Šobrīd ir izveidojusies situācija, ka bezdarbnieka statusu piesakās iegūt personas, kuras, kaut arī tās atbilst Bezdarbnieku un darba meklētāju atbalsta likuma nosacījumiem (ir ieguvušas nepieciešamo atļauju, lai likumīgi uzturētos Latvijas Republikas teritorijā), nav deklarējušas savu dzīvesvietu šeit, tādējādi radot Nodarbinātības valsts aģentūrai problēmas gadījumos, kad tai ir jāsazinās ar bezdarbnieku, lai informētu par kādu jautājumu, kas nav labvēlīgs personai. Lai risinātu šo problēmu, likumprojekts paredz, ka likumā noteikto atbalstu ir tiesības saņemt tikai tām personām, kuras ir izpildījušas Dzīvesvietas deklarēšanas likuma 6.panta pirmajā daļā noteikto dzīvesvietas deklarēšanas pienākumu, ja tas uz tām attiecas. Vienlaikus likumprojekts paredz pilnveidot Nodarbinātības valsts aģentūras interneta vietni un CV vakanču portālu, tātad arī nodrošināt, ka portālā pieejamas valsts un pašvaldību iestādēs un to uzņēmumos pieejamās vakances. Šobrīd nodarbinātības pasākumos vasaras brīvlaikā personām, kuras iegūst izglītību vispārējās, speciālās vai profesionālās izglītības iestādēs, ir tiesības iesaistīties personām no 13 gadiem. Lai nodrošinātu precīzāku atbalstu skolēniem, likumprojektā tiek noteikta elastīgāka pieeja attiecībā uz vecuma grupas izvēli, kuru iesaistīt Nodarbinātības valsts aģentūras katru gadu organizētajā nodarbinātības pasākumā vasaras brīvlaikā. Vēl viens būtisks jautājums šajā likumprojektā ir iekļauts no mobilitātes atbalsta pasākuma. Tiek izslēgts nosacījums, ka atbalsts tiks sniegts vienīgi komersantu nodarbinātajiem darbiniekiem, līdz ar to paredzot, ka šādi atbalsta pasākumi būs pieejami personai neatkarīgi no tā, vai tā strādā pie darba devēja publiskajā vai privātajā sektorā.
