Saeimas šodienas sēdes darba kārtībā, manuprāt, bija divi tādi svarīgāki jautājumi: viens bija par iespēju jauniešiem jau no 16 gadu vecuma iesaistīties vismaz pašvaldību vēlēšanās un otrs – par tieslietu ministra demisijas pieprasījumu. Ja runājam par jauniešiem, tad bieži vien dzirdam, ka jaunieši par maz interesējas par to, kas notiek valstī, par to, kas notiek pašvaldībās, bet dažreiz mēs paši nedodam jauniešiem iespējas sevi izpaust. Kriminālatbildība jauniešiem iestājas jau no 14 gadiem, pase jāsaņem jau faktiski 15 gadu vecumā, bet joprojām mūsu valsts politiķi baidās dot jauniešiem no 16 gadu vecuma iespēju nobalsot savas pašvaldības vēlēšanās. Mūsu frakcija, Latvijas Reģionu apvienības frakcija, uzskata, ka tieši šī iespēja varētu vairāk pašus jauniešus iesaistīt pašvaldības darba izvērtēšanā un arī pašvaldība būtu vairāk ieinteresēta sadarboties ar jauniešiem, uzklausīt viņu viedokli. Un, mūsuprāt, tas varētu lielā mērā risināt, vismaz pastarpināti, arī tādas problēmas kā demogrāfija un emigrācija, jo šādā gadījumā jaunietis jau no 16 gadu vecuma būtu vairāk iesaistīts vietējā pārvaldē, viņam būtu iespēja aktīvāk izteikt savus priekšlikumus un, protams, panākt šo priekšlikumu izvērtēšanu domes sēdēs. Turklāt jāteic, ka Eiropas Padome jau pirms vairākiem gadiem ir izteikusi atbalstu šādai idejai. Un arī Igaunijā šāda iespēja jau ir. Tātad Igaunijā jaunieši jau no 16 gadiem var vēlēt pašvaldību vēlēšanās. Es ceru, ka arī Latvijā šāda iespēja tiks dota. Diemžēl jāsaka uzreiz, ka vairums deputātu pat nebalsoja pret šo priekšlikumu, bet vienkārši atturējās. Manuprāt, tāda atturēšanās parāda deputātu nevēlēšanos iedziļināties jautājuma būtībā, varbūt arī nelielas bailes no skaidras atbildes sniegšanas, vai viņi ir “par” vai “pret” šo priekšlikumu. Visplašākās debates Saeimā izvērtās saistībā ar pieprasījumu tieslietu ministra demisijai. Un savā runā es pieminēju, ka mēs bieži vien gan valdībām, gan koalīcijām pieliekam klāt kādu epitetu. Piemēram, iepriekšējā Saeimā koalīcija tika vismaz kādu laiku saukta par tiesiskuma koalīciju. Un, manuprāt, patiešām kādu laiku, kādu brīdi tiesiskums bija ļoti svarīga prioritāte gan koalīcijā, gan visā Saeimā, gan arī valdībā. Bet, izvērtējot pašreizējās valdības darbu pēdējo 10 mēnešu laikā, jo attiecīgā valdība tik ilgu laiku darbojas, nu jāteic, ka tas atbilstošākais vārds tomēr ir “mazspēja”. Un, ja runājam par Tieslietu ministriju, tad jāteic, ka, piemēram, maksātnespējas administratoru sistēmas sakārtošanā tieslietu ministrs nav veicis pietiekoši... vajadzīgās reformas un šī sistēma joprojām ir nesakārtota, un Tieslietu ministrijas darbība raksturojama atkal ar to pašu vārdu – “mazspēja”. Latvijas Reģionu apvienība nevarēja balsot citādāk, kā tikai atbalstīt tieslietu ministra demisiju, jo mūsu frakcija nekad nav balsojusi “par” ministra apstiprināšanu, nav arī balsojusi “par” šīs valdības apstiprināšanu. Jo jau pašā sākumā... Kā jau teicu, pirms 10 mēnešiem, kad tika ievēlēta šī Saeima, mūsuprāt, valdība netika izveidota tā, lai izpildvara varētu patiešām strādāt izvirzīto mērķu un izvirzīto uzdevumu izpildīšanai. Diemžēl joprojām valdība tiek veidota atbilstoši tradīcijām (šis vārds arvien ir populārs Saeimā), un visi redz, ka atsevišķas ministrijas tiek vienkārši sadalītas atbilstoši politiskajām partijām. Un tas, protams, neveicina izaugsmi. Un Nacionālā apvienība, piemēram, par Tieslietu ministriju atbild jau kopš 2006.gada. Tajā pašā laikā jāatzīst, ka Latvijas Reģionu apvienību priecē, ka vismaz daļa opozīcijas beidzot ir pievienojusies jau pirms tam mūsu izvirzītajai iniciatīvai – tomēr izvērtēt vairāku valdības ministru darbu un prasīt atbildību par neizdarībām. Atgādināšu, ka Latvijas Reģionu apvienība tika pieprasījusi satiksmes ministra Anrija Matīsa un vides aizsardzības un reģionālās attīstības ministra Kaspara Gerharda profesionalitātes izvērtēšanu. Tomēr toreiz šīs mūsu iniciatīvas netika atbalstītas. Un noslēgumā vēlos izteikt nožēlu, ka tāds mazspējas “vīruss” arvien biežāk, vispār ļoti bieži tiek izmantots Saeimā. Un arī šodien mēs redzējām, ka arī attiecībā uz ministra demisijas pieprasījumu daļa deputātu nevarēja nobalsot, precīzi un skaidri paužot savu nostāju ar “par” vai “pret”, bet nospieda pogu “atturas”. Tā ir tāda kā slēpšanās, jo pēc būtības tas nozīmē, ka deputāti tomēr ir slēpti balsojuši “pret”, nospiežot pogu “atturas”. Tā ir tāda iespēja gan jums, vēlētājiem, gan žurnālistiem skaidrot kādas nianses, ka, lūk, dodam avansu, šajā gadījumā – ļaujam Rasnača kungam strādāt tālāk. Bet, protams, to, kas tas par avansu un cik ilgi tas būs spēkā, neviens nezina. Paldies, ja ieklausījāties.".
