Ja mums ir iespēja savā ikdienas rūpju nomāktajā laikā pacelt galvu skatienam pāri visām tām intrigām un teātriem, tad mēs redzam, ka migrācijas krīzei, protams, ir dziļi, globāli cēloņi, un no augstāka skatpunkta mēs redzam, ka būtībā jau Eiropa pati ir tāda bēgļu laiviņa milzīgā, globālā haosa okeānā - un kur nu vēl runāt par Latviju! -, jo mēs redzam, ka pasaule patērē milzīgi daudz resursu, krietni vairāk, nekā tā spēj atjaunot; mēs redzam milzīgas disproporcijas demogrāfiskajā situācijā, milzīgas atšķirības labklājībā un mentālajā attīstībā. Protams, mēs par to nerunājam, un šķiet: nu, ko nu mēs tik augstu šeit pacelsimies, ja mums ir jāņemas ar šīm savām politiski intriģējošajām lietām! Bet diemžēl mēs esam pārāk atkarīgi viens no otra šodienas pasaulē, lai izdzīvotu. Un, ja kāds to attiecina uz visu pasauli, tad es to attiecināšu uz Latviju, lai arī kā mēs viens otram patiktu vai nepatiktu. Un, no nācijas izdzīvošanas un attīstības viedokļa, nav svarīgi, kurš te kuru uzvarēs, kurš kuru pārrunās, bet - vai mēs spēsim sadarboties un sarunāties. Ak vai, cik gan garlaicīgi un neinteresanti tas skan, bet mūsu jautājums tiešām ir atkarīgs no tā, vai gudrie spēs sarunāties ar muļķiem, kurus viņi par tādiem uzskata, vai godīgie spēs sarunāties ar ļaunajiem, sliktajiem, kurus viņi par tādiem uzskata. Un diemžēl šobrīd jebkuri mūsu strīdi migrācijas jautājumos parāda šo mūsu aprobežoto diskusiju līmeni. Un tam ir raksturīgas divas iezīmes, kuras jūs šeit pat atpazīsiet. Viena iezīme ir šausmu stāsti un iebaidīšana no abām pusēm, savas pozīcijas demonstrēšana un tikai stiprināšana, un izcelšanās, un pretinieka pozīcijas absolūta kariķēšana un banalizēšana. Otra. Minējām, ka pretējai pusei ir patiesībā jau kādi slēptie nodomi, kas ir saistīti ar politisko konjunktūru, un viņi jau nemaz negrib risināt problēmu pēc būtības. Es teikšu, šis, otrais, nav gluži bez pamata, bet turēšanās pie tāda veida savstarpējiem pārmetumiem, pie tāda veida diskusijas mūs nekur no šī strupceļa neizvedīs, nekad mūsu politiku nepacels pāri tam līmenim, lai apzinātos un risinātu šīs problēmas, kas būtībā ir globāla līmeņa. Aizvakar mūsu deputātu grupā bija tikšanās ar Bernāru Sordē - franču zinātnieku, filozofu. Savulaik viņš strādājis augsta ranga globālās finanšu kompānijās, arī Eiropas Komisijā. Latvijā varbūt daudzi viņu zina un atceras. Un katrā ziņā šis cilvēks ir kaut kas diametrāli pretējs provinciāli konservatīvam nacionālistam (to šobrīd varbūt varētu pārmest, teiksim, migrācijas... Eiropas migrācijas politikas pretiniekiem). Viņš drīzāk ir globāli kosmopolītiskas domāšanas liberālis. Un kāpēc es piesaucu Sordē kungu? Ar to es aicinu saprast, ka arī pret Eiropas pašreizējo konkrēto politiku kritisks cilvēks var būt patiess eiropietis, ar empātiju pret vajāto ciešanām. Un Sordē runā par pozitīvu kultūras un radošās brīvības migrāciju nākotnē, bet šis, kas tagad notiek Eiropā, pilnībā atbilst viņa aprakstītajām migrācijas pārmērībām, kas būtībā, viņa skatījumā, arī kalpo globālo korporāciju un kontrabandistu interesēm, līdz beidzot iziet pilnīgi no jebkuras, jebkādas... jelkādas kontroles. Citēju: “Cilvēkus gatavo vergu, algotņu, migrantu liktenim. Attīstības valstīs šī tendence ir tik spēcīga, ka jau apdraud nācijas vienotību. Vispirms tā ir spēja saprasties un sarunāties savā starpā, lai arī kā mēs nepatiktu