Dāmas un kungi! Mazliet vairāk nekā pirms divdesmit pieciem gadiem, 1990.gada 4.maijā, šajā pašā zālē tautas brīvi ievēlēti priekšstāvji izšķīrās par Latvijas neatkarības atjaunošanu. Tolaik mēs visi kopā skaidri un droši paudām, ka gribam paši lemt par savu dzīvi, būt kopā kā nācija un valsts. Nākotne bija neskaidra un nedroša, skanēja arī piesardzīgas un skeptiskas balsis. Taču, Latvijas tautas iedrošināti, Augstākās padomes deputāti izšķīrās par šo svarīgo soli, skaļi pasakot visai pasaulei: mēs neesam katrs pats par sevi, mēs stāvam visi kopā, plecu pie pleca, vienotam mērķim, savas suverēnas un demokrātiskas valsts vārdā. Kopš tā laika ir pagājuši divdesmit pieci gadi, un man šodien ir tas gods uzņemties Latvijas Valsts prezidenta pienākumus. Esmu daudz domājis par šo godājamo amatu, par to, ko tas iemieso un kas jāpaveic prezidentam. Ir profesijas, kurās labus profesionāļus viegli nošķirt no sliktiem. Tajās ir skaidri un vispāratzīti kritēriji. Biznesā tā ir peļņa; zinātnē tie ir atklājumi; sportā – rezultāti. Domāju, ka mēs daudzi, šeit klātesošie esam ikdienā aizdomājušies par sekmju kritēriju politikā. Kas īsti ir tas, pēc kā mēs mērām sava darba rezultātus? Par to domādams, esmu sev atradis skaidru atbildi. Proti, svarīgākais ir tas, ka esi sekmējis savas valsts attīstību, ka cilvēki ir pārtikušāki, laimīgāki, patriotiskāki un drošāki nekā tad, kad šos pienākumus uzņēmies. Katram no mums ir jāapzinās, ka Latvijas veiksme ir atkarīga no katra mūsu cilvēka veiksmes. Savukārt veiksme ir atkarīga no mūsu attieksmes. Šī attieksme vispirms ir lepnums par savu valsti un tās cilvēkiem. Mēs bieži piemirstam to, cik lieliski, gudri un pašaizliedzīgi cilvēki dzīvo mums apkārt. Arī to, ka katra Latvijas cilvēka sasniegums ir sasniegums mūsu valstij kopumā, iemesls lepoties katram Latvijas patriotam. Ar to es nedomāju vienīgi pasaules līmeņa izcilības mākslā, zinātnē un sportā, lai gan arī tās būtu pelnījušas vairāk novērtējuma pašu mājās. Es domāju tos daudzos cilvēkus, kuri ikdienā pašaizliedzīgi dara savu darbu, palīdzēdami citiem, – ārsti, kas glābj citiem dzīvības, skolotāji, kas māca jaunos profesionāļus, uzņēmēji, kas rada darba vietas. Viņi visi ir pelnījuši mūsu novērtējumu ikdienā caur pozitīvu attieksmi, uzmundrinājumu un atzinību – nevis tikai ordeņus un godazīmes kā apliecinājumu jau paveiktajam. Uz šādiem cilvēkiem balstās Latvija un tās nākotne. Tieši šī ir perspektīva, kurā es redzu savu darbu Valsts prezidenta amatā. Vēlos mudināt padomāt par to, kāda izskatīsies Latvija nākamajā simtgadē; kādus praktiskus darbus mēs varam paveikt, lai mūsu mazbērni būtu lepni šeit dzīvot, strādāt un veidot ģimenes. Tā ir lieta, ko reizēm pazaudējam no skata ikdienas partiju un interešu grupu cīņās, – spēja saskatīt būtisko un paliekošo. Dzīvajā dabā svarīgās lietas notiek ilgākā termiņā; no zīles nevar radīt ozolu vienā acumirklī. Tomēr ir svarīgi, lai tā zīle būtu un tai būtu radīti apstākļi attīstībai, – tad arī ozols neizpaliks. Arī politikā mums ir jāspēj pieņemt lēmumus ilgākā termiņā. Tie ir lēmumi un reformas, kuru augļus pilnā mērā baudīs tikai mūsu pēcteči. Darbs pie šādas tālredzīgas politikas prasīs no Valsts prezidenta stingru politisko neitralitāti. Prezidentam ir jāspēj līdzsvarot dažādās intereses par labu valsts kopējai attīstībai. Tieši tādēļ pie prezidenta būs gaidīts ikkatrs, kurš ir gatavs konstruktīvam darbam. Valsts prezidents nav tikai skaista durvju izkārtne. Viņam ir jābūt praktiskam palīgam visiem, kas vēlas strādāt valsts labā gan iekšpolitiski, gan ārpolitiski. Mums jāspēj cilvēcīgi sarunāties, turoties pie kopīgā un vienojošā, tā vietā, lai pārspīlēti uzsvērtu domstarpības. Diemžēl Latvijā bieži mēdz runāt par “sašķeltu” sabiedrību. Šo tēmu ir