Kā jau mani kolēģi šeit iepriekš ir minējuši, šodien ir budžeta diena – šodien Latvijas Republikas valdība uz Saeimu ir atnesusi budžeta projektu un to pavadošos likumprojektus. Skolā parasti par šādiem darbiem saka tā: “Aizej atpakaļ un pārstrādā!” –, jo budžets nav izstrādāts profesionāli valdības mazspējas un haotiskās rīcības dēļ. Kā piemēru varu minēt likumprojektu “Solidaritātes nodokļa likums”, jo nekāds sakars ar solidaritāti šim likumam nebūs. Tas būs vienkārši likums, kas daļai Latvijas iedzīvotāju palielinās nodokļus – nevis tai daļai, kas pelna visvairāk, bet tai daļai, kas strādājot pelna vairāk. Lai jūs saprastu, paskaidrošu, ka neviens no cilvēkiem, kuri Latvijā ieņem miljonus, nemaksā ne iedzīvotāju ienākuma nodokli, ne sociālās apdrošināšanas nodokli. Tātad viņi maksā 10 vai 15 procentus par saviem ienākumiem. Savukārt tie cilvēki, kuri strādā un saņem lielāku atalgojumu, maksā gan sociālās apdrošināšanas nodokli, gan iedzīvotāju ienākuma nodokli, un viņiem būs arī nākošajā gadā jāmaksā vairāk. Valdība rīkojas pēc principa, ka viens ir, ko viņi domā, otrs – ko saka, trešais – ko dara. Šādā veidā Latvijas sabiedrības uzticību iegūt nav iespējams. Bet solidaritāte bez uzticības arī nav iespējama. Tādēļ, mūsu izpratnē, gan likumprojekts “Solidaritātes nodokļa likums”, gan budžeta projekts kopumā būtu jāsūta atpakaļ uz valdību, lai viņi rūpīgi piestrādātu gan pie ieņēmumu daļas, gan pie izdevumu daļas. Ieņēmumu daļā – skatoties pēc citiem veidiem... Jāskatās, kā panākt to, lai varētu apmaksāt tādas Latvijai tik būtiskas lietas kā aizsardzība, veselība un izglītība, kā arī, protams, iekšējā drošība. Un, vismaz no Latvijas Reģionu apvienības puses skatoties, mēs redzam, ka ienākumu daļā noteikti ir vietas, kur valdība var optimizēt jeb, precīzāk sakot, uzlabot nodokļu iekasēšanu, kā arī veikt nodokļu izmaiņas, kas ir Latvijas valsts un sabiedrības interesēs.
