Bet nu mazliet par priekšlikuma būtību. Godātie kolēģi, es ceru, ka jūs esat ļoti rūpīgi iepazinušies ar formulu, kura ir šī likumprojekta pirmajā pielikumā. Proti, es tā mazliet uzskatāmībai arī nodemonstrēšu, bet diemžēl attēls ir neliels un ir grūti saredzēt (Rāda dokumentu.), bet y-ītie, kas ir ī-tās pašvaldības iemaksas un dotācijas lielums izlīdzināšanas fondā, tiek aprēķināti, nu, pēc visas šīs labās puses formulas. Ja mēs sasummējam šīs iemaksas vai dotācijas pa visām Latvijas pašvaldībām, tad summā mēs iegūstam skaitli d, kas ir valsts budžeta dotācija. Proti, formula strādā tā, ka tā ir fiskāli neitrāla - bez šī lieluma d. Cik pašvaldības iemaksā - tik pašvaldības arī saņem, plus vēl valsts dotācija. Un šeit ir izlīdzināšanas dziļuma koeficients 0,6 jeb 60 procenti, kas ir vienāds visām pašvaldībām un kas nodrošina šīs formulas fiskālo neitralitāti. Dombravas kungs piedāvā atstāt koeficientu 0,6 novadiem, bet koeficientu 0,5 ielikt republikas pilsētām (No zāles dep. I.Zariņa starpsaucieni.), un līdz ar to formula vairs nav fiskāli neitrāla. Šobrīd šajā situācijā pie tiem pašvaldību ieņēmumiem, kādi ir šajā brīdī reāli, nesadalīti paliktu pāri daži miljoni eiro, ko, protams, varētu sadalīt arī ar kaut kādiem papildu normatīvajiem aktiem. Bet iedomāsimies teorētiski situāciju, ka dzīve novados rit krietni intensīvāk un labāk nekā republikas pilsētās, un tad šī starpība var kļūt negatīva. Kur ņemt trūkstošo naudu? Un pēc ilgām debatēm... arī jautrām debatēm komisija vienojās, ka formulas korektums ir svarīgs, ka šajā formulā iestrādātais izlīdzināšanas dziļums - 60 procenti... ka tam vajadzētu attiekties uz visām Latvijas pašvaldībām - kā pilsētu, tā arī lauku teritorijām, un Dombravas kunga priekšlikumu neatbalstīja.
