Kā es sapratu no kolēģu stāstītā, tad cilvēki vienkārši atturējās par to balsot, izteikt savu attieksmi. Tad nu es paskaidrošu šī priekšlikuma būtību tagad. Priekšlikuma būtība ir ļoti vienkārša. Tā kā Latvijā ir parlamentārā demokrātija, tad, es domāju, šis priekšlikums mums būs lieliska iespēja nostiprināt šos parlamentārās demokrātijas principus, paredzot, ka gadījumos, kad šeit, parlamentā, mēs ievēlam cilvēkus, kuri ieņems mūsu valstij ļoti nozīmīgus amatus, šiem cilvēkiem jādod iespēja uzstāties šeit, visu mūsu priekšā, un pastāstīt, kā viņi domā pildīt pienākumu, kuru mēs gatavojamies viņiem uzticēt. Kādēļ es uzskatu, ka tas būtu svarīgi, un kāpēc vajadzētu dot iespēju šiem cilvēkiem? Es pieņemu, ka viens no argumentiem pret to varētu būt šāds: tas nav nepieciešams, jo, ja kāds grib no tautas priekšstāvjiem uzklausīt šo cilvēku un uzzināt, ko viņš īsti taisās darīt, kā viņš domā pildīt savu pienākumu, tad var satikties frakcijās, komisijās. Redziet, ir viena būtiska starpība, kāpēc es uzskatu, ka to vajadzētu darīt - šādai uzklausīšanai vajadzētu notikt arī Saeimas sēdē. Jo viena lieta ir tā, ko šis izraudzītais cilvēks stāstīs katrai atsevišķai partijai kaut kur kuluāros vai tikšanās laikā. Otra lieta - ko viņš stāstīs visiem Saeimas deputātiem šeit, tribīnē, kad būs jāstāsta visiem viens un tas pats, nevis katrai partijai tas, ko tā vēlas dzirdēt, un vienlaikus to varēs dzirdēt visa sabiedrība. Un, no otras puses, te būs vēl viens tāds interesants instruments, ko caur šādu uzklausīšanu varēs iestrādāt... būs reāla atskaites sistēma. Radīsies reāla atskaites sistēma, pēc kuras mēs varēsim mērīt, vai tas cilvēks, kuru esam ievēlējuši šajā amatā, tiešām reāli pilda to, ko viņš ir solījis, vai arī patiesībā viņš nemaz neatbilst tām mūsu gaidām, balstoties uz kurām mēs viņu esam ievēlējuši. Un tāpēc aicinu atbalstīt šo manu priekšlikumu un radīt šādu iespēju. Paldies.".
