Pieprasījums “Par situāciju Daugavpils pilsētas pašvaldībā” tika adresēts vides aizsardzības un reģionālās attīstības ministram Gerharda kungam. Konkrētā pieprasījuma mērķis ir analizēt trīs situācijas attiecībā uz Daugavpils pilsētas pašvaldības atbildīgo amatpersonu rīcību situācijā, kad Valsts reģionālās attīstības aģentūra, tajā skaitā arī Vides investīciju fonds, kuru prioritāte ir realizēt kvalitatīvus un efektīvus Eiropas Savienības finansētus projektus pašvaldībās, ir konstatējuši attiecībā uz pašvaldību gan piemērojamās korekcijas Eiropas Savienības īstenotajos projektos par kopējo summu 4 miljoni eiro, gan arī nesaņemtos... nesaņemto finansējumu no Vides investīciju fonda vēl vismaz pusotra miljona apmērā. Lielā mērā komisijas sēdē VARAM pārstāvji ir norādījuši, ka situācija Daugavpils pašvaldībā krīt ārā... un ir kritiskāka, salīdzinot ar visām citām pašvaldībām, ka piemēroto korekciju apjoms no Daugavpils pilsētas pašvaldības puses lielā mērā ir nepieņemams, jo rada būtisku ietekmi uz pašvaldības budžetu. Īpašu rezonansi attiecībā uz konkrētām korekcijām pakļauto projektu realizācijas faktiskajiem apstākļiem izraisīja arī gadījumi, kad Daugavpils domes priekšsēdētāja partijas biedri - tie ir Latgales partijas biedri, VIENOTĪBAS partijas biedri - un tiem pietuvinātās personas Daugavpils pašvaldībā ņem dalību kā apakšuzņēmēji finanšu līdzekļu apgūšanā. Un konkrēts piemērs ir energoefektivitātes paaugstināšana Daugavpils pilsētas pirmsskolas izglītības iestādē. Kas tad patiesībā notiek Daugavpils pašvaldībā? Ir iepirkums, iepirkumā vinnē politiskās partijas finansētā... (No zāles dep. I.Viņķele: “Rīgā tāpat!”) VIENOTĪBAS finansētāji. Konkrēti ziedotāji ar konkrētiem uzvārdiem. Tā rezultātā par apakšuzņēmējiem tiek izvēlēti jau citi uzņēmēji, kuri reāli... Uzņēmums pieder konkrētai fiziskajai personai, kura ir, piemēram, VIENOTĪBAS Latgales partijas konkrēts biedrs un arī ir kandidāts pašvaldības domes vēlēšanās. Ko es ar to gribēju pateikt, cienījamie kolēģi? Lielā mērā šis konkrētais gadījums parāda, ka pašvaldības līdzekļu izsaimniekošana notiek nevis pilsētas... ka šī darbība notiek nevis pilsētas iedzīvotāju interesēs, bet izsaimniekošana notiek konkrētu politisko darboņu ar konkrētiem vārdiem un uzvārdiem interesēs, vēl jo vairāk uzņēmēju interesēs, kuri saņem šos pakalpojumus un šos pasūtījumus... Iepirkumu procedūru, protams, ir grūti vērtēt, cik tā ir laba vai slikta. Tā rezultātā pēc pasūtījuma saņemšanas un Eiropas Savienības finansējuma apgūšanas viņi piesaka maksātnespēju. Un Valsts ieņēmumu dienestā pašreiz ir ierosināts arī kriminālprocess par konkrēto gadījumu attiecībā uz izvairīšanos no nodokļu nomaksas. Savukārt citos projektos, kuros ir iesaistīta Daugavpils pašvaldība, piemēram, energoefektivitātes paaugstināšana pilsētas administratīvajā teritorijā, pašvaldība piedalās VARAM izsludinātajos konkursos attiecībā uz finansējuma piesaisti Daugavpils pašvaldībai. Tajā pašā laikā izveidojas situācija, ka pašvaldība sagatavo nekvalitatīvus dokumentus. VARAM un VIF atzīst, ka dokumenti nav sagatavoti atbilstoši izvirzītajām prasībām. Tajā pašā laikā pašvaldības atbildīgās amatpersonas nāk klajā ar paziņojumiem par to, ka Vides aizsardzības un reģionālās attīstības ministrijā plaukst un zeļ korupcija un tāpēc vislabāk būtu Daugavpils pašvaldībai nepiedalīties minētajos iepirkumos. Komisijas sēdē mēs uzklausījām gan Daugavpils pašvaldības pārstāvjus... Ļoti žēl, ka domes priekšsēdētājs Lāčplēsis nav pagodinājis komisijas locekļus ar savu klātbūtni. Ir saprotama arī komisijas priekšsēdētāja pieprasījuma pozīcija... Ir runa par to, ka Lāčplēsis tomēr ir ļoti augsta amatpersona, kuru varētu patirdīt šajā visā, bet mēs ar viņu vēl ne vienu reizi vien satiksimies minētās Pieprasījumu komisijas ietvarā. Bet ko mēs gribam panākt ar minēto pieprasījumu? Mūs tiešām lielā mērā apmierina Vides aizsardzības un reģionālās attīstības ministrijas darbs. Mūs apmierināja arī tā pozīcija, kura nākusi no Vides aizsardzības un reģionālās attīstības ministrijas. Bet mūs neapmierina tā situācija, kura izveidojusies Daugavpils pašvaldībā, pirmkārt, attiecībā uz zaudētiem miljoniem realizētos projektos, otrkārt, attiecībā uz, tā teikt, nesaņemto finansējumu no VARAM, kā arī attiecībā uz “savējo” sistēmas uzturēšanu Daugavpils pašvaldībā. Līdz ar to, godājamie kolēģi, mūsuprāt, pieprasījums vides aizsardzības un reģionālās attīstības ministram ir atbalstāms Saeimas sēdē. Mēs uzturam spēkā šo prasījumu, neskatoties uz to, ka lielu vainu nav Vides aizsardzības un reģionālās attīstības ministrijas darbā, bet mēs vēlētos panākt no VARAM lielāku kontroli pār Daugavpils pašvaldību, lielāku atbildības sajūtu no tām pašvaldības amatpersonām, kuras piedalās šāda veida prettiesiskos pasākumos un nolaidīgā pozīcijā, kā arī aicinām beidzot VIENOTĪBU beigt slēpties un rādīt ar pirkstu uz visu kaut ko citu, uz citām pašvaldībām, bet tiešām paskatīties, ka viņiem pašiem ir baļķis acī.
