Šis mūsu priekšlikums paredz papildināt 8.pantu ar jaunām daļām - trešo, ceturto un piekto daļu. Tas nozīmē, ka varētu būt lieli mīnusi pašvaldību ieņēmumos. Priekšlikums 8.panta ceturtajā daļā paredz nodrošināt, ka no donoriem netiek izņemts pārlieku liels resursu apjoms un tiek saglabāta pašvaldību ieinteresētība pelnīt vairāk. Velkot paralēles ar esošo izlīdzināšanu, tiek noteikta tāda kā iemaksu augšējā robeža. Un šajā gadījumā provizoriskais pašvaldību finanšu izlīdzināšanas aprēķins liecina, ka 2016.gadā četrām pašvaldībām iemaksas pašvaldību finanšu izlīdzināšanas fondā pārsniegs 20 procentus no konkrētās pašvaldības vērtētajiem ieņēmumiem un pārsnieguma kopsumma būs ap 2 miljoniem eiro. 8.panta piektā daļa paredz, ka iepriekš minētie priekšlikumi šajā pantā tiek realizēti no valsts budžeta līdzekļiem. Tie ir tie 9,5 miljoni, kas būtu vajadzīgi 45 pašvaldībām, kuras ir mīnusos, plus 2 miljoni eiro, kas ir izņemti tātad no turīgajām pašvaldībām. Un kopumā tie būtu 11,5 miljoni eiro. Es lūdzu atbalstīt mūsu priekšlikumu, jo kā Latgales deputāte es gribu uzsvērt, ka tad, ja netiks pieņemts šis priekšlikums, Latgales plānošanas reģiona novadi saskaņā ar jauno modeli saņems par 6,11 miljoniem eiro mazāk, nekā tie būtu varējuši iegūt vecajā modelī, un ir divi plānošanas reģioni, kuri šajā jaunajā plānošanas modelī patiešām reāli zaudēs. Un absurdi ir tas, ka lielākais zaudējums - šie 6,11 miljoni - būs visnabadzīgākajiem, un otri zaudētāji būs Rīgas plānošanas reģiona novadi, kas zaudēs 4,7 miljonus. Mūsu pašvaldības nav bagātas - ne tās bagātās, ne tās nabagās. Arī tām bagātajām naudu vajag! Un, protams, arī tām tas būs sāpīgi - zaudēt šos 4,7 miljonus. Bet Latgalē, kuru mēs cenšamies glābt ar visādām papildu programmām un dažādiem citādiem iešpricējumiem, izņemt no viņu pašu pamatieņēmumiem šo naudu - tas ir absolūti nevalstiski un negudri, jo mēs nevaram, sacīsim, aizbērt šo bedri, kas radīsies, jo tā ir bedre pašvaldību pašu ieņēmumos, izmantojot dažādas programmas... Nu, tas ir nesaprātīgi! Ir jānodrošina, lai pašvaldības varētu dzīvot no pašu ieņēmumiem.
