Sabiedrībā ir liela daļa mūsu iedzīvotāju, kuri nav apmierināti ar to, kā darbojas juvenālās justīcijas iestādes, proti, bāriņtiesas. Šī neapmierinātība dažreiz izpaužas ar protestiem, ar piketiem. Jāatzīst, ka šī neapmierinātība ļoti bieži izpaužas ļoti populistiski, kas mūs tracina, un es to arī saprotu. Bet, no otras puses, ir jāatzīst, ka pastāv problēma. Un tas, ka neapmierinātība nenorimst, bet turpina attīstīties, liecina par to, ka dažreiz bāriņtiesas lēmumi ir formāli un patiesībā nodara vairāk ļaunuma nekā labuma, kā ir iecerēts šajā likumā un arī iekļauts bāriņtiesas kompetencē. Arī atzīstu, ka ļoti bieži bērns ir jāizņem no ģimenes - no tām ģimenēm, kur bērnu pazemo, sit, vispār neaudzina, bet drīzāk labi, ka vispār baro... Un tas ir ļoti nopietns izaicinājums mūsu sabiedrībai, ne tikai konkrētajam bērnam. Problēma pastāv. Nepieciešams tomēr nodrošināt tādus noteikumus, kas līdzsvarotu šo neapmierinātību un nepieciešamību aizsargāt bērna tiesības. Es kā deputāts saņemu no mūsu... no Latvijai piederīgajām personām sūdzības, kuras gandrīz kā... dažreiz kā kliedzieni nāk no ārvalstīm, kur mīt mūsu līdzpilsoņi, tieši tāpēc, ka tajās valstīs juvenālās justīcijas iestādes dažreiz ļoti skarbi izturas pret ģimenēm un pret bērnu vecākiem. Mēs pieprasām, lai tomēr šīs... šie konkrētie gadījumi tiktu pārcelti Latvijas augsnē, Latvijas jurisdikcijā, lai tieši mūsu likumdošanas ietvaros varētu aizsargāt mūsu līdzpilsoņu intereses, un mums jārīkojas, lai nepadarītu tā, ka, pārceļot šīs lietas uz Latvijas augsni, mēs atkal sadurtos ar līdzīgām problēmām, ar kurām viņi bija sadūrušies ārzemēs. Mums jānodrošina likumdošana šeit, Latvijā, kas būtu taisnīga. Es uzskatu, ka 30.priekšlikumā konkrētais noteikums... priekšnoteikums ir laba prasība, kas līdzsvarotu šīs divas nepieciešamības, par kurām mēs tagad runājam. No vienas puses, darbojas ļoti spēcīga valsts institūcija, bet, no otras puses, ir paredzēts, ka, pirms bērnu izņemt no ģimenes, ir jāsniedz atbalsts ģimenei. Un pārliecināties, ka šis darbs, ar kuru nodarbojas bāriņtiesa, devis savus rezultātus, - tas ir ļoti svarīgi. Un līdz ar to, no vienas puses, bērna tiesības būs aizsargātas, un, no otras puses, mēs pasargāsim iespējas ģimenei pilnveidoties, mainīties, lai ļautu tai turpināt audzināt savu bērnu. Tas ir ļoti svarīgi! Atcerēsimies, ka neviens, tikai ģimene varēs labāk audzināt savu bērnu, ja tiešām ģimene to vēlas darīt. Viss pārējais ir pareizi. Un es līdz ar to domāju, ka šis konkrētais priekšlikums, kuru ir izvirzījuši deputāti Liepiņš un Bite un par kuru mēs šeit runājam no tribīnes, un par kuru uzstājās deputāts Viļums, ir jāatbalsta. Es lūdzu ieklausīties šajā konkrētajā priekšlikumā izvirzītajā priekšnosacījumā. Tas tiešām nodrošina šo līdzsvaru starp sabiedrības un konkrētas ģimenes vajadzībām. Paldies.".