iecienījuši arī mūsu nelabvēļi citās valstīs. Tomēr pašiem pārspīlēt un izcelt sašķeltību nav nedz gudri, nedz patriotiski. Paskatīsimies apkārt, un mēs ieraudzīsim daudz lietu, kas vieno mūs visus. Nav šaubu – mums ir jāstrādā pie mūsu valsts pamatu stiprināšanas, lai tie kļūtu pašsaprotami katram Latvijas iedzīvotājam. Mums ir jāstrādā arī pie kopīgas izpratnes par Latvijas vēsturi. Taču nav nekādu atšķirīgu “latviešu” un “nelatviešu” veidu, kā art zemi vai sēt labību. Mūsu pretrunas ir jārisina praktiskā, tālredzīgā darbā, nevis skaļos skandālos un ķīviņos. Šeit politiķiem piemēru bieži rāda citas jomas. Latvijai tādēļ nav mazāk iemesla lepnumam, ka starp pasaules labākajiem tenoriem mūs pārstāv tieši Aleksandrs Antoņenko; ka izcilāko fiziķu vidū mūsu valsts vārdu nes tieši Vjačeslavs Kaščejevs. Arī toreiz, kad pirms pusotra gada Zolitūdē sabruka lielveikals, nebija svarīgi, kādai tautībai piederēja cietušie un kādai – pašaizliedzīgie glābēji. Bija svarīgi glābt dzīvības, Latvijas cilvēku dzīvības. Tādus piemērus varētu nosaukt daudzus. Tāpēc atcerēsimies, ka mīlestība ir spēcīgāka par aizvainojumu un ka piedošana ir spēcīgāka par naidu. Pieskaroties praktiskām lietām, galvenais darbs ir valsts drošības stiprināšana. Tas ir grūtāks uzdevums, nekā varētu izklausīties. Šobrīd daudzi Eiropā ir kā pamodušies no ilga miega. Mūsu kaimiņvalsts agresīvā rīcība Ukrainā parāda, ka militārajai un tehnoloģiskajai drošībai joprojām pasaulē ir liela loma. Arī mums tas ir jāapliecina – ne tikai vārdos, bet arī darbos. Protams, nozīmīga nav tikai militārā drošība. Pie nacionālās drošības pieder arī katra Latvijas iedzīvotāja drošība par savu dzīvi un savas ģimenes nākotni Latvijā. Katrs mazulis, kura vecāki ir devušies strādāt uz ārzemēm, katrs pensionārs, kura bērni citā valstī pelna naudu kredīta nomaksāšanai, katrs jaunietis, kurš jau vidusskolā sapņo, kā brauks strādāt citur, ir mazs robiņš mūsu nacionālajā drošībā. Lai padarītu mūs ekonomiski drošākus, mums nav jāizgudro no jauna velosipēds. Mums vienkārši ir jārūpējas, lai mūsu darbs būtu produktīvāks, lai mēs piesaistītu investīcijas, radītu labi apmaksātas darba vietas. Ir jāizmanto un jāattīsta ar prasmi tās lietas, kas nodrošinās Latvijas attīstību gan īstermiņā, gan ilgtermiņā, atbildīgi izturoties pret Latvijas pasakaini skaisto dabu un nodrošinot šīs unikālās vērtības saglabāšanos. Mums kopīgi jāpanāk, lai Latvijā nevienam neliktos pievilcīgas dažādas greizas un populistiskas idejas, kuras izplata mūsu nelabvēļi. Piemēram, par to, ka Latvijas integrācija Rietumu pasaulē un ekonomikā esot neveiksmīga, ka mums tur tikai darot pāri, ka daudz pievilcīgāki esot citi scenāriji un perspektīvas Austrumos. Visiem jāapzinās, ka drošību un labklājību Latvijai sniegs tālāka un dziļāka sadarbība ar mūsu partneriem Eiropas Savienībā un NATO. Latvijai šeit ir gan jāpauž labvēlība un solidaritāte pret citām valstīm, gan arī jāmācās veiksmīgāk un efektīvāk aizstāvēt pašai savas intereses, kas iepriekš ne vienmēr ir izdevies. Drošība ir vajadzīga arī mūsu uzņēmējiem. Līdz šim reizēm esam negribot nostādījuši mūsu uzņēmīgākos cilvēkus pret valsti, bieži mainot nodokļu likmes, pieņemot grūti saprotamas normas un likumus. Kā Valsts prezidents es iestāšos pret šādu praksi. Valsts pārvaldei ir jāstrādā saprotami un prognozējami. Katra tās kustība un izmaiņas ir apsveramas un izvērtējamas sadarbībā ar sociālajiem partneriem. Es aicinu mūs ikreiz aizdomāties: varbūt tieši šodien politiķu patvaļīgi pieņemtais lēmums apdraudēs kāda uzņēmuma eksistenci, kurš dod darbu un ienākumus daudzām ģimenēm. Valsts pārvalde nedrīkst darboties atrauti no saimnieciskās dzīves, ir jārespektē to cilvēku intereses, kas ne tikai maksā nodokļus un rada jaunas darba vietas, bet