Domāju, ka visi būtu ieguvēji, ja Fiskālās disciplīnas padomē būtu drosmīgi cilvēki ar savu viedokli, jo patiesībā padome ir kā sargsuns, mājas sargs, kas uzrauga, vai pieņemtie lēmumi atbilst valsts ilgtermiņa politikai, Latvijas ilgtspējīgai attīstībai, un mēs ikviens gribētu, lai uz mājas sargu mēs varam paļauties. Uzskatām, ka padomes loceklim ir jābūt augsta līmeņa profesionālim ar akadēmisku izglītību, zināšanām tautsaimniecībā, finanšu sistēmā un budžeta veidošanā, viņam ir jābūt arī Latvijas patriotam, mūsu valsts, katra nodokļu maksātāja, iedzīvotāja, uzņēmēja interešu aizstāvim. Uzskatu, ka tāds ir Tālis Laizāns. Īpaši vēlos akcentēt viņa akadēmiskās zināšanas: divi zinātņu maģistra grādi (ekonomikas zinātnēs un inženierzinātnēs), 10 zinātniskās publikācijas (to skaitā par riska kapitāla attīstību ietekmējošiem faktoriem un par alternatīvo finanšu instrumentu attīstību Latvijā), dalība daudzos pētniecības projektos (to skaitā par sabiedrības iesaisti sociālās inovācijas procesos, lai nodrošinātu Latvijas ilgtspējīgu attīstību). Un tas viss apvienots ar praktiķa zināšanām, kas iegūtas, vadot gan Latvijas Republikas Vērtspapīru tirgus komisiju, gan lielus uzņēmumus. Viņa zināšanas un pieredze ieguldīta Rīgas Tehniskajā universitātē, piedaloties vairākos pētījumu projektos un pasniedzot tādu priekšmetu kā “Finanšu tirgi un investīcijas, finanšu riski un uzņēmējdarbības ekonomika”.
