrīt realizēt. Punktos, kuros koalīcijas partneru viedoklis sakrīt, labprāt sadarbosimies un strādāsim kopā. Nacionālās apvienības skatījumā šī sistēma ir bijusi ļoti vāja, un mēs ceram saņemt no ministra sīkākus skaidrojumus un izvērtējumu par radušos situāciju. Taču vēl biedējošāks ir scenārijs, ja kāds drošības uzturētājiem licis pievērt acis šajā gadījumā. Nacionālā apvienība atgādina, ka viens no hibrīdkara galvenajiem elementiem ir graut iedzīvotāju uzticību valstij un tās drošības institūcijām, mazināt drošības sajūtu. Līdz ar to notikumu ķēde pie Ministru kabineta būtu vērtējama kā hibrīdkara sastāvdaļa. Šāda vandālisma trīsreizējā atkārtošanās mūsu Ministru kabineta durvju priekšā rada ne vien apkaunojumu, bet arī bažas par mūsu dienestu spēju operatīvi reaģēt un novērst problēmsituācijas valstī. Ja jau kaut kas tāds var notikt valdības durvju priekšā, bail iedomāties, ka kaut kas tāds var notikt arī citviet valstī. Tāpat neizpratni rada Rīgas domes lēmums aizliegt turpmāk izstādes izrādīšanu. Un nobeigumā. Mūsu drošību sargājošajām institūcijām nepieciešams tūlīt kritiski izvērtēt situāciju, kā arī nepieciešama iekšējā institucionālā pārbaude, lai identificētu un novērstu caurumus drošības sistēmā, kas kalpojuši par pamatu tam, ka šādas darbības saistībā ar izstādi “Maidana cilvēki” vispār varēja notikt.
