Tās ir jomas, kuras noteiktas kā prioritāras un kurām atvēlēts visvairāk līdzekļu. Budžetā iestrādāts arī kompensācijas mehānisms, lai elektroenerģijas cena saglabātos esošajā līmenī un netiktu celta dēļ OIK pieauguma. 2016.gadā šīs cenas pieaugums tiek segts no “Latvenergo” peļņas. Lai gan budžetā ir iestrādātas daudzas labas un vajadzīgas lietas, tomēr ir virkne jautājumu, kuri otrajā lasījumā vēl jāvērtē. Tāds, piemēram, ir jautājums PVN kultūras pasākumiem, 21 procenta PVN likmes noteikšana namu apsaimniekošanai, nekustamā īpašuma nodokļa pieauguma ierobežošana lauksaimniecībā izmantojamai zemei (tas šobrīd noteikts 20 procentu apmērā). Protams, lai budžetu kaut kā mainītu vai mazinātu nodokļa likmi, ir jānorāda kompensējošais avots, kas šajā gadījumā varētu būt, piemēram, reversais PVN datortehnikai, par ko daudz mēs runājam, vai arī tā sauktais ofšoru nodoklis, par kuru vēl būs garas un plašas diskusijas. Nododot budžeta paketi atbildīgajai komisijai, tiek uzsākts darbs, kura augļi, visticamāk, kļūs redzami 30.novembrī, kad budžeta projekts tiks izskatīts otrajā, galīgajā, lasījumā. Šodien Tautsaimniecības, agrārās, vides un reģionālās politikas komisijai tika nodoti grozījumi Enerģētikas likumā, kuri paredz līdz 2017.gada 3.aprīlim atvērt gāzes tirgu un nodrošināt, lai infrastruktūra būtu pieejama arī trešajām pusēm.
