Šo četru gadu laikā esmu sadarbojies ar 10., 11. un 12.Saeimu. Atzinīgi novērtēju kopīgo darbu likumdošanas procesā, kā arī attiecībā uz maniem likumu ierosinājumiem un otrreizējai caurlūkošanai nodotiem likumiem. Par vadmotīvu sadarbībai ar parlamentu allaž esmu uzskatījis kvalitatīva likumdošanas rezultāta sasniegšanu dialoga ceļā, meklējot kopējo sapratni diskutablos jautājumos. Domāju, ka tas mums ir izdevies. Godātie deputāti! Attiecībā uz likumdošanas iniciatīvām savā darbības laikā esmu vairākkārt vērsies Saeimā, lai piedāvātu izmaiņas spēkā esošajos normatīvajos aktos. Kopā rosināju grozīt 16 likumus, kā arī vairākiem likumprojektiem iesniedzu balsojamus priekšlikumus. Tāpat izdevu vairākus rīkojumus jomās, kur sadarbībā ar izpildvaru centāmies risināt sabiedrībā aktuālus jautājumus. Piemēram, Tieslietu ministrija izstrādāja priekšlikumus pārāk detalizēta un sīkumaina tiesiskā regulējuma novēršanai. Valsts prezidenta kanceleja un vairākas ministrijas piedāvāja ieviest ministru noteikumus. Atzinīgi novērtēju Ministru kabineta lemto, ka Tieslietu ministrijai sadarbībā ar citām institūcijām līdz nākamā gada beigām ir jāizstrādā priekšlikumi šī institūta izveidošanai. Savukārt, pamatojoties uz manu rīkojumu par priekšlikumiem lauksaimniecības zemes efektīvai un ilgtspējīgai izmantošanai, tika pieņemts lēmums par Zemes fonda izveidi, uz kura bāzes tika pieņemti atbilstoši likumu grozījumi. Pēdējo gadu laikā Saeima strādājusi pie likumdošanas iniciatīvas politisko partiju stiprināšanai un atbildības paaugstināšanai. Viens no likuma ierosinājumiem - nodrošināt nodokļu atlaides attaisnoto izdevumu veidā mazu summu ziedotājiem politiskajai partijai vai politisko partiju apvienībai - jau Saeimā ir pieņemts. Novēlu rudens sesijā turpināt darbu arī pie pārējiem šīs iniciatīvas likumprojektiem. Tāpat uzskatu, ka agri vai vēlu būs jāpalielina valsts finansējums politiskajām partijām, lai samazinātu interešu grupu ietekmi lēmumu pieņemšanā politiskajās partijās. Ievērojams valsts finansējuma īpatsvars politisko partiju budžetos ir Eiropas valstīs plaši pieņemta prakse. Lielākoties manis piedāvātās iniciatīvas tikušas iestrādātas normatīvajos aktos. Tomēr ir viena iniciatīva, kurai tikusi pievērsta pastiprināta uzmanība, bet kura tā arī nav tikusi pieņemta. Uzskatu, ka darbs jāturpina pie likumdošanas iniciatīvas izpildvaras stiprināšanas jomā, par ko esmu uzrunājis deputātus jau vairākkārt. Šā gada februārī Valsts prezidenta kancelejas rīkotajā starptautiskajā konferencē ārvalstu un pašmāju eksperti kopumā pauda atbalstu nepieciešamībai veikt attiecīgus grozījumus Latvijas Republikas Satversmē un Ministru kabineta iekārtas likumā. Šajā konferencē tika novērtēts, ka 11.Saeimai iesniegtā izpildvaras stiprināšanas iniciatīva jau ir devusi pozitīvas iezīmes Latvijas politiskajā procesā. Proti, debates par jaunu grozījumu nepieciešamību Satversmē ir veicinājušas to, ka, veidojot valdību, daudz lielākā mērā tiek ievērots pašreiz spēkā esošais Satversmes 55.pants. Tas noteic - Ministru kabinets sastāv no