Es lūdzu atbalstīt šo priekšlikumu tāpēc, ka Eiropas Vietējo pašvaldību harta pieder pie tiem svarīgākajiem starptautiskajiem līgumiem, kuriem Latvija pievienojās vienlaikus ar 4.maija deklarācijas pieņemšanu, un tajā ir noteikti galvenie pašvaldību finanšu organizēšanas principi, un, minot to, ka šī likuma mērķis ir nodrošināt Latvijai saistošo Eiropas Vietējo pašvaldību hartas normu izpildi attiecībā uz valsts un pašvaldību ieņēmumu proporcionalitāti un pašvaldību finanšu autonomiju, tiek uzsvērts, ka darbības attiecībā uz pašvaldību finansēm tiks samērotas ar hartas principiem. Protams, sarunas par pašvaldību budžetu arī turpmāk notiks katru gadu, un, es ceru, būs panāktas vienošanās, un rezultāti atspoguļosies ikgadējā valsts budžeta likumā, taču atsauce uz hartu paskaidro kopējo virzību un vieš skaidrību ilgtermiņā. Komisijas sēdē izskatot šo jautājumu, es saņēmu pretargumentu, ka šis nav gluži tas likums, kurā vajadzētu šo normu iestrādāt. Taču... Es piekrītu, jā, ka šai normai varbūt vajadzētu parādīties likumā par valsts un pašvaldību budžetu, taču tas tur nav iestrādāts... Un nenoliedzami arī šajā likumā tomēr ir runa par pašvaldību ieņēmumiem un par situāciju, ka pašvaldību ieņēmumi ir nepietiekami ne pašvaldību vainas pēc, bet tāpēc, ka tā ir veidota valsts nodokļu politika un tādā veidā tiek veidoti... veidojas arī pašvaldību ieņēmumi. Bet šeit ir sadaļa par valsts budžeta dotāciju, lai kompensētu šo pašvaldību ieņēmumu trūkumu. Un es domāju, ka šī panta iestrādāšana likumprojektā būtu ļoti svarīga, lai mēs vairs nesastaptos, runājot par pašvaldību budžetiem, ar šādu te ainu, ko jūs redzat... (Rāda dokumentu.) šos zilos... šos zilos laukumus, kur pašvaldības ir mīnusos. Ieviešot šo jauno Pašvaldību finanšu izlīdzināšanas likumu... Salīdzinot ar pašreizējo situāciju, te ir tā nākamā aina... salīdzinot ar veco likumprojektu. Un te ir tā aina... kad ieviesīs šo jauno Pašvaldību finanšu izlīdzināšanas likumu, par kuru mēs šodien runājam... Šo zilo plankumu paliek nedaudz mazāk, un tās summas, kas tur ir ierakstītas pašvaldībā mīnusos, arī paliek nedaudz mazākas. Bet tās tomēr paliek, jo abos gadījumos valsts budžeta dotācija, lai izlīdzinātu šo situāciju, nemainās. Tās paliek nedaudz mazākas par 35,5 miljoniem. Tātad valsts negrasās mainīt ne nodokļu politiku, ne attieksmi pret pašvaldību tiesībām un iespējām nodarboties ar saimniecisko darbību, ne arī pret budžeta dotācijas apmēru. Un, respektīvi, apmēram 45 pašvaldības... no 45 līdz 53 pašvaldībām, atkarībā no dažādiem aprēķiniem, paliek ar mīnusiem savos budžeta ieņēmumos. Un, kā jūs redzat, tās ir pierobežas pašvaldības, īpaši daudz to ir Latgalē, bet ir pietiekami daudz arī Kurzemē un Vidzemē. Tāpēc es lūdzu, kolēģi, atbalstīt manu priekšlikumu!".
