No šī jaunā Pašvaldību finanšu izlīdzināšanas fonda likuma galvenās ieguvējas būs lielās pilsētas, ja nekas netiek mainīts, bet atsevišķās pierobežas teritorijās šīs summas tik tiešām samazinās. Samazinājumi ir dažādi. Es nosaukšu tikai dažus piemērus. Piemēram, Alojas novadā šis samazinājums (iepretim iepriekšējam periodam) būs par 3 tūkstošiem, ko viņi saņem no izlīdzināšanas fonda, Dagdas novadā - 18 tūkstoši, Daugavpils novadā - 364 tūkstoši, Krāslavas novadā - 296 tūkstoši, Zilupes novadā - 19 tūkstoši un Priekules novadā - 33 tūkstoši. Šis piedāvātais priekšlikums paredz ieviest jaunu papildu kritēriju - koeficientu; tās ir pierobežas teritorijas, kuras ir definētas likumā un kurās būtu piemērojams vēl papildu koeficients, un rezultāts būtu tas, ka šajās teritorijās arī mēs iegūtu vai nu neitrālu, vai ar nelielu plusa zīmi - šo summu, kas tiek saņemta no izlīdzināšanas fonda. Ir jautājums par to, vai tagad būs citām, varbūt arī gana trūcīgām, pašvaldībām jāpiemaksā. Tas ir atkarīgs no tā, kāda būs attieksme pret priekšlikumu par to, lai samazinātu summu, ko var saņemt republikas pilsētas, jo šobrīd, kā jau es teicu, republikas pilsētas ir lielākās ieguvējas no šī izlīdzināšanas fonda. Es vēl atsevišķi runāšu par šo priekšlikumu, bet nu kaut vai norādu, ka Daugavpils pilsētai summa, ko tā saņems no izlīdzināšanas fonda, pieaug no 6 uz 13 miljoniem (tas ir ļoti būtisks kāpums - par 7 miljoniem!), turpretī vairākos novados, kur arī dzīvo mūsu valsts pilsoņi, šī summa samazinās.".