Ministru prezidenta un viņa aicinātiem ministriem. Lai vēl vairāk veicinātu premjera un viņa pārstāvētās partijas atbildību par savu komandu, jāgroza Satversme, nosakot, ka pietiktu ar Ministru prezidenta apstiprināšanu Saeimā. Pēc apstiprināšanas amatā tikai premjers izvēlētos ministrus, ar kuriem kopā strādāt, un viņam nebūtu jālūdz parlamenta atbalsts, lai tos ieceltu amatā. Tāpat nepieciešams ieviest tā saukto konstruktīvās neuzticības balsojumu, kas paredz, ka parlamenta deputātiem, ierosinot neuzticības izteikšanu tābrīža premjeram, vienlaikus jānorāda jaunā Ministru kabineta vadītāja vārds. Aicinu 12.Saeimas darbības laikā aktīvi pievērsties šo grozījumu izvērtēšanai. Godātie deputāti! Līdz šim jūs esat pieņēmuši 111 likumus - gan jaunus, gan grozot iepriekš pieņemtos. Pagājušā gada novembrī 12.Saeimas pirmajā sēdē aicināju jūs pārvērtēt iepriekšējās Saeimas pieņemtos grozījumus Maksātnespējas likumā. Likuma jaunā redakcija būtu ievērojami ietekmējusi hipotekāro kredītu ņēmēju izvēles brīvību, apdraudētu valsts atbalstītās pirmā mājokļa iegādes programmas īstenošanu un būtiski samazinātu darbaspēka mobilitāti attālajos reģionos. Lai arī pieņemtie grozījumi pirmajā brīdī varētu šķist vilinoši, tomēr minētie faktori neapšaubāmi veicinātu turpmāku iedzīvotāju emigrāciju, kas ir viens no lielākajiem apdraudējumiem Latvijas nākotnei. Esmu gandarīts, ka 12.Saeimas deputāti novērtēja riskus un pieņēma izlīdzsvarotāku lēmumu, situāciju labojot. Esmu arī gandarīts, ka šīs Saeimas sasaukuma laikā notikusi sadarbība ne tikai likumu izstrādes procesā, bet arī cenšoties rast risinājumus pavisam konkrētās situācijās. Sadarbībā ar Valsts prezidenta kanceleju un Tieslietu ministriju Saeimas Cilvēktiesību un sabiedrisko lietu komisijas un Sociālo un darba lietu komisijas kopsēdē šā gada sākumā tika skatīts jautājums par nepilngadīgas Latvijas Republikas pilsones interešu aizsardzību jautājumā par viņas nodošanu piespiedu adopcijā ārvalsts valstspiederīgajiem. Attiecīgās valsts parlaments tika aicināts izvērtēt situāciju un veikt pasākumus, lai Latvija saņemtu informāciju aprūpes lietās, kurās iesaistīti Latvijas nepilngadīgie pilsoņi. Cienījamās deputātes! Godātie deputāti! Aicinu atbildīgajā valsts budžeta un citu likumdošanas aktu pieņemšanas procesā gan šajā, gan nākamajos gados ņemt vērā mūsu valsts iedzīvotāju labklājībai un drošībai nozīmīgos jautājumus. To vidū noteikti jāmin ne tikai valsts ārējās drošības stiprināšanas uzdevums, bet arī administratīvi teritoriālās reformas turpināšanas nepieciešamība. Administratīvi teritoriālā reforma ir atslēga daudziem iekšzemes sasāpējušajiem jautājumiem, it īpaši ar izglītību un veselības aprūpes jomu saistītiem, kas neatliekami jārisina, lai nodrošinātu veselības aprūpes un izglītības pieejamību un kvalitāti valstī, un it sevišķi lauku apvidos un mazajās pilsētās. Pieminētie darba virzieni ir tikai neliela daļa no plašā jautājumu loka, ar kuriem jums nāksies saskarties jau nākamajā - Saeimas rudens sesijā. Paldies par veiksmīgo sadarbību! Priecīgus Jāņus!
