• 2015_06_04_304-seq423 spokenText "Labdien, godātie kolēģi! Kopš likumprojekts pieņemts pirmajā lasījumā, pie priekšlikumiem ir strādāts... pēc priekšlikumu iesniegšanas ir noticis intensīvs darbs. Un es vēlos pateikties kolēģiem, kuri atbalstīja mūsu, tas ir, manis un Gunta Belēviča kunga, kopīgi iesniegtos priekšlikumus, un ne tikai tiem, kuri atbalstīja, bet arī tiem, kuri ar izpratni izturējās, jo bija gana asas diskusijas par mūsu iesniegtajiem priekšlikumiem, kuri paredzēja ilgtermiņā noteikt šo alkohola akcīzes palielinājuma politiku, samērojot gan Valdības deklarācijā noteikto, gan sabiedrības veselības intereses, gan fiskālās intereses. Un šīs diskusijas rezultāts bija arī tas, ka notika viens ļoti vērtīgs izbraukums uz Igaunijas Finanšu ministriju; to organizēja mūsu Finanšu ministrija. Un tādējādi mēs plašā delegācijā apmeklējām Igauniju un tikāmies ar Igaunijas Finanšu ministrijas Finanšu departamenta vadītāju, un viņš izklāstīja, kāda Igaunijā ir iecerēta šī politika tuvākajos piecos gados, un mēs guvām pārliecību par to, ka mūsu, proti, manis kopīgi ar kolēģi Belēviču iesniegtie, priekšlikumi ne tikai ir samērīgi, bet, jāsaka, vēl ir ļoti pieticīgi salīdzinājumā ar to, ko dara Igaunijā. Un to arī apliecināja Finanšu ministrijas pēc šī brauciena veiktie aprēķini, kā mūsu priekšlikumi ietekmētu budžetu, ja mēs runājam tieši par fiskālo ietekmi. Un, salīdzinot ar likumprojektā noteikto, redzam, ka, pieņemot mūsu - manus un Belēviča kunga - priekšlikumus, šajā gadā budžets iegūtu par 1 miljonu eiro vairāk. Nākošajā gadā - 2016.gadā... Likumprojektā paredzēts iegūt budžetā 10,4 miljonus - papildu ieņēmumus -, turpretim mūsu priekšlikumā tie ir 13,5 miljoni - tātad par 3,1 miljonu vairāk. Arī 2017.gadā tas ir vairāk nekā 3 miljoni. Mūsu priekšlikums dotu pienesumu budžetā lielāku. Kā arī mēs savos priekšlikumos paredzējām iekļaut 2018.gada budžetā palielinājumu alkohola akcīzei, kas salīdzinoši bija ļoti samērīgi. Tas ir tas, ko mums izdevās rezultātā panākt. Un tas ir tāds kompromisa lēmums, par ko, varētu teikt, esam gandarīti, jo panācām to, ka alkohola akcīzes nodoklis netiek samazināts sidram, kā tas bija sākotnēji iecerēts, tātad dabīgi raudzētajiem dzērieniem līdz 6 procentiem. Likumprojektā tie bija 35 eiro. Palikām pie tā, ka šai grupai tas paliks nemainīgs, kaut arī pārējiem tiek palielināts. Un panācām galveno vienošanos, ka šī ilgtermiņa politika vēl tiks izdiskutēta, lai mēs to pieņemtu, skatot vidēja termiņa budžetu - tātad budžetu gan 2015.gadam, gan vidēja termiņa budžetu, un tad es ceru uz lielāku izpratni no pārējo kolēģu puses un arī no Finanšu ministrijas. Mēs šo alkohola akcīzi palielināsim tā, lai, samērojot šīs fiskālās un sabiedrības veselības intereses, mēs varētu mērķtiecīgi iegūto naudu novirzīt tam, kam to novirza Igaunija. Un viņi skaidri sev ir definējuši, ka šos līdzekļus, kas ir iegūti, ne tikai palielinot akcīzes nodokli alkoholam, bet arī tabakai, degvielai un citām lietām... viņi tos novirza ģimenes atbalsta politikai, tai skaitā vēl samazinot arī darbaspēka nodokļus. Es ceru, ka par šo mums būs ne tikai diskusija, bet arī vienošanās, kura rezultēsies vismaz ar tādiem palielinājumiem, kā mēs ar Belēviča kungu piedāvājām. Taču, tā kā šobrīd mēs esam panākuši kopsaucēju, ka palielinām nodokli no 1.augusta, lai bērniem varētu nodrošināt brīvpusdienas vismaz līdz 4.klasei ar 1.septembri, tad mēs ar Belēviča kungu atsaucam 3., 4., 15. un 16.priekšlikumu. Šeit ir iesniegums.".
