Praktiski katram mūsu valsts iedzīvotājam ir personas kods. Kā zināms, personas kodu veido 11 ciparu kombinācija, no kuriem pirmie seši cipari atspoguļo personas dzimšanas datumu, bet pārējie pieci, kuri atdalīti no pirmajiem sešiem ar defisi, tiek automātiski ģenerēti brīdī, kad personas kods tiek piešķirts. Dažādu iemeslu dēļ persona var nevēlēties savas dzimšanas datumu darīt zināmu citiem. Tāpēc var uzskatīt, ka normatīvajos aktos noteiktā personas datu apstrāde ne vienmēr ir samērīga un atbilstoša personas datu aizsardzības pamatprincipiem. Ievērojot minēto, jārada iespēja identificēt fiziskās personas, lietojot identifikācijas numurus, - tādus, kas nesatur norādi uz dzimšanas datumu. Izskatāmais likumprojekts ir tieši vērsts uz šādas jaunas sistēmas izveidi. Atbilstoši likumprojektam personas kodu piešķirs Pilsonības un migrācijas lietu pārvalde. Personas kods, tāpat kā pašlaik, tiks veidots no 11 cipariem: pirmie divi cipari būs “32”, bet pārējie cipari būs automātiski sistēmas ģenerēti personas koda piešķiršanas brīdī. Likumprojekts paredz, ka personas kods atbilstoši jaunajai sistēmai tiks piešķirts personām, kuras piedzims, sākot ar 2017.gada 1.janvāri. Tomēr jebkura persona, kurai jau ir piešķirts personas kods ar dzimšanas datiem, sākot ar 2017.gada 1.janvāri, varēs lūgt tai piešķirt jaunu personas kodu bez dzimšanas datu norādīšanas, kā to paredz likumprojektā ietvertais Iedzīvotāju reģistra likuma pārejas noteikumu papildinājums. Jaunais piešķirtais kods gan būs nemainīgs. Aizsardzības, iekšlietu un korupcijas novēršanas komisijas vārdā aicinu jūs atbalstīt šo likumprojektu pirmajā lasījumā.".
