• 2015_09_17_317-seq251 spokenText "Labdien, dārgie radioklausītāji! Es vēlos runāt par trim šodienas sēdes jautājumiem. Visi šie jautājumi ir saistīti ar atbildību. Pirmais jautājums ir saistīts ar bēgļu uzņemšanu Latvijā. Šis jautājums, manuprāt, ir pats aktuālākais, ja ne visaktuālākais, par ko mums faktiski vajadzētu parlamentā runāt. Tā vietā, protams, mēs runājam par tekošiem likumprojektiem, lai gan situācija ar bēgļiem, kā mēs redzam no plašsaziņas līdzekļiem, kļūst arvien draudošāka. Jāsaka, ka es kā Nacionālās drošības komisijas sekretārs neesmu tiesīgs runāt par to, ko mēs komisijā runājam, taču es gribētu atzīmēt, ka man ir radies tāds iespaids, ka valdība, atbildīgā ministrija, kā vienmēr nav uzdevumu augstumos tajā ziņā, ka viņi nemāk runāt ar sabiedrību, nemāk skaidrot to, ko viņi dara. Jo, ja mēs palūkojamies, kāda šī situācija ir, tad redzam, ka joprojām nav skaidrs valdības redzējums, ko mēs darīsim ar tiem bēgļiem, kur mēs viņus izmitināsim. Sabiedrībai šie jautājumi ir, un tos apiet nevar, un, es domāju, tas, ko vajadzētu darīt šobrīd, ir – tiešām skaidrot. Kas tā vietā notiek? Valsts prezidents Vējonis pieņem... izdod rīkojumu, es atvainojos... izdod kopā ar Straujumas kundzi rīkojumu, kurā nosprauž konkrētus termiņus. No malas izskatās, ka Valsts prezidents kaut ko uzdod, bet būtībā, ja mēs paskatāmies gan no tiesību viedokļa, gan no faktiskās situācijas apstākļiem, tad redzam, ka nekāds darbs netiek uzdots un Valsts prezidents līdzparaksta – kontrasignē, ja mēs tā precīzi juridiski runājam, – pienākumus, ko pati Ministru prezidente sev uzdod. Tātad vajag tikt skaidrībā ar to pašu sarežģīto, svarīgo jautājumu – ko tad mēs darīsim ar šiem bēgļiem. Ir varbūt labi, veiksmīgi piemēri, teiksim, Ungārijas normatīvais regulējums, kas šobrīd paredz sodus par viņu valsts robežas šķērsošanu. Protams, viņu situācija ir daudz dramatiskāka, jo viņi atrodas uz tranzīta ceļa, kurā bēgļi pārvietojas uz bagātām Rietumu valstīm – uz Vāciju, uz Austriju. Taču tajā pašā laikā tā vietā, lai mēs strauji kaut ko darītu, notiek nemākulīga komunicēšana ar sabiedrību. Tas būtu viens. Otrs aktuālākais jautājums, kas arī saistīts ar atbildību, ir jautājums par demisijas pieprasīšanu Dzintaram Rasnačam. Es te nedaudz oponēšu kolēģim no Latvijas Reģionu apvienības. Jo situācija... protams, kolēģim bija taisnība. Balsojumā atturēties nozīmē balsot pret demisijas pieprasījumu, taču šeit tomēr ir būtiska nianse. Tas bija pārdomāts, nopietns solis, jo būtībā, ja mēs tā palūkojamies uz esošo valdību... “No sirds Latvijai” neatbalsta šo valdību, nav atbalstījusi un neatbalstīs. Runa ir par to, ka šajā valdībā noteikti ir daudzi citi ministri, kuru demisijas pieprasīšana ir aktuāla. Konkrēti, teiksim, mans viedoklis, ka Anrijs Matīss nav savā vietā... Un, ja mēs tā palūkojamies... teiksim, šeit mēs redzam, ka... teiksim, šeit Latvijas Reģionu apvienība kopā ar mani nespēj savākt vairāk par deviņiem parakstiem. Un, ja mēs tā palūkojamies... Mesties pret jebkuru ministru, kurš varētu strādāt labāk... Un, protams, Dzintars Rasnačs varētu strādāt labāk, kā ikviens no mums. Es nedomāju, ka tas ir prāta darbs – ar visiem spēkiem graut esošo valdību. Ja mēs runājam par Dzintaru Rasnaču, tad es domāju, ka savā ziņā jāpiekrīt Kārlim Šadurskim, kas izteicās, ka ir jādod kaut kāds zināms uzticības mandāts. Es domāju, ka