Salīdzinot būvniecības nozares regulējumu, kas bija līdz 2014.gada oktobrim, un pašreiz spēkā esošo, nākas secināt, ka jau šobrīd būvvaldēm būvniecības dokumentācijas (respektīvi, būvatļauju, apliecinājumu, karšu, paskaidrojuma rakstu) izskatīšanai un akceptēšanai tiek dots par divām nedēļām garāks laika periods, nekā to noteica šobrīd jau spēku zaudējušais likums. Deputāta Zariņa priekšlikums paredz šo termiņu pagarināšanu vēl vairāk. Priekšlikums ir balstīts uz vienas būvvaldes līdzšinējo praksi, kura nespēj iekļauties jaunā regulējuma jau tā pagarinātajos termiņos un problēmu cer atrisināt, grozot termiņus Būvniecības likumā, nevis ceļot savu kapacitāti vai pārskatot savas iekšējās, tas ir, būvvaldes, procedūras vai lietvedības aprites sistēmu. Tāpēc rodas pamatots jautājums: ko šī būvvalde darīs brīdī, kad savu aktīvu rotāciju sāks 2014.-2020.gada projekti? Nāksim atkal un lūgsim garākus termiņus? Nu, kolēģi, diez vai! Ir runa par kapacitātes celšanu iekšienē. Turklāt iesniegtais priekšlikums nav saskaņots nedz ar būvniecības nozares pārstāvjiem, nedz investoriem, nedz arhitektiem, nedz ikvienu citu, kas ir un būs saistīts ar būvniecības nozari. Tāpat priekšlikums negatīvi ietekmēs Latvijas vietu Pasaules Bankas Doing Business reitingā, kas ir starptautisks, valstis salīdzinošs uzņēmējdarbības vides reitings, kurā Latvija 2015.gadā ieņem 23.vietu 189 valstu konkurencē. Tomēr augstāku rezultātu neļauj sasniegt arī termiņi, kuros tiek izsniegta būvatļauja; šajā ziņā Latvija šīgada vērtējumā ieņem tikai 47.vietu. (Zālē ir pieaudzis troksnis. Sēdes vadītāja noklaudzina ar āmuru.) Salīdzinājumam: Lietuvai tā ir 20.vieta, Igaunijai - 15.vieta. Tātad kaimiņvalstīs, piemēram, ražošanas ēku būvniecība ir potenciālam investoram pievilcīgāka nekā Latvijā. Un tātad pagarināt būvniecības dokumentu izsniegšanas termiņus, kuri jau šobrīd ar jauno likumu ir garāki par divām... par vienu līdz divām nedēļām, nebūtu pieņemami. Kolēģi! Aicinu neatbalstīt deputāta Zariņa priekšlikumu un pie plašākas diskusijas par likumprojektu... nevis par likumprojektu, bet jau par likumu, Būvniecības likumu, atgriezties rudenī, sākot jauno sesiju.
