Šodien mums jālemj par likumprojekta “Grozījumi Pievienotās vērtības nodokļa likumā” nodošanu komisijām. “No sirds Latvijai” aicina jūs pieiet balsojumam atbildīgi un balsot pret šiem valdības iesniegtajiem likuma grozījumiem, tādējādi balsojot pret tādiem valdības lēmumiem, kas pieņemti, nerēķinoties ar tiem simtiem tūkstošu cilvēku, kuri mīt daudzdzīvokļu mājās un kuru izdzīvošanu tieši skars dzīvojamo māju apsaimniekošanas pakalpojumu aplikšana ar pievienotās vērtības nodokli. Protams, ir saprotams, ka atbilstoši Eiropas Padomes direktīvai dzīvojamo māju apsaimniekošanas pakalpojumi, kā arī kultūras pakalpojumi - koncerti un teātra izrādes - ir jāapliek ar pievienotās vērtības nodokli. Taču nav saprotams, kāpēc tā vietā, lai piedāvātu risinājumus par samazinātas pievienotās vērtības nodokļa likmes piemērošanu, kārtējo reizi tiek iets pa Latvijas valdībai tradicionālo vieglāko ceļu, piedāvājot PVN standartlikmi. Zinot valdības darba stilu un to, kā pieņemti lēmumi, tas nepārsteidz. Esmu pārliecināta, ka, aizsedzoties ar ierosināto pārkāpuma procedūru pret Latviju, slēptais iemesls augstākai PVN likmei ir paņemt no iedzīvotājiem maksimāli daudz naudas valsts budžetā. Likumprojekta anotācijā nav neviena aprēķina, no kādas summas, maksājot par dzīvojamās mājas apsaimniekošanu, būs jāšķiras katram, kurš dzīvo daudzdzīvokļu mājā; cik tas izmaksās katram trūcīgajam, mazturīgajam, pensionāram. Kā raksta Finanšu ministrija atbildēs uz deputātu jautājumiem par PVN piemērošanu, primārais šo grozījumu mērķis ir saskaņot Pievienotās vērtības nodokļa likumu ar direktīvu, bet iedzīvotāju maksātspēja tiks paaugstināta ar citiem pasākumiem, kuri arī ir budžeta paketē, - ar minimālās mēnešalgas, neapliekamā minimuma palielināšanu. Nav gan atbildes, cik visi šie pārējie pasākumi - tieši pretēji! - samazinās iedzīvotāju maksātspēju. Kad Latvijas valdība, izstrādājot un saskaņojot kādus likuma grozījumus, domās par Latvijas iedzīvotājiem un viņu interesēm, viņu maksātspēju? Izskatās, ka kārtējo reizi uz Eiropas Padomes pateikto “Hop!” Latvijas valdība, pat nepainteresējusies, cik augstu, lec uzreiz, nerēķinādamās ar iedzīvotāju interesēm. Ir sajūta, ka valdības ministriem un ierēdņiem šķiet, ka katrā mājā ir naudas koks, no kura nepārtraukti var novākt eiro ražu, lai samaksātu regulāros rēķinus par siltumu, elektrību, ūdeni, mājas apsaimniekošanu, nopirkt ēdamo un vēl atlicināt naudiņu teātrim, koncertam, varbūt kādai grāmatai. Galvenais jau ir dabūt budžetā vairāk nekā 12 miljonus eiro nākamgad un 25 miljonus turpmākajos gados. Es aicinu neatbalstīt šo likumprojektu šādā redakcijā.".
