Šodien Saeimas sēdes darba kārtības centrālais jautājums bija valsts budžeta projekta un ar to saistīto likumu grozījumu nodošana parlamenta komisijām. Frakcija “No sirds Latvijai” balsoja “pret”. Bet pats svarīgākais ir tas, ka budžets absolūti neveicinās mūsu valsts attīstību un cilvēku labklājību, kā arī ir tikai vāja atblāzma valsts stratēģiskās attīstības plāniem, Nacionālajam attīstības plānam un citiem plānošanas dokumentiem. Diemžēl jāsecina, ka ar pašreizējo izpildvaras attieksmi nekas Latvijas izaugsmē nemainīsies ne nākamgad, ne pēc diviem vai desmit gadiem. Arī turpmāk budžeta izstrādē prevalēs Finanšu ministrijas ikdienas intereses – pareizi salikt kopā skaitļus, lai bilance būtu ar nelielu deficītu. Un, ja tas neizdodas, tad taču ir brīnumnūjiņa – nodokļi –, ar kuru pieburt klāt nepieciešamo, turklāt solidāri pasliktinot gan iedzīvotāju, gan uzņēmēju situāciju. Izpildvara skaisti runā par nevienlīdzības mazināšanu, labklājības pieaugumu, bet realitātē būtiski ietekmē iedzīvotāju dzīves līmeni ar savu nepārdomāto nodokļu politiku. Piemēram, grib no nākamā gada ar pievienotās vērtības nodokli aplikt dzīvojamo namu apsaimniekošanu, nevis pacīnīties ar Eiropas Komisiju, lai aizstāvētu mūsu iedzīvotāju intereses un panāktu samazināto pievienotās vērtības nodokļa likmi. Likme būs pilnā apmērā! Tāpat iedzīvotāji savos makos izjutīs akcīzes nodokļa degvielai paaugstināšanos. Turklāt tas neizbēgami izraisīs arī cenu kāpumu. Tā vietā, lai spertu nopietnu soli un ieviestu progresīvo ienākuma nodokli un cīnītos ar ēnu ekonomiku, izpildvara zina, kā ātri un viegli iegūt papildu ieņēmumus. Ministru kabinets piedāvā ieviest solidaritātes nodokli, paredzot šos līdzekļus novirzīt caurumu lāpīšanai valsts pamatbudžetā. Par vēl vienu brāķi valdības darbā un nevēlēšanos domāt par iedzīvotājiem. Vēlos vērst uzmanību uz vēl vienu likumprojektu, kuru arī šodien nodeva komisijām turpmākam darbam. Parlamenta apritē nonācis absolūti jauna likuma projekts – likumprojekts “Piespiedu dalītā īpašuma tiesisko attiecību privatizētajās daudzdzīvokļu mājās izbeigšanas likums”. Tas, kā iecerējusi valdība, varētu ļaut daudzdzīvokļu māju dzīvokļu īpašniekiem izpirkt no zem mājas esošās zemes īpašnieka tam piederošo zemi. Likumprojekts pēc būtības būtu atbalstāms, taču, izvērtējot tā piemērošanu praksē, frakcija “No sirds Latvijai” konstatēja, ka te ir vairākas būtiskas nepilnības un neatrisināti jautājumi. Viens no būtiskākajiem – dzīvokļu īpašnieku finansiālās iespējas izpirkt zemi. Tieslietu ministrija sarēķinājusi, ka vidējā izpirkuma cena, kas ir jāsamaksā viena dzīvokļa īpašniekam, varēt būt aptuveni 1500 eiro, un šī summa jāsamaksā 10 gadu laikā. Jājautā – kur un no kādiem avotiem šos līdzekļus varēs iegūt ģimenes un personas, kurām, piemēram, ir piešķirts trūcīgas vai maznodrošinātas personas statuss? Vai tiešām likuma mērķis ir, atrisinot vienu problēmu, radīt desmitiem citu? Nākas konstatēt, ka Saeima aizvien biežāk spiesta pildīt tos pienākumus, tos darbus, kuri godprātīgi un atbildīgi būtu jāveic valdībai. Protams, ir jau vieglāk kaut ko sarakstīt un nosūtīt Saeimai, lai tad deputāti tiek galā ar to. Taču tad ir jautājums – kam nepieciešama tāda izpildvara?