viens otram, lai arī kā mums gribētos izcelties vienam uz otra fona. Citas izejas vienkārši nav! Un otrais ir tiešām spēja ietekmīgi sarunāties ar Eiropu. Nevis pasīvi pieņemt haotiskus pagaidu risinājumus, bet sarunāties un tikt sadzirdētiem. Tas varbūt daļēji atsauc atmiņā šeit pat, Saeimā, notikušās diskusijas par to, kādu Valsts prezidentu mums vajag. Mums ir nepieciešama spēja nopietni uzrunāt vienmēr jautrā prātā esošo Junkera kungu... uzrunāt nopietni. Mums ir nepieciešama spēja Mogerīni, šai gudrajai un ar racionālu prātu apveltītajai kundzei, likt saprast un respektēt arī mūsu intereses, un mums ir jābūt arī kādam vai kādai, kurš vai kura, kad Merkeles kundze pasaka skarbāku vārdu, nesāktu vienkārši raudāt. Līdz šim valdība uzņēmās savu šaura atbildības loka iniciatīvu attiecībās ar Eiropu. Un, ja runājam, jā, par Ministru kabinetu, par valdību, tad mums jāatzīst, ka šobrīd valdības iniciatīva - vismaz līdzšinējā! - neatstāj pārāk adekvātu iespaidu par situācijas izpratni un arī spēju to izskaidrot. Vispirms bija argumentācija, ka mums vajag ātri pieņemt šos 250, lai novērstu katastrofu, jo citādi mums uzspiedīs 700 un vairāk, un tas jau būs kaut kas traģisks. Šobrīd mēs, kas vismaz pārvalda situāciju, zinām, ka arī šis nav galīgais skaitlis, jo mēs zinām, cik katru stundu (No zāles dep. S.Āboltiņas replika.)... cik migrantu katru stundu ieplūst Eiropā. Tas, ko es teikšu, tas varbūt citiem nepatiks: ir ļoti ērti, bezatbildīgi tramdīt un lamāt valdību, un būs arī par ko, jo šobrīd Eiropas politikā ir lērums haosa un neziņas, bet kuram tiks uzlikta atbildība šaurā lokā, tam būs jātēlo, ka visu zina un pārvalda arī situāciju, uz ko arī mēs, tramdot šobrīd valdību un tās darba grupas, spiežam. Turpretim, ja Saeima uzņemas dalītu atbildību, tad pat visradikālākie migrantu uzņemšanas pretinieki būs spiesti tik un tā uzņemties atbildību - jebkurā gadījumā! - vai nu par to, ka esam valsts un nācija, kura nevienam negrib palīdzēt un pilnībā nesolidarizējas ar Eiropu, vai nu par to, ka uzņemamies to, ko nespējam nest, un tikai vairojam dezintegrācijas haosu Latvijā un Eiropā. Manā skatījumā, šeit varētu būt arī... ja ir sadarbība, tad arī optimāli risinājumi: sākumā uzņemt varbūt pavisam nelielu skaitu patieso bēgļu - 20 līdz 30 -, un tad pusgada laikā mēs redzētu, ko tas nozīmē praktiski. Šodien mēs kliedzam, pie galda sēžot, un lielākā daļa tos bēgļus nemaz tuvumā nav redzējusi. Mēs nezinām, par ko mēs runājam, kas viņi būs, - vai, no vienas galējības viedokļa, viņi būs svētie cietēji, kuri jau ir izstudējuši Raini un ir zinātnieki, vai tie būs pasaules blandoņi un klaidoņi, kā saka otrā galējība? Un tad, kad mēs to esam redzējuši praksē, tad mēs arī varam konstruktīvi runāt ar Eiropu par migrācijas kvotu atbilstību integrētspējai. Protams, tam ir vajadzīga sadarbība un šī jaunā domāšana, kas, jūs teiksiet, tik cēli skan, bet praksē mēs esam tālu no tā. Un daudzi teiks: “Nu, šie jau nu nebūs tie, kuri ir spējīgi domāt un sadarboties!” Nu, varbūt jā! Man nav garantiju. Bet, ja mēs paliekam pie šīs argumentācijas, tad nav arī nekādu izredžu izrauties no strupceļa, kurā mēs atrodamies un tikai dziļāk braucam iekšā. Jo uzņemties nastu vienam šauram lokam - tas neizbēgami nozīmē visdrīzākā vai tālākā nākotnē bezcerīgi arī sabrukt zem tās un neizdarīt arī tajā pašā laikā neko labu Latvijai.
