Es gribētu šeit atzīmēt sekojošo. Ievērosim loģiskumu! Es vairākkārt esmu to teicis. Nacionālās drošības likumā ir noteikts, ka Saeimā šogad līdz 1.oktobrim, tas ir, līdz šodienai, vajadzēja izskatīt un pieņemt Nacionālās drošības koncepciju. Es neesmu to redzējis, bet esmu dzirdējis, ka Ministru kabinetā tā ir izskatīta un tiks iesniegta Saeimā. Nu, paies kādas dienas... mēnesis... Vēlāk vai agrāk - tas jau nav konceptuālā vai principiālā ziņā tik svarīgi. Uz tās bāzes izstrādājam un izskatām... ne Saeimā, bet valstī kopumā izstrādājam un izskatām militāro stratēģiju, kā to sauc Rietumu valstīs, NATO valstīs, vai kā Latvijā - valsts aizsardzības koncepciju. Jā, par to esmu dzirdējis. Piedalījos, kā teikts bija, beidzamajā diskusijā par valsts aizsardzības koncepciju. Es gan neredzēju pašu to koncepciju, bet mēs diskutējām par to. Man tas drusku atgādināja to, kā padomju laikā runāja par Solžeņicina darbiem: “Neesmu lasījis, bet nosodu!” To es saku piemēra labad. Bet par to nav pārmetuma, jo diskusija bija par konceptuālām lietām, tā bija lietderīga, un es uzskatu, ka tā bija vietā. Bet Nacionālās drošības likuma 11.pants nosaka, ka Aizsardzības ministrijai ir trīs kompetences. Pirmā kompetence - izstrādāt un realizēt valsts aizsardzības politiku. Otrā ir budžets. Un trešā ir personāls. Es neredzu, ka šajā dokumentā ļoti precīzi un skaidri būtu pateikts, kāda ir valsts aizsardzības politika. Kad biju štāba priekšnieks, bija laiki, kad mēs pieturējāmies pie totālās aizsardzības, bija laiki (līdz 2004.gadam), kad pieturējāmies pie teritoriālās aizsardzības, iestājoties NATO... un es esmu šo piemēru minējis arī mūsu Aizsardzības, iekšlietu un korupcijas novēršanas komisijā, es uzdevu šo jautājumu, pacēlu to, ka pie mūsu... Komisijas sēdē piedalījās arī ASV vēstniece... Es teicu: “Nu kā tie līdzekļi sadalās starp pašaizsardzību un kolektīvo aizsardzību?” Viņa saka: “Ja jūs esat NATO valsts, tad jūsu pašaizsardzība - tā ir tā kolektīvā aizsardzība.” Tā ir balstīta uz gudras, viedas aizsardzības principiem, bet to vajag skaidri formulēt. Tad no tā izriet daudzas konsekvences, tajā skaitā arī tāda, kāda vieta valsts aizsardzības sistēmā ir zemessargiem. Lietuvas ģenerālis Kronkaitis, kas ir Rietumos mācījies, pateica: “Kolektīvie aizsardzības spēki var veikt teritoriālo aizsardzību. Teritoriālie aizsardzības spēki, kas ir Zemessardze, nevar veikt kolektīvo aizsardzību.” Un punkts. Un es viņam piekrītu. Ja mēs tam nepiekrītam, nu tad par šiem jautājumiem arī vajadzētu diskutēt, bet es ceru, ka kopumā mums izdosies atrisināt arī šos jautājumus, kas ir prioritāte, jo budžetā patiešām ir paredzēts, ka būs atvēlēti 1,4 procenti no IKP. Tas nozīmē, ka 260... 365 miljoni iznāk aizsardzībai, un tad aizsardzības sistēma tiks sakārtota. Paldies par ziņojumu!".