arī dod mums visiem pamatu lepnumam par mūsu valsti. Galu galā Latvijā tiek izdomātas un ražotas fantastiskas preces, kas spēj konkurēt daudzos pasaules tirgos. Tie visi ir uzņēmumi, kas jāsargā un jāattīsta, nevis jābiedē ar nodokļu izmaiņām un jaunām birokrātiskām prasībām. Visbeidzot drošība nozīmē arī valsts sociālo drošību. Aiz finanšu tabulām, aiz budžeta disciplīnas mums ikreiz ir jāsaskata konkrēti cilvēki, to dzīves gājums un vajadzības. Īpaši ir jādomā par tiem, kuriem šodien Latvijā klājas visgrūtāk, – pensionāriem, jaunām ģimenēm ar bērniem, cilvēkiem ar īpašām vajadzībām. Mums ar darbiem ir jāparāda, ka šie cilvēki mums ir vajadzīgi, ka mēs kā valsts un kā nācija esam gatavi solidāri par viņiem rūpēties – pat tad, ja kādam tas nozīmēs atteikties no jaunas luksusa mašīnas vai kārtējās savrupmājas. Nevienlīdzības mazināšanai ir nozīmīga arī reģionālā dimensija. Visi Latvijas reģioni ir tai vienlīdz piederīgi un pelnījuši vienlīdz daudz uzmanības un atbalsta. Domāju, tāpat kā par daudzām tēmām, mums visiem stāv priekšā nopietnas sarunas arī par reģionālo attīstību. Kā Valsts prezidents es uzskatu par savu pienākumu veidot platformu principiālām diskusijām, kuras vestu pie praktiskām izmaiņām. Reizēm attiecībā uz prezidenta darba prioritātēm tiek vaicāts: vai viņš vairāk būs “iekšpolitisks” vai “ārpolitisks”? Mana atbilde ir īsa: es negrasos nodalīt savu darbību iekšpolitikā un ārpolitikā. Lai kurā jomā arī man kā prezidentam būs jādarbojas, to vienmēr vadīs viens galvenais uzdevums – Latvijas valsts un tās drošības stiprināšana. Es ceru uz labu sadarbību ar visiem Latvijas politiskajiem spēkiem, ciktāl tie ir gatavi valstiskam darbam, un vienmēr rīkošos pēc principa: miers baro, nemiers posta. Vienlaikus es izmantošu ikkatru man Satversmē atvēlēto pilnvaru, lai sekmētu Latvijas valsts un tautas labklājību. Kā viens no svarīgākajiem uzdevumiem Valsts prezidentam tuvākajos gados būs palīdzēt pārvarēt to “ierakumu mentalitāti”, kura bieži valda mūsu politikā un sabiedrībā. Ikdienas pretrunu un domstarpību dēļ mēs esam zaudējuši spēju priecāties par kopīgo. Šaubu nav – mums pēdējos gados ir nācies pārvarēt nopietnas grūtības, ir daudz iemeslu arī rūgtumam. Tomēr doties uz priekšu mēs varēsim tikai tad, ja visi kopā leposimies ar Latviju un ar tās cilvēku sasniegumiem gan pašu mājās, gan citur pasaulē. Nebaidīsimies uzmundrināt tos, kuri uzsāk darīt kādu jaunu, nebijušu darbu. Nekautrēsimies priecāties, kad kāds no Latvijas nonāk pasaules mākslas un zinātnes virsotnēs. Novērtēsim to, ka Latvijas zinātnieki un ārsti dara unikālas un sarežģītas lietas. Šie ļaudis ir savējie – un kurš gan cits par viņiem priecāsies, kurš viņus iedrošinās, ja ne mēs paši šeit, Latvijā? Neaizmirsīsim, ka līdzās visiem trūkumiem un nebūšanām Latvijā joprojām ir izcila, auglīga augsne talantiem, idejām un inovācijām. Mums ir daudz talantīgu cilvēku, kuri ik dienas nes mūsu valsts vārdu pasaulē. Viņi visi mums ir savējie, un viņu veiksmes ir mūsu veiksmes – Latvijas veiksmes. Latvijas labklājība gan materiālā, gan garīgā nozīmē nav meklējama strīdos un nenovīdībā. Gluži pretēji, tā ir rodama visiem kopīgos veiksmes stāstos, kas dotu mums arī jaunu pārliecību par saviem spēkiem. Katrs Latvijas cilvēks, kas kaut ko pozitīvu sasniedz, mums ik dienas apliecina – tieši šeit tiek darītas lielas lietas, tieši Latvijas cilvēki ar savu izglītību, čaklumu un talantu pasaulē ir gaidīti un novērtēti. Ļaudis, kas pie mums ražo pasaules līmeņa tehnoloģijas, kas iekaro pasaules labākos sporta klubus un operteātrus, ir lepnums un iedrošinājums mums visiem. Savukārt šādā lepnumā ir rodams galvenais avots mūsu patriotismam un nacionālajai pašapziņai. Tāpēc ar lepnumu vēlos teikt: esmu lepns dzīvot Latvijā!
