Jo tad, kad pašvaldības tika aicinātas krīzes laikā savilkt jostas kopā ar valdību, tad pašvaldības to, protams, izdarīja, jo pašvaldības vienmēr ir sapratušas situāciju valstī un vienmēr ir centušās pēc stabilitātes valstī. Kāpēc ir sasaiste ar vidējo darba samaksu? Tāpēc, ka iedzīvotāju ienākuma nodoklis ir viens no darbaspēka nodokļiem, un šobrīd vērojama virzība, ka darbaspēka nodokļu slogs praktiski tiek samazināts tikai uz iedzīvotāju ienākuma nodokļa rēķina... vai arī plāno to tādā veidā darīt. Samazināta nodokļa likme, palielināts neapliekamais minimums, atvieglojums par apgādībā esošo personu - tie ir tikai daži elementi, kuri samazina iedzīvotāju ienākuma nodokļa ieņēmumus. Tas rada pašvaldībām neskaidrību par ieņēmumiem vidējā termiņā un ilgtermiņā. Šāds priekšlikums ir nepieciešams, lai nodrošinātu pašvaldībām ilgtermiņā stabilus, prognozējamus un ekonomikas pieaugumam atbilstošus ieņēmumus, jo pašvaldības ir nogurušas dzīvot pastāvīgā pusbadā un savu attīstību plāno, balstoties tikai uz struktūrfondu līdzekļiem, jo ne uz pašu ieņēmumu palielinājumu, ne uz valsts, sacīsim, budžeta dotāciju vai - nedod Dievs! - investīciju, sacīsim, ieviešanu pašvaldību attīstībā mēs jau faktiski neceram.
