Un, protams, mēs atkal esam uzklausījuši izpildvaras nozīmīgos argumentus, kāpēc, plānojot 2015.gada budžetu, atsevišķi pasākumi nebija ieplānoti vai arī bija ieplānoti nepareizi. Un šoreiz Saeima aicina veikt pārdali divās programmās: pirmkārt, lai apmaksātu informējošos un izglītojošos sižetus par atkritumu apsaimniekošanas un vides aizsardzības problemātiku ciklā “Mūsu vide ir mūsu atbildība”, runājot par kuriem, godātie Saeimas deputāti, es gribu atgādināt, ka tieši šādā redakcijā mēs par tiem jau esam lēmuši un šādus līdzekļus tieši šim mērķim piešķīruši. Priekšsēdētājas kundze, jums ir āmurītis!”) Var tikai pabrīnīties par izpildvaras nevēlēšanos izpildīt likumā noteikto un tās sniegto skaidrojumu, ka, ņemot vērā to, ka no likuma pieņemšanas ir pagājuši pieci mēneši un Nacionālā elektronisko plašsaziņas līdzekļu padome nav veikusi pārskaitījumu, tiek meklēts cits risinājums, kā šos līdzekļus pārskaitīt. Cienījamie deputāti, tā vietā, lai uzdotu jautājumu Nacionālajai elektronisko plašsaziņas līdzekļu padomei par iemesliem, kas traucē izpildīt likumā noteikto, notiek vienkārša noteikumu maiņa nobalsojot. Vai, jūsuprāt, šādi mēs veicinām valsts pārvaldes iestāžu atbildīgu darbību? Tāpēc es aicinu pārdomāt, kādu finanšu politiku mēs šādi veidojam un kādas vērtības attīstām iestāžu vadītājos un ierēdņos. Un otrkārt. Lai nodrošinātu koordinācijas institūcijas uzdevuma izpildi, mēs veicām kārtējo līdzekļu pārdali no jaunajai politikas iniciatīvai “Latvijas konkurētspējas novērtējums un tā uzraudzības (monitoringa) sistēma” piešķirtā finansējuma. Šoreiz ir tieši pretēji - šai tikko nobalsotajai jaunajai politikas iniciatīvai mēs samazinām finansējumu par vairāk nekā 184 tūkstošiem eiro, no kura 170 tūkstoši tiek piešķirti Pārresoru koordinācijas centram. 2015.gada 26.maijā, tas ir, gandrīz divus mēnešus vēlāk nekā Publisko personu kapitāla daļu un kapitālsabiedrību pārvaldības likumā noteikts, Ministru kabinets beidzot pieņēma lēmumu par valsts iestādi, kura pildīs valsts kapitālsabiedrību un valsts kapitāla daļu pārvaldības koordinācijas institūcijas uzdevumus. Ministru kabinets lēma, ka šī institūcija būs Pārresoru koordinācijas centrs, kas uzsāks šo uzdevumu pildīt no 1.jūnija. Vēlos vērst jūsu uzmanību uz to, ka Publiskas personas kapitāla daļu un kapitālsabiedrību pārvaldības likums tika pieņemts jau pagājušajā gadā, 16.oktobrī. Tātad izpildvarai, izstrādājot 2015.gada budžeta likumu, bija pietiekami daudz laika, lai ieplānotu šos finanšu resursus tieši šādas funkcijas izpildei, kuru bija paredzēts uzsākt jau šī gada martā. Un es gribu vērst uzmanību uz vēl vienu faktu, kas liecina, manuprāt, jau par īpašu cinismu. Tātad, ja Publiskas personas kapitāla daļu un kapitālsabiedrību pārvaldības likums nosaka termiņu, kādā ir jāiesniedz pirmais publiskais pārskats par valstij piederošām kapitāla daļām un kapitālsabiedrībām, tad jau šobrīd Ministru kabinets ir izdevis rīkojumu, kurā atļauj šo termiņu pārcelt uz vēlāku laiku - trīs mēnešus vēlāk, nekā likums to nosaka, tātad šo pārskatu iesniegt Saeimā tikai 2015.gada 1.decembrī. Un es domāju, ka mēs ar saviem lēmumiem tieši vēl vairāk veicinām izpildvaru rīkoties, absolūti ignorējot paša likumdevēja noteiktos termiņus. Un, ja Ministru kabinets var ignorēt likumdevēja lēmumus, kāpēc to nedarīt visām pārējām valsts iestādēm un sabiedrībai kopumā? Es vēlreiz vēršu uzmanību uz to, ka šie nav negaidīti notikumi, kurus Ministru kabinets nevarēja paredzēt, vai ka ir bijuši kādi citi būtiski faktori, kuri ietekmējuši finanšu līdzekļu nepieciešamību. Šī vienkārši ir iestāžu neprofesionalitāte, plānojot savu darbu un valsts finanšu resursu izlietojumu. Vai tiešām likumdevēja lēmumiem nav nozīmes un vai mums vienmēr ir jābūt izpildvaras kļūdu labotājiem? Es aicinu neatbalstīt šo lēmuma projektu.".
