Tomēr šoreiz es jūs aicinu iedziļināties šajos dokumentos, kurus izpildvara mums piedāvā apstiprināt. Un vai tiešām jūs, deputāti, esat ar mieru, ka izpildvara mūs uzskata par balsošanas mašīnām, jo viss jau pirms tam ir izlemts un sadalīts? Kāda tad nozīme Saeimā ir lemt par budžetu un apropriāciju pārdalēm, ja izpildvara jau sen visu ir ne tikai izlēmusi, bet arī jau izdarījusi? Cienījamie deputāti! Šobrīd jums tiek piedāvāts formāli nobalsot un apstiprināt to, ko valdība jau izlēma februārī. Mēs atļaujam pārdalīt naudu no plānotajiem līdzekļiem Latvijas dalībai Expo 2015, lai apmaksātu dalības maksu Eiropas Kosmosa aģentūrā, turklāt jau par nākošo, 2016., gadu. (No zāles dep. A.Lejiņš: “Viss ir pareizi!”) Vēršu uzmanību, ka lēmums par 1,3 miljonu pārdali 2016.gada dalības maksai Eiropas Kosmosa aģentūrā valdībā tika pieņemts jau šī gada 17.februārī, un turklāt Izglītības un zinātnes ministrija par šo lēmumu jau pasteidzās informēt Eiropas Kosmosa aģentūru, kura arī naski izrakstīja rēķinu un to atsūtīja jau februārī. Lieki piebilst, ka līguma indikatīvais maksājumu grafiks paredz veikt maksājumus katru gadu, turklāt maksājumu sadalot trīs daļās. Bet mēs taču varam vienā gadā veikt divus maksājumus! Kāpēc ne? Nevienā no iesniegtajiem dokumentiem nav ne rindiņas, kāpēc mums būtu jāveic šādi avansa maksājumi, kāds izdevīgums ir valstij, nodokļu maksātājiem. Bet kuru tad tas interesē? Iepazīstoties ar pieejamo informāciju, neatbildēts ir arī jautājums, vai ir bijuši alternatīvi piedāvājumi Expo 2015 naudas pārdalei. Ja jā, tad kur tie ir? Kur ir redzami šo priekšlikumu saraksti? Deputātiem nav pat vēlmes uzdot šos jautājumus. Un šādā režīmā, domāju, būtu tikai godprātīgi nodokļu maksātājiem atzīties, ka valsts budžeta jautājumi sen vairs nav Saeimā diskutējamie jautājumi, bet tos izlemj un īsteno izpildvara. Es domāju, ka tas, ko teica Nacionālās apvienības pārstāvis, - ka Saeima taču ir augstākā lēmējvara un šeit lēmumi jāpieņem... Es domāju, turpiniet dzīvot ilūzijās, ka jūs turpināt šeit lēmumus pieņemt! Paldies.".
