(Zālē smiekli, starpsaucieni.) Dāmas un kungi! Mēs zinām, ka pavisam nesen, vēl iepriekšējā Saeimā, kādu laiku pietiekami populārs bija tāds vārdu salikums kā “tiesiskuma koalīcija”. Varat piekrist, varat nepiekrist, bet šķiet, ka vismaz kādu brīdi patiešām tiesiskums bija ne vien pasludināts, bet arī tika virzīts par vienu no galvenajām koalīcijas (līdz ar to - visas Saeimas) darba prioritātēm. Arī valdības var definēt dažādi: pārmaiņu vai izaugsmes valdība, stabilitātes valdība. Piedodiet, bet šai par piemērotāko tomēr atrodam jēdzienu “mazspējas valdība”. Un ne jau Rasnača kungs ir šī epiteta vienīgais vaininieks, lai gan - nenoliegsiet! - viens no būtiskākajiem. Piemēram, par maksātnespējas administratoru sistēmu runājot, tieši “mazspēja” ir vārds, kas pirmais nāk prātā, ja nepieciešams raksturot ministrijas veiktās rīcības šīs jomas sakārtošanā. Par pedofilijas, vardarbības un dzimumnoziegumiem lielāki eksperti ir SASKAŅAS frakcijas deputāti, tāpēc šiem jautājumiem savā runā nepieskaršos. Vēlos atgādināt, ka jau pašā pamatā pirms 10 mēnešiem valdība tika izveidota atbilstoši līdz tam sen iedibinātajām tradīcijām, kas īsti neveicina progresu un tik nepieciešamās un bieži piesauktās reformas izpildvarā. Varbūt izņemot dažas, par kurām neviena partija ilgu laiku īsti nevēlējās uzņemties atbildību. Vairums ministriju tika sadalītas atbilstoši, tā teikt, partiju tradicionālajām vērtībām un iepriekš iestaigātajām takām. Tā, piemēram, Tieslietu ministrija Nacionālās apvienības pārziņā (ar pavisam nelielu pārtraukumu pa vidu) ir jau kopš 2006.gada. Jau sākotnēji Latvijas Reģionu apvienības frakcija nevarēja atbalstīt šo valdību un nebalsoja “par” Dzintaru Rasnača kungu ministra amatā, tāpat kā tā nebalsoja “par” valdību kopumā, kuras izveides principi jau pašā sākumā ir balstīti partejisko interešu apmierināšanā, nevis veicamo darbu un izvirzīto tautsaimniecības mērķu sasniegšanā, kur arī tiesiskuma stiprināšanai patiešām būtu jāierāda atbilstoša vieta. Redzot, kā šī valdība kopumā 10 mēnešu laikā ir demonstrējusi savu mazspēju pieņemt lēmumus daudzās valstij svarīgās jomās, Latvijas Reģionu apvienības frakcija nevar atbalstīt Dzintara Rasnača palikšanu amatā un atbalsta ministra demisijas pieprasījumu. Latvijas Reģionu apvienība, pirms pieņemt lēmumu, konsultējās ar vairākām sabiedriskajām organizācijām, no kurām neviena nav paudusi viedokli, ka Rasnača kungam būtu jāsaglabā ieņemamais amats. Piemēram, Latvijas Iekšlietu darbinieku arodbiedrība ir publiski nosodījusi ministra bezdarbību un neieinteresētību savas nozares problēmjautājumu risināšanā. Vēl arī personīgi palūdzu kādreizējam tieslietu ministram Jānim Bordānam, kā viņš varētu raksturot pašreizējā ministra darbu. Atbildi saņēmu vienā vārdā: “Nekā!” Apliecinājumu šim un reizē arī atbalstu Latvijas Reģionu apvienības frakcijas lēmumam netieši ir sniegusi arī valdības vadītāja Laimdota Straujuma. Lai gan šonakt esam saņēmuši... (No zāles dep. A.Kaimiņa starpsauciens: “Nē, šodien!..”)... šorīt no rīta, bet faktiski var teikt - šonakt... formālu atbildi uz mūsu lūgumu sniegt viņas personīgo vērtējumu par tieslietu ministra Dzintara Rasnača darbu, tomēr, kā redzam, arī šodien viņa nav uzskatījusi par nepieciešamu ierasties un izteikt kādus vārdus ministra aizstāvībai. Jāatzīst, ka Latvijas Reģionu apvienība priecājas, ka vismaz daļa opozīcijas beidzot ir pievienojusies jau pirms tam mūsu izvirzītajai iniciatīvai - izvērtēt vairāku valdības ministru darbu un prasīt atbildību par neizdarībām viņu pārvaldītajās nozarēs. Atgādināšu, ka tika pieprasīts satiksmes ministra Anrija Matīsa un vides aizsardzības un reģionālās attīstības ministra Kaspara Gerharda profesionalitātes un atbilstības ieņemamajam amatam izvērtējums. (No zāles dep. A.Kaimiņš: “Mums vajag vienu balsi!”) Runas noslēgumā vēlos izteikt cerību, ka iepriekš pieminētais mazspējas vīruss nav piemeties arī Saeimas deputātiem. Manuprāt, tik svarīgā jautājumā kā veselas - pareizāk sakot, īsti neveselas! - jomas tālākā likteņa izlemšana Saeimas deputātiem ir jābūt spējīgiem paust savu viedokli un vēlētāju gribu, attiecīgi balsojot vai nu “par”, vai “pret” pieprasītajām pārmaiņām Tieslietu ministrijas vadībā.
