Zinu, ka daudzi no jums ir saņēmuši deputātes Jūlijas Stepaņenko vēstuli ar aicinājumu neatbalstīt šo manis uz trešo lasījumu iesniegto priekšlikumu, argumentējot ar to, ka tas, pirmkārt, satur būtiskus grozījumus otrajā lasījumā atbalstītajā šī panta redakcijā un, otrkārt, ka šī priekšlikuma atbalstīšana nozīmētu iznīcināt otrajā lasījumā atbalstīto normu par to, ka izglītības sistēma nodrošina izglītojamā tikumisko audzināšanu, kas atbilst Latvijas Republikas Satversmē ietvertajām aizsargātajām vērtībām - īpaši tādām kā laulība un ģimene. Uz to varu atbildēt, ka piekrītu pirmajam apgalvojumam, ka manis piedāvātais grozījums ir būtisks, citādi es netērētu mums visiem dārgo laiku ar priekšlikumu iesniegšanu un to argumentēšanu. Savukārt otrajam apgalvojumam, ka mans priekšlikums iznīcinās normu par tikumisko audzināšanu, tajā skaitā par laulības un ģimenes lomu mūsu sabiedrībā, ko Saeimas vairākums atbalstīja otrajā lasījumā, es kategoriski nepiekrītu. Tieši otrādi! Šī mana priekšlikuma mērķis ir pievērst uzmanību tam, ka laikā pēc Latvijas neatkarības atjaunošanas Latvijas izglītības sistēmā - un šeit es uzsveru: izglītības sistēmā, nevis pedagoga pienākumos! - audzināšanas funkcijai ir bijusi ierādīta tikai otršķirīga loma. Un tas attiecas ne tikai uz izpratnes radīšanu par ģimeni un laulību kā uz mūsu dzīves kategorijām, kas balstītas kristīgajās vērtībās, bet tas attiecas arī uz tādām dzīves kategorijām, kas saistītas ar audzināšanu, - uz tādām kā uzticība Latvijai, latviešu valodai kā vienīgajai valsts valodai, brīvībai, vienlīdzībai, solidaritātei, taisnīgumam, godīgumam, darba tikumam un visbeidzot arī ģimenei. Es tikko nocitēju tās saliedētas sabiedrības veidošanas pamatvērtības, kas ir minētas Latvijas Republikas Satversmes ievadā jeb preambulā. Un nosaucu tās tādā secībā, kā tās tur ir minētas. Kolēģi, vēlos atgādināt divas lietas: pirmkārt, to, ka Izglītības likums tika atvērts jau 11.Saeimas laikā ar mērķi nostiprināt valstiskās audzināšanas funkciju izglītības sistēmā. Un mans priekšlikums vistiešākajā veidā atbilst šim mērķim. Un, otrkārt, vēlos atgādināt, ka tieši pirms gada par katru vārdu manā priekšlikumā minētajā Satversmes ievadā, izsverot šo vārdu nozīmi, it sevišķi runājot par mūsu valsts pamatvērtībām, dedzīgi diskutēja gan Satversmes preambulas veidošanas darba grupas dalībnieki, gan Saeimas deputāti. Un 2014.gada 19.jūnijā šī preambula, pievienojot to Satversmei, šajā pašā zālē tika atbalstīta ar konstitucionālu balsu vairākumu. Un līdz ar to ar tādu pašu balsu vairākumu tika atbalstītas arī tajā uzskaitītās, mūsu valstī iedzīvināmās un spēkā uzturamās pamatvērtības. Es atkārtošu tās vēlreiz: latviešu valoda kā vienīgā valsts valoda, uzticība Latvijai, brīvība, vienlīdzība, solidaritāte, taisnīgums, godīgums, darba tikums un ģimene. Es vēlos jautāt: vai tad kaut kas šajās 360 dienās, kas ir pagājušas kopš pagājušā gada 19.jūnija, ir mainījies? Vai tad, pieņemot šo Satversmes ievadu, mēs nedomājām par to, ka visās dzīves jomās mūsu valstī būtu jārīkojas atbilstoši tajā minētajām pamatvērtībām, kas veido saliedētas sabiedrības pamatu? Es uzskatu, ka audzināšanas funkcijas īstenošana izglītības sistēmas ietvaros ir īpaši nozīmīga joma, kurā mums visas šīs uzskaitītās pamatvērtības vienādā mērā ir jāiedzīvina un jātur godā. Tāpēc esmu iesniedzis atbilstošu un, kā jau teicu, manuprāt, būtisku grozījumu Izglītības likuma 10.1 pantam un lūdzu tos deputātus, kuri ir ar mani vienās domās, šo grozījumu atbalstīt. Paldies. The wording of the article and, secondly, that the proposal to support this proposal would mean wiping out the standard of second reading, that the education system ensures educational upbringing, in line with the values of the Constitution of the Republic of Latvia, especially such as marriage and familyI can say that I agree with the first statement that the amendment I am proposing is essential; otherwise I will not waste all the precious time with proposals, and to argue to Savun for a second statement that my proposal will destroy the rule of upbringing, includingon the role of marriage and the family role in our society, which the majority of MPs supported in the second reading, I strongly disagree with Mr McCreevy: the aim of my proposal is to draw attention to the fact that, at the time of the reconstruction of Latvia's independence, the Latvian education system - and here II stress this: in the education system, not by the responsibilities of educators! - the education function has only been a secondary role, and this is not only about raising awareness about the family and marriage as the Christian values of our lives, but thisalso includes living categories linked to education, such as confidence in Latvia, English as the only language of the country, freedom, equality, solidarity, justice, fairness, labour force and, finally, the family I have just described as consolidatingthe fundamental values of building a society referred to in the introduction of the Constitution of the Republic of Latvia, or the preamble to the preamble, or in the order as they have been referred to by colleagues there, would like to remind you of two things: firstly, that the Education Act has already been opened to 11 Members. With the aim of strengthening the education function of the education system and my proposal is exactly in line with this objective, and secondly, I would like to recall that exactly one year ago, in my proposal for the Constitution, the meaning of those words is weighing up, in particular, on the meaning of those words, in particularas far as our country's fundamental values are concerned, the members of the Constitutional Preamble to the Constitution and on 19 June 2014 in this preamble, together with the Constitution, were bolstered by a constitutional majority in the same chamber. It was also supported by the same majority in our country to repeat its fundamental values once again: Latvian as the only language, confidence in Latvia, freedom, equality, solidarity, justice, integrity, work virtueand the family I want to ask: is there anything that has changed in these 360 days, which have passed since 19 June last year, is it changed? Or then, by adopting this Constitution introduction, we did not think that in all areas of life in our countryaction should be taken in the light of the fundamental principles of a cohesive society? I believe that the implementation of an education function within the education system is a particularly important area in which all of us must put all these fundamental values on an equal footing and keep honours. I have submitted an appropriate and, as I have already said, a substantive amendment to Article 10 1 of the Education Act and ask those Members who are with me that they support your amendment (DEP I cry and some more applauding)".