ministram ir jāspēj tikt galā gan ar pedofilu jautājumu, gan ar maksātnespējas administratoru samilzušo jautājumu. Un, es domāju, demisijas pieprasīšana... šī konkrētā diena Dzintaram Rasnačam paliks atmiņā līdzīgi varbūt kā citas viņam šausmīgas dienas viņa dzīvē, jo situācija nav, protams, patīkama, un viņam būs jāspēj pierādīt, ka tomēr šis uzticības mandāts ir bijis tā vērts, ka mēs viņam to devām. Trešais jautājums, par ko es gribu runāt, protams, ir arī saistīts ar atbildību. Tas ir jautājums par likumprojektu “Grozījumi Parlamentārās izmeklēšanas komisiju likumā”, un tādā ļoti lakoniskā veidā es varētu izstāstīt, ka faktiski šie grozījumi ir saistīti ar apstākli, ka, sākot šīm divām konkrētām komisijām – “Citadeles” lietas un Zolitūdes lietas izmeklēšanas komisijai – darbu, opozīcijas deputāti, kas bija šajās komisijās, saprata, ka situācija ar šo komisiju galaziņojumiem var izveidoties ļoti analoģiska tai situācijai, kāda bija savulaik izveidojusies saistībā ar “Latvijas Krājbankas” lietas izmeklēšanas komisijas darbu. Respektīvi, esošais normatīvais regulējums noteic, ka ir nepieciešams savākt visu izmeklēšanas komisijas deputātu parakstus, bet “Latvijas Krājbankas” gadījumā netika spēts savākt šos parakstus, un rezultāts bija tas, ka galaziņojums nenonāca līdz Saeimas sēdei un netika izskatīts, tātad netika pieņemts. Likuma grozījumi, kas šobrīd, tā teikt, ir izgājuši cauri Saeimai un stāsies spēkā pēc tam, kad Valsts prezidents tos izsludinās, paredz absolūto balsu vairākumu, kas ir nepieciešams, lai galaziņojums tiktu pieņemts. Un, protams, ja mēs paskatāmies šos notikumus kontekstā ar šonedēļ notikušo Zolitūdes lietas izmeklēšanas komisijas sēdi, tad man ir jāatzīmē, ka tieši tā arī notika, ka septiņi deputāti balsoja par atsevišķu konkrētu valsts amatpersonu uzvārdu iekļaušanu galaziņojumā, tādējādi norādot šīs personas kā tādas, kuras ir atbildīgas par būvkontroles vājināšanos Latvijā, kas zināmā mērā sekmēja to, ka šī traģēdija notika. Jo mēs, protams, nevaram pateikt, ka Valdis Dombrovskis, Anrijs Matīss, Juris Pūce, Artis Kampars vai Daniels Pavļuts paši ir vainīgi pie šī traģiskā, asiņainā notikuma, bet katrā ziņā viņi ir vainīgi pie tā, ka valstī tika vājināta būvkontrole. Un, protams, ja mēs paskatāmies, šīs septiņas balsis... Es domāju, bija liels kārdinājums, bez šaubām, arī frakcijai VIENOTĪBA balsot pret šo likumprojektu, bet es atļaušos oponentus un politiskos pretiniekus uzslavēt par to, ka viņi vīrišķīgi pārvarēja šo kārdinājumu, lai gan, neslēpšu, pirms konkrētās Zolitūdes lietas izmeklēšanas komisijas sēdes daži deputāti no VIENOTĪBAS teica: ja tie uzvārdi tomēr parādīsies, tad pastāv liela iespēja, ka šis likums, tā teikt, neizies cauri. Tā ka, es domāju, šeit tomēr mēs runājam par politisko atbildību un tauta no mums gaida konkrētus darbus un vārdus, lai vēlāk varētu arī šādā veidā, es domāju, sistēma, teiksim, pašķīstīties. Es domāju, sistēmai ir jāspēj pašai atzīt savas kļūdas, secināt šīs kļūdas, lai varētu šo sistēmu uzlabot. Tas ir pirmais solis. Pirmais solis ir šī vainas apziņa, pašanalīze, un, es domāju, ka šie grozījumi Parlamentārās izmeklēšanas komisiju likumā ir tāds neliels solītis tajā virzienā, jo galu galā, teiksim, nevar strādāt valsts, kura, kā izteicās viens no izmeklēšanas komisijas locekļiem – Burvis, soda nevainīgos un uzteic vainīgos.
